and radio's looking to claim a KID STUFF. . . Kids have money to spend, big money, larger share of the marketing dollars directed their way. But to muscle in on the cereal, fast food, toy and other ad bucks being spent to reach children under 12, radio needs research. Arbitron's new survey of kids' listening habits in New York, and Minneapolis is just the start. It shows that kids are active radio users, that they "get" and respond to commercials, and that they're happy to hop onto the web and order products advertised on the radio (using mom's credit card, of course). Arbitron's big hurdle was finding out whether the diary is a reliable tool to collect listening from those aged 6 to 11. Arbitron says it is. But the pot of gold at the end of the rainbow is the People Meter - which requires only that kids carry around a small detection device. Including kids in the survey could literally help pay for the People Meter's introduction. Arbitron's Pierre Bouvard is deeply involved with the kids' radio effort and so is a New York -based broadcaster consortium named "Next Generation" -- though oddly enough, it doesn't include Disney /ABC. With or without The Mouse, look for lots more talk about kids and radio. changes that bring in DIAL TWISTING IN DENVER. . . Start with a bunch of ownership new owners like Emmis and Salem. Then mix in Clear Channel, which just closed on AMFM Inc. and is itching to make some changes. And you've given listeners enough dial twisting for a whole year, in the space of one holiday- shortened week. Clear Channel started it by knocking off smooth "K- High" at 95.7 and replacing it with a CHR called "Kiss 95.7." That was Friday, September 1, going into the Labor Day weekend. CC parked the smooth jazz format on the Internet at the "KHIH.com ", but that wasn't enough to discourage Jefferson -Pilot: By the time weekend was over, J -P had detonated its classic country KKCK -FM, 104.3 (it remains on KCKK, 1600) and put a smooth jazz station there. On Tuesday, Emmis remodeled its brand -new FM in Denver, KXPK, Evergreen at 96.5. It ended the hard -rock "Peak" and replaced it with a friendlier- sounding "80s and beyond" modern rock format that harkened back to The Peak's origins. Another thing: Howard Stern is off KXPK. And you know what? We won't be surprised if there aren't still more changes coming to the Mile -High City. Like: What will Salem do with "Alice ", KALC?

Congress won't like it, but FCC Chairman Bill Kennard proposes a Rulemaking to establish the FCC's authority to regulate future radio mergers, and he has the votes on the current Commission. Kennard singles out Clear Channel for the positive way he said it handled its AMFM the other merger - taking care of minority owners - but on September 1 he asked Commissioners for a Notice of Proposed Rulemaking to provide a "framework" for reviewing radio deals. Kennard continues to hold up deals for reviews based on an FCC "public interest" standard that's never been tested. We can see that at work this week in several deals involving Clear Channel and Cumulus Media.

If you're a budding entrepreneur or aspiring first -time owner, Anthony Bush is a guy to talk to. Bush is replacing Frank Montero, who returns to private legal work as a partner with Shaw Pittman. New Acting Chief Bush moves over from his job as Chief Economist at the FCC office of General Counsel.

Non -commercial stations must use the newly- revised Form 323 -E when they file ownership reports, including filings required after consummation of a deal that results in a change of control, and also after Commission grant of a CP for a new radio or TV station. The new Form 323 -E is also the appropriate form for the biennial ownership report, starting with February, 2001. Licensees can retrieve Form 323 -E online at "www.fcc.gov." Just click on the "forms" link. It's also available for filing via the new Consolidated Database System (CDBS), online at FCC.gov.

CANADA THIS WEEK Continued consolidation tops Canadian radio industry news this week. Corus Entertainment, already Canada's second largest group owner of commercial radio stations, will grow a little larger and enter the Montreal market with its C$165- million purchase of Metromedia CMR. Metromedia CMR, no relation to Metromedia of the U.S., owns six radio stations and two relays in the Montreal area. The stations are English - language AC formatted CFQR -FM, English language all -news CINW and French language outlets CKOI -FM (CHR format), CKOO -FM (CHR), CINF (all- news), CIME -FM (AC) and two that relay CIME -FM. When this acquisition, which requires CRTC approval, is complete, Corus Entertainment will own 49 stations and six relays. It also operates one station through an LMA. Canada's largest commercial radio group owner Telemedia Communications, unrelated to the U.S. firm with the same name, adds five more Ontario stations to its ranks by swallowing Affinity Radio Group. Financial terms were not disclosed in the announcement of the deal for the Niagara Peninsula cluster of AC formatted CHRE -FM, CHR programmed CHTZ -FM and news -talk CKTB along with stand -alones country CHAM, Hamilton and AC CKSL, London. CHAM forms a cluster with Telemedia's AC formatted CKLH -FM and AC CKOC. CKSL joins Telemedia's London cluster of AC programmed CIQM -FM, oldies -talk- sports CJBK and country CJBX -FM. M Street notes that Affinity entered the radio industry through the 1997 acquisition of CKSL from Telemedia. This deal brings Telemedia to ownership of 70 stations and 30 relay transmitters. It also operates one station through an LMA, provides a French language adult contemporary format network, syndicates English language sports talk programming, owns half of Radiomedia and its two radio stations and French language news and talk network, and holds a minority interest in a Quebec City based radio station. A formal request for CRTC approval of the deal must still be made.

