(“Clear Channel”), licensee of WJER-FM, Dover, Ohio, by its counsel, hereby submits this Petition for Rule Making, which proposes to delete Channel 269A at Dover, Ohio and allot Channel 269A at North Canton, Ohio as that community’s first local service. If this Petition is granted, Clear Channel will file an application for Channel 269A at North Canton and construct the facilities as authorized. The following table summarizes the changes requested in this Petition: City Channel Existing Proposed Dover. Ohio 269A -- North Canton. Ohio ___ 269A I. Technical Analvsis 1. As demonstrated in the Technical Exhibit, Channel 269A can be allotted to North Canton at coordinates 40-48-30 North Latitude, 81-23-31 West Longitude consistent with Section 73.207 of the Commission’s Rules with respect to all existing and proposed domestic allotments and facilities. See Figure 1. A 70 dBu signal can be provided to North Canton from od4 the proposed reference coordinates. See Figure 4. The relocation of WJER-FM from Dover to North Canton will result in a predicted net gain in population of 306,944 persons within the WJER-FM 60 dBu contour. See Technical Narrative. The entire loss area will continue to receive at least 5 other aural services and will thus remain well served.

Kids have money to spend, big money, larger share of the marketing dollars directed their way. But to muscle in on the cereal, fast food, toy and other ad bucks being spent to reach children under 12, radio needs research. Arbitron's new survey of kids' listening habits in New York, Los Angeles and Minneapolis is just the start. It shows that kids are active radio users, that they "get" and respond to commercials, and that they're happy to hop onto the web and order products advertised on the radio (using mom's credit card, of course). Arbitron's big hurdle was finding out whether the diary is a reliable tool to collect listening from those aged 6 to 11. Arbitron says it is. But the pot of gold at the end of the rainbow is the People Meter - which requires only that kids carry around a small detection device. Including kids in the survey could literally help pay for the People Meter's introduction. Arbitron's Pierre Bouvard is deeply involved with the kids' radio effort and so is a New York -based broadcaster consortium named "Next Generation" -- though oddly enough, it doesn't include Disney /ABC. With or without The Mouse, look for lots more talk about kids and radio. changes that bring in DIAL TWISTING IN DENVER. Start with a bunch of ownership new owners like Emmis and Salem.

DAB supports the Commission's proposal to strengthen the system of transmitting national emergency alerts, and supports the testing that would be required to ensure the functionality of such a national alert system. Whether to institute national alerts and associated tests is an issue best left to the federal government to determine and coordinate. DAB's experience is that broadcasters take EAS obligations seriously and that the current level of mandatory participation in EAS is appropriate. OAB believes that station decisions whether to broadcast particular local and state emergency messages should remain voluntary and that station participation in state and local alerts has been widespread and effective.