CILQ -FM, Toronto received a censure from the Canadian Broadcast Standards Council for remarks made by syndicated morning personality Howard Stern. On July 14, Stern suggested that residential facilities for "retarded" people lower property values. The CBSC had "no hesitation" in censuring the station and requiring it to air an admission that Stern over the line in his remarks. CILQ -FM, "Q- 107," is Stern's only Canadian affiliate and recently signed ari agreement to carry the show through 2003.

The Canadian Broadcast Standards Council cleared CJKR -FM, Winnipeg, MB of charges that it violated the Canadian Association of Broadcasters Code of Ethics. The charge was filed by a listener who objected to the November, 1999 broadcast of a song parody that lampooned the Chinese government's pet policy. The Standards Council found that the song "There's a Cat in the Kettle," sung to the tune of Harry Chapin's "Cat's in the Cradle," did not violate the ethics code's prohibition against material "based on matters of race, national or ethnic origin."

According to Toronto's Globe and Mail newspaper, Rogers Communications may be in line to buy the Toronto Jays baseball team. The team carries a price tag of between C$110- million and C$150- million. A separate C$90- million purchase would net the multimedia conglomerate Toronto's Skydome, the stadium that's home to the Blue Jays and the Toronto Argonauts of the Canadian Football League. Rogers is Canada's third largest commercial radio group owner with 29 stations and 13 relays. In Toronto it operates all -news CFTR, adult contemporary CHFI -FM and CHR formatted CKSS -FM. The Blue Jays games are currently broadcast over CHUM.

www.americanradiohistory.com THE M STREET JOURNAL page 7 Sept. 6, 2000 ELSEWHERE The newest Cumulus -Clear Channel swaps hit the FCC, and these are the "Stage 3" markets we rumored recently, the ones that nobody was officially confirming. Now it's all public as the deals are filed at the Commission. The six markets are Marion -Carbondale, IL. Augusta, ME. Muscle Shoals, AL. Tupelo, MS. Jonesboro, AR. And Augusta, GA. Many of these deals are getting the "red flag" treatment from the FCC for Chairman Bill Kennard's anti -competitive review.

Count Muskegon in the Clear Channel column, as Cumulus gives up its future five - station cluster there to Clear Channel. What we're talking about is the local station group that Cumulus is gaining as part of its group deal for Connoisseur. M Street can now confirm rumors that Muskegon (Arbitron market #217) goes to the CC camp, and here are the stations: Classic hits WMRR, Muskegon Heights, a class Bl at 101.7. AC "Z108" WSHZ, a B1 at 107.9. The country simulcast of WMUS at 1090, a 1 -kw ND daytimer, and WMUS -FM, a full B at 106.9. And adult standards "Magic 1600" WMHG, with 5 -kw fulltime, DA -N. Cumulus has been LMAing these and other Connoisseur stations in an arrangement that has stretched out beyond the original deal, though M Street does expect Lew Dickey to close on Connoisseur this Fall. One other note: The FCC quickly slapped "red flag" notices on all five transfer apps in Muskegon, for anticompetitive review. (Red flags are the FCC's notice of anti -competitive review, the ones it would like a Notice of Proposed Rulemaking about.)

On the Mason -Dixon Line where and Maryland meet, that Hagerstown FM swap is now an outright sale, producing one format change with another to follow. John VerStandig and John Staub were supposed to exchange their stations, but now VerStandig will straight -out buy Staub's WWMD, Hagerstown at 104.7 MHz. He's already knocked off WWMD's longtime easy listening format to simulcast his country WAYZ -FM, Waynesboro, PA (101.5). We suspect the country format will stay on 104.7 and something new will emerge on the Waynesboro frequency. John Staub and wife Carol retain their AM, full- service WJEJ at 1240 KHz, licensed to Hagerstown, MD.

In Honolulu, Paul Robinson's Emerald City Radio Partners appears to be buying out its partners in the ownership group known as "Kasa Moku Ka Pawa Broadcasting." The station is KAHA, Honolulu, a brand -new class C at 105.9 MHz, and Emerald City will be acquiring it for $2,150,000. Emerald City's other interests include the Honolulu combo of adult standards KUMU at 1500 KHz and ez listening KUMU -FM at 94.7, plus four other stations elsewhere in the islands.

In Flint, Citadel converts an LMA to a "buy" after operating sports WTRX, Flint (1330) under an LMA with licensee David Lee. The facility has 5 -kw day, 1 -kw night. Citadel's other stations in Flint are country "B95" WFBE, which it bought from the Flint Board of Education, and "Oldies 96" 'MM. For sports WTRX, Citadel is paying David Lee $180,000 for WTRX.

In Eastern Tennessee, the ownership group that's been running Dolly Parton's stations has just filed to acquire two more stations in the area for $2 million. We're talking about WCLE -AM /FM (to be acquired from Randall Sliger) and the ownership group is the one led by Paul Sink named East Tennessee Radio Group. They started running Dolly's Knoxville -area WSEV and WDLY -FM back in February, and now they're adding Sliger's properties: country simulcast WCLE, Cleveland (5000 watts day, 80 watts night, ND at 1570 KHz) and WCLE -FM, Calhoun (class A at 104.1 MHz).

Memphis gets a deeper investment from the Christian broadcaster that produces the "K- Love" and "Air 1" formats. Educational Media Foundation, which is paying $2.6 million to buy three more stations around Memphis. They're the ones owned by Pollack Broadcasting, and Sacramento -based EMF lost no time LMAing two of them: adult standards WPLX, Germantown at 1170 KHz and contemporary Christian KSUD -FM, Terrell, AR at 94.7, a class A. Educational Media Foundation got its toe in the water in Memphis last month with WYLT, which is airing EMF's widely -syndicated "K- Love" contemporary Christian format. Here's what's involved in the Pollack KSUD, West Memphis, AR, with 233 watts deal, EMF buys ( #1) contemporary Christian day /267 night, DA -N at 730 KHz (and a CP to upgrade its day signal). ( #2) at 1170. John Saunders brokered both the KSUD -FM. And ( #3) WPLX, a 1 -kw daytimer Pollack deal and the WYLT sale.

ELSEWHERE (cont'd) The biggest -ever radio merger has now happened, and Clear Channel has finally acquired AMFM Inc. in a stock - for -stock deal worth $23.8 billion. We thought we'd re -cap a couple of the early changes: In Phoenix, Clear Channel will swap the frequencies of newly -acquired KFYI and KGME. It will shift the KFYI news /talk format from 910 to 550 (the longtime KOY, most recently KGME). Sports KGME will move to 910. At the executive level, AMFM Inc. strategist, senior group exec and Office of Product and Strategy chief David Lebow has taken this opportunity to leave. He tells M Street he'll spend some with his family, traveling, and will think about returning to business (not necessarily to radio) in about thee months.

Clear Channel -AMFM Inc. wasn't the only big closing this week (though it was certainly the largest). Cox Radio closed on its $280 million buy of WALR -FM, Atlanta and immediately spun the frequency to Salem. Bob Neil now has what he really wants: the well -established "Kiss" urban AC franchise, which he's moved from WALR -FM's 104.7 frequency to 104.1, displacing the "Jazz Flavors" format on WJZF, La Grange. The handoff swaps to Salem also happened: Salem gets the 104.7 frequency (licensed to Athens, GA). It also now owns - market KLUP, Terrell Hills at 930 KHz and Tampa- market WSUN, Plant City at 910 KHz, both from Cox. On the Cox side of the ledger, it officially owns its fourth -market FM, in the form of KKHT, Conroe at 106.9 MHz.

The Sirius -2 satellite is in orbit, but Sirius -3 will be delayed slightly. The national satellite radio service is trying to play down fears about the damage to its backup Sirius -4 satellite, which was hurt on the production line and won't be available for launching on time. Sirius says its three main satellites should cover the U.S. quite satisfactorily, though it did disclose that the launch of Sirius -3 will be postponed from October to November "due to congestion on the Proton [rocket] launch manifest." (Hey, we've been bumped off of flights out of Nashville Airport; we can only imagine what it's like for space travel.) We rite reel gud kommershuls for the radioh, yes we do. . .To upgrade the skills of radio station copywriters, the RAB is rolling out a course called the "Certified Professional Commercial Copywriter" course. It's produced in cooperation with veteran speaker and workshop leader Dan O'Day, and it sounds like a terrific idea. The Copywriter course becomes part of the CRMC (Certified Radio Marketing Consultant) 2000 training and accreditation series. Details online at "www.rab.com."

The industry legend known as "Radio Wayne" Cornils died over the summer, and the RAB, where he served most recently as an executive, announces plans for the memorial service -- to be held just before the beginning of the NAB Radio Show in . Here are the details: The memorial service will be Wednesday, September 20 at St. Patrick's in San Francisco. That's at 756 Mission Street, just across the street from the Moscone Convention Center where the NAB Radio Show is being held. The memorial service starts at 10:30am local time, and there will be a reception in the nearby Hilton Hotel, in the Franciscan A and B rooms, immediately after the service. RAB President Gary Fries is throwing the door open to both events to anybody who'd like to attend. And knowing both "Radio Wayne" and some of his many friends, both events will produce more laughter than tears.

M STREET BAZAAR. . . PEOPLE, PRODUCTS, AND PROGRAMMING It's a mystery - but not a religious one - what's going to happen with the stations owned by Catholic , but we do know what's happening with one CFR station. In Chicago, the Radio Center for People With Disabilities has just put its programming on CFR -owned WAUR, Sandwich (930 KHz) for 19 hours a day. RCPD is selling time to mainstream syndicators who need to clear the Chicago market, and it will also do local ad sales. There are two more innovative revenue streams: RCPD hopes to benefit from an law requiring 2% of all state agency money to be spent with disadvantaged business enterprises. It's also actively negotiating to sell "naming rights" to the station. The Radio Center's goal is to train and then place disabled people into off -air radio jobs at other stations. It's planning to close on its purchase of WAUR within the next 30 days.

A format change in Nashville, but it wasn't a country station, either before or after the flip. Midwestern kissed off "Kiss" WNPL (106.7) to convert it into a "pure rock" station called "Beaver 106." It's a long way from the rhythmic oldies that the Dickey brothers -owned Midwestern Broadcasting adopted in late 1998. Jim Duncan estimates "Kiss" billed just $750,000 in 1999, which made it the poor - relation #16 biller. One more change at WNPL: the addition of the Cox -syndicated Lex and Terry morning show.

M STREET BAZAAR. . . (cont'd) A more male - leaning country station debuts in Atlanta, as ABC re- launches WYAY as "Eagle" country. "Real Country, Less Talk" is another of the male - leaning country outlets in the mold of Susquehanna's "Wolf" KPLX in . ABC's emphasizing its gold library to give the Eagle that male edge. The station is WYAY, Gainesville at 106.7, and its sister is mainstream "Kix 101.5" WKHX -FM.

Speaking of Atlanta, the market's first all- sports station is back on the playing field: WCNN "The Fan" was Atlanta's first sports station in the mid- 1990s, but it abandoned that formatic position in 1997 to do news /talk under an LMA with Cox Radio. That LMA ended recently and WCNN, North Atlanta (680 KHz) returned to sports over the Labor Day weekend, using some programming from One -On -One Sports and ESPN. That makes it a two -player competition: Jim Duncan estimates that rival "Zone" WQXI billed $2.2 million in 1999.

How much are the play -by -play rights to the Detroit Tigers (baseball) and Red Wings (hockey) worth? Infinity has gone to war in Detroit with a $40 million bid for the radio rights to the baseball and hockey franchises owned by Mike Ilitch. The Tigers and the Red Wings have been on ABC -owned WJR for literally decades, and Rich Homberg -led WXYT and the rest of the Infinity cluster want the franchises badly enough to field a multi -year $40 million bid. One consideration is WXYT's signal. It's weaker than WJR's, so Infinity would have to construct a radio network and /or upgrade its facility. There's also local speculation about a frequency swap with another Detroit owner, which would solve the problem immediately. WXYT (which has the NFL Lions) would drop talk for sports. WJR's had the Tigers since 1961 and the Red Wings since the 1970s. What's in it for team owner Ilitch? Huge promotional opportunities across Infinity (WXYT, WWJ, WOMC, WVMV, WKRK -FM and WYCD) plus Viacom -owned Channel 62 and Channel 50. Clear Channel's hires former Playboy.com and Disney exec Kevin Mayer in the newly - created position of Chairman /CEO of the new "Clear Channel Internet Group." The group crosses all of CC's Internet and interactive businesses, from including the Internet interests of Clear Channel Radio, SFX Entertainment, TV and outdoor. Harvard MBA and electrical engineer Kevin Mayer was previously President /CEO of Playboy.com and worked with Disney's Internet division and GO.com before that.

Radio One scores a major coup by signing comedian and TV star Steve Harvey to do mornings on its just -acquired KKBT, Los Angeles. Steve should have an easier time coping with his radio gig than four years ago in Chicago. Harvey's a very funny guy, but M Street remembers Steve's previous radio gig at WGCI -FM, Chicago, when Steve had trouble staying in Chicago because he was busy pursuing his show -biz career in L.A.

At National Public Radio, Barbara Rehm wins the official nod as Managing Editor for NPR News. Barbara had been Acting Managing Editor since February 2000. Previous Managing Editor Bruce Drake is now VP for NPR News. Check the size of the NPR news staff: more than 200 people in Washington, D.C., 19 U.S. bureaus and 11 foreign bureaus.

Very sorry to report that former NAB Board Member J. R. Curtis is killed in a motorcycle accident. The bumper stickers say "Share the road with a after motorcyclist ", but they didn't save J.R.'s life over the Labor Day weekend, a car apparently pulled out in front of his bike while he was in Colorado for a bike rally. J.R. was 55 and had been the second -generation owner of Longview, TX station KFRO (1370 KHz). Sunburst now owns that station, but Curtis - who had been the town's mayor when he was just 33 - had stayed active in the community. He'd served on the NAB Radio Board and been the Association of Broadcasters' Broadcaster of the Year. to head We left our registration packet in San Francisco. . .Yes, it's almost time to the NAB Radio Show, and as M Street observed last week, many major groups are choosing not to send their executives there. last whack at Low HIGH NOON ON CAPITOL HILL. . . The 106th Congress will get one Power FM, after all, thanks to Minnesota Republican Rod Grams. He introduced the one bill that might just get through the Senate and then onto Bill Clinton's desk: the same compromise bill that passed the House back in April. It would allow the FCC to proceed with Low Power FM -- but forbid it to abandon third- adjacent- frequency protecting for existing FM broadcasters. That would eliminate 70% or more of the potential LPFMs the FCC hopes to create. Grams has co- sponsors from both sides of the aisle: Max Baucus, D -MT; Jim Inhofe, R -OK; Kay Bailey Hutchison, R -TX; Spencer Abraham, R -MI; and Blanche Lincoln, D -AR. And we suspect that the language will strike most legislators as a pretty fair compromise between the demands of the NAB and NPR not to bring interference to the FM band, and community groups clamoring for Low Power FM. One big question mark is powerful Senator John McCain. There's already public disappointment from some LPFM supporters -- but compromises never leave anybody completely happy. The 106th Congress is scheduled to adjourn for good on Friday, October 6. even casual radio GAMBLING IS FORBIDDEN. . . Rick Buckley's WOR, New York shocked listeners by not renewing the contract of third -generation morning talent John R. Gambling. For the first time since 1925, there isn't a "John Gambling" on 50 -kw WOR. (The New York Times quoted M Street saying it was a little like discovering that one of the lions in front of the N.Y. Public Library was missing.) The station candidly said "the show failed to produce the key demographic ratings success needed to competitively vie for New York agency dollars." But lots of U.S. and Canadian talk stations have the same demographic dilemma. The Gambling matter brings up the alleged difficulty of selling older demos and advertisers' "discounting" of older Americans. WASHINGTON THIS WEEK Adult -film stars are risky people to hand the mic to at your station remotes, says the FCC: You might be facing a $6,000 fine, just like Regent's KZGL. The rocker was doing a remote from an adult video store in Flagstaff, AZ featuring "Mila Shegol, Queen of the Nasty." The FCC says she "solicited listeners to come down to the station for free oral sex" and that she described her "tongueing techniques." Rocker KZGL pleaded that it had reviewed a script of Shegol's remarks for her two -minute remote from the Images Video adult store and that she was supposed to talk up the virtues of the store. But when Regent staffers handed her the live cellphone during the 7:33pm break, she got very "adult." Regent says the indecent broadcast was "unintentional." The FCC says the licensee should've thought about the dangers of putting an adult film actor on live with no delay. It also notes that neither the board operator nor the station personality at the remote cut her off for about 30 seconds. It does trim the indecency fine a bit from the benchmark - but only from $7,000 to $6,000. The moral? Be quicker on the trigger next time.

A tower operator in Hawaii earns a $10,000 fine for not handling an earlier FCC complaint about peeling paint. Kona Koast's failure to fix the problem for almost a full year really got the FCC's goat. The Commission's Honolulu office issued a Notice of Violation on July 15, 1999, and when an FCC Engineer showed up on April 19, 2000 the paint was still "severely faded, chipped and flaking." That's even though Kona Koast said in August 1999 that tower users were getting bids for the job. It had told the Commission that the "explosion" in wireless towers made it impossible to get a contractor. The FCC didn't like the excuse.

We've got a cancelled license in West , as Bluefield -market WXEE, Welch. at 1340 KHz gets its license cancelled as of September 5. The licensee is Mountaineer Broadcasting Corporation and M Street has WXEE as "silent ", though it most recently had been doing a non -commercial variety format.

The FCC flies more red flags for proposed transfers, this time for Clear Channel in and for Cumulus in Montgomery. Red flags that probably spell out more delays for approval of those deals -- probably two or three more months of additional time for the deals to sit at the Commission. Clear Channel is filing to acquire the Sconnix cluster in Quad Cities, including heritage talker WOC, Davenport, IA (1420 KHz). While Cumulus wants to pick up (for $10 million) the three -station McDonald cluster in Montgomery that it's LMAing right now. CANADA THIS WEEK The powers in Canadian radio continued to shift this week with the announcement that Standard Radio will double its radio holdings in Montreal and exit Winnipeg. Standard, which owns Montreal news - talker CJAD and CHR CJFM -FM has reached an agreement to acquire rock formatted CHOM -FM and oldies CKGM. In return for the stations, Standard deals its CFWM -FM, Winnipeg and an undisclosed amount of cash to CHOM -FM /CKGM owner CHUM Group, Ltd. With this deal CHUM Group gets to add an adult contemporary formatted station to its current Winnipeg holdings of adult standards CFST and CHR programmed CHIQ -FM. The Montreal acquisition puts Standard above the CRTC mandated local ownership limit (a maximum of three stations in markets that have eight or fewer stations broadcasting in a language - Montreal has six English language commercial stations). Rather than spin -off one of the four stations, Standard may seek a waiver of the rule by citing the unique competitive structure of the bilingual Montreal market and the six station cluster just purchased by Corus Entertainment (M Street Journal, Sept. 6, 2000). Standard Radio is Canada's eighth largest owner of commercial radio stations. The CHUM Group is the nation's fifth largest commercial radio group owner.

Last week we reported that Rogers Communications would be bidding to acquire the Toronto Blue Jays baseball team and, in a separate deal, the stadium they play in. This week we can report that the acquisition of a controlling interest in the team is a done deal. For C$112- million Rogers has taken an 80% interest in the team. Former sole owner Interbrew, S.A., an international conglomerate and brewers of Labatt Beer in Canada, retains a minority interest in the team. There's no further word at this time regarding a pending acquisition of Skydome, where the team plays its games.

HEH Broadcasting, led by Atlanta -based Hickey, buys the combo from Walker County Communications (Clint Formby and George Franz). The facilities here are KSAM at 1490 KHz (1 -kw ND fulltime), and "Thunder Country" KSAM -FM, a class A at 101.7 MHz. The AM simulcasts its FM sister from to 6am and does classic country the rest of the day. Sanders is a former station owner, GM, Arbitron exec, and also a former M Streeter. Bill Whitley of Media Services Group brokered.

We'll continue to track the situation of station owner and former syndicator Catholic Family Radio, and it appears it's going to sell its Baltimore station to Nestor Aparicio, which would mean the format returns to its former "Nasty" sports programming and drops Catholic - themed Christian programming. The station is WNST, Towson, MD at 1570 KHz, and a deal would put Aparicio's own nationally- syndicated sports show on the air in his hometown of Baltimore. Aparicio parlayed his job as a sportswriter for the Baltimore Sun into a career, then an earlier LMA with WNST (the former WKDB), then a national gig with One -On -One Sports. He'll continue doing his 2 to 6pm program for One -On -One. As for the rest of the Catholic Family Radio group: So far we're hearing about station selloffs one by one, not as a group. First it was Chicago- market WAUR (930 KHz) to the Radio Center for People with Disabilities, in a deal that should close in a couple of weeks. Now it's Baltimore -market WNST, to Aparicio.

In Western Washington State, Mark Bolland's Pacific Empire grabs three stations for $1,600,000. Bolland's based in Lewiston, ID at AC KATW, and his company's got stations in Pocatello and Idaho Falls. This latest deal is for Julie Benedictson's three stations in Clarkston, WA: "Sports Fan" KCLK, Asotin, with 5 -kw day /1 -kw night, DA -2. "K94" country KCLK -FM, a class C at 94.1 licensed to Clarkston. And "Lite 102.9" KVAB, an A licensed to Clarkston. These are Julie's only stations.

Does the name "Herbert W. Armstrong" ring a bell with you? Or "Ted Armstrong ", his son? The Armstrongs were once among the most ubiquitous radio preachers in North America, and their Ambassador College was a well -known Christian school. Now the Armstrongs' "Worldwide Church of God" is selling its remaining broadcast property to the same religious group that bought its college campus. The station is KBAU, Big Sandy, TX at 90.7 MHz, and the buyer is the Institute in Basic Life Principles, Inc. KBAU had recently been silent, but it's now back on doing Christian programming. Price: $100,000.

Sioux City, IA may be Arbitron market #249, but it looks just fine to Clear Channel. We're curious whether very successful CHR KGLI, now called "KG- 95", might wind up being re -named "Kiss." The seller is Radioworks, Inc., headed by Cy Chesterman. Here are the five stations Clear Channel gets in Sioux City - CHR "KG -95" KGLI, a class Cl at 95.5 MHz. Soft AC "K- Soft" KSFT -FM, South Sioux City, an A at 107.1. Rock "Z98" KSEZ, a Cl at 97.9. Classic country and sports "62 Country" KMNS at 620 KHz, with 1 -kw fulltime, DA -2. And oldies KWSL at 1470 KHz. It's 5 -kw fulltime, DA -2. The broker was R.E. Meador and Associates, working for the seller.

In Albany, GA, Cumulus picks up another FM along with an FCC "red flag." The pickup is the new Class A facility at 102.1, being sold by Thomas Lawhorne. WWSG, Sylvester, GA would combo to the seven -station Cumulus cluster that already boasts 10 -share urban AC "V105" WQVE and 8 -share "K- Country" WKAK.

In Shreveport, Cumulus clears up a mystery for us by acquiring the now -silent KBED (102.9 MHz). KBED signed on the air for the first time earlier this year, and CP- holder Port City Communications wound up selling it to AMFM Inc. It briefly did sports in a simulcast with Cumulus -owned KRMD (1340 KHz), then went silent. Now we know for sure it's going to Cumulus, which already has country KRMD -FM, urban KMJJ -FM and sports KRMD there.

Emmis and Hearst -Argyle target WMUR -TV, Manchester to complete their Phoenix radio deal. This is the final piece of Jeff Smulyan's tax -advantaged deal to acquire Phoenix stations KTAR, KKLT and KMVP from Hearst -Argyle, and it means Emmis won't be operating them under a dragged -out LMA until 2002. Essentially, Smulyan agreed to buy a TV station chosen by Hearst -Argyle, which Emmis would then swap to Hearst in consideration for the Phoenix stations. Hearst -Argyle has chosen Imes Communications' WMUR, a strong ABC affiliate which will be bought for $185 million. Then Smulyan can move ahead on closing KTAR, KKLT & KMVP (worth $160 mil). WMUR has lots of appeal for Hearst -Argyle, since it benefits from all that presidential primary spending, and since it's an ABC affiliate.

ELSEWHERE (cont'd) Wicks, active again in radio, continues to roll up the radio software business, as Wicks Business Solutions has bought the assets of Media Systems, to operate along with its other recent purchases, CBSI and Datacount. Wicks says Media Systems' "Control Tower" is the only software that "combines, analyzes and segments" financial data across a limitless number of stations on a real -time basis. Media Systems also produces an account management and sales tracking system called "SalesMinder." Both products link to the CBSI or Datacount traffic and billing system. Wicks Business Systems didn't disclose terms of the purchase of the Vienna, VA -based Media Systems.

Tampa's going to get some new Arbitron numbers, as M Street hears it's ready to re -issue both the inter and Spring books, based on nine questionable diaries. Were those diaries controlled in some way by a Tampa station or jock? A Tampa Bay website has been reporting rumors of questionable diaries from the last two surveys. Nine diaries may not sound like much compared to Tampa's Spring in -tab count of 3,080, but if they showed heavy listening they could significantly affect both shares and ranking.

In the evolving world of audio streaming, RealNetworks and Streambox have settled their copyright infringement fight. Streambox will pay Real an undisclosed amount of money, will use Real's copyright protection software, and agrees to kill off its "Ferret" search software. Beyond that, they'll work together, as Real will license its technology to Bellevue, WA -based Streambox. Rob Glaser -run RealNetworks accused Streambox of copyright infringement and unfair competition last December.

The one event country radio people all try to make is the annual Country Radio Seminar, and we're just getting details from CRB about "CRS 2001: A Radio Odyssey." Looks like plenty more of the "too country /too pop" discussion, plus radio -vs.- labels and lots of promotional and programming ideas on the panels. CRS 2001 is Wednesday, February 28 through Saturday, March 3 at the Nashville Convention Center in downtown Nashville. More info online at "www.CRB.org."

Gambling made mornings his own special province, with a live studio band and folksy chatter. Patriarch John B. stayed on the air until 1959, and was succeeded by his son, John A. Gambling, who kept the gig until 1990. That's when HIS son, John R. Gambling, took over the morning show himself. John could have continued through December, since Rick Buckley told him his three -year contract wasn't being renewed, though he could stay through December. But he chose to do his farewell show on September 11. The 75 -year Gambling streak is now over, regardless of whether John R. Lands somewhere else (and he tells the New York Daily News' David Hinckley he's got a "number of interesting possibilities ").

Atlanta's newest FM is hot AC "Mix 105.7." As expected, Clear Channel split off the FM half of its WGST -AM /FM simulcast on Friday, September 8 to launch "Mix" -- "The Greatest Hits.of the 70s, 80s, 90s and Today." First songs just after 2pm were "Listen To The Music" (Doobie Brothers), "Logical Song" (Supertramp), "Already Gone" (Eagles), "Bent" (Matchbox 20), "Bohemian Rhapsody" (Queen) and No Time" (Guess Who). The station is the north -of- Atlanta WGST -FM, Canton, a class C2 at 105.7 that Clear Channel has operated under an extended LMA with McClure Broadcasting. The split leaves talker WGST (640 KHz) on its own. In the Spring Arbitron the FM out - scored the AM, 2.0 to 1.6 12 +. Howard Stern loses his Austin affiliate, as KJFK (98.9) drops talk. They literally pulled the plug in mid -show Monday morning (9/11), taking Stern off the station he'd been cleared on since April 1996. Owner Shamrock is hoping its new "Rock without the hard edge" format will be an easier sell. The new station is "The Hill ", with calls of KHHL. As a talk station with Howard Stern, G. Gordon Liddy plus some local talk, KJFK dropped 2.4 to 1.2 12+ in the Spring Arbitron. Duncan's American Radio estimates KJFK billed $1,340,000 in 1999. That made it the #15 biller in town. The new "Hill" format's in the mold of classic hits WMMO, Orlando: "No gimmicks, contests or wild DJs."

M STREET BAZAAR. . . (cont'd) Syndicated morning shows continue to grow, as Cox keeps its hand in the business by signing syndicated morning yakkers Lex and Terry to a five -year deal. Lex Staley and Terry Jaymes also signed a five -year contract to continue doing wakeups for Cox -owned rocker WFYV -FM, Jacksonville, homebase for the syndication effort.

Speaking of syndicated morning shows, Emmis is paying the price for keeping Howard Stern off the air in Denver. They're literally paying the price for bumping him off the re- launched "Peak" KXPK (96.5). Don Buchwald's contracts for client Howard Stern are legendary, and ironclad. If you don't use Stern, you still pay.

Online selling of radio ad time just got a little cheaper, as BroadcastSpots.com chops commission rates and adds a new "membership" level. It's restructuring agreements, and in a couple of ways. First it's giving "affiliates" - those with exclusive long -term contracts - a "substantial reduction" in commission rates. Second, BroadcastSpots is opening up a new "membership" class, so non -affiliate stations can offer inventory on an "as- needed, non -exclusive basis." Senior VP John Cravens says members will pay a higher commission rate than affiliates. Chicago -based BroadcastSpots launched January 1 and recently merged with print specialist MediaPassage.com. Nothing's more important to Arbitron than its data and the software that produces it, and Arbitron has just gone outside the company to recruit a new Chief Information Officer. She's Janice Giannini, with strong credentials from her work at defense contractor Lockheed Martin and GE. Former Arbitron CIO John Panicker left the company in March after three years (see the March 21 and 22 M Street Daily). At Arbitron, the CIO oversees software and other systems related to radio, webcast and all electronic media measurements. Giannini comes in as Executive VP, based in Columbia, MD and reporting to President Steve Morris.

Time for Nashville Nights' Dallas Turner to apply some makeup for the cameras, as she gets a cable gig on GAC. We previously told you that Jones was buying out AMFM Inc.'s share in "Nashville Nights." Sure enough: The Jones International - owned Great American Country cable channel will feature Dallas Turner as the host of a new music video show called "Country Request Live." Dallas will do the cable the program from 5 to 6pm ET weeknights, take an hour for supper and host "Nashville Nights" syndicated radio show for 110 stations. Jones will originate both shows from Reba McEntire's state -of- the -art Starstruck studios on Music Row.

The beautiful and bilingual Daisy Fuentes signs on as host of "The Style Minute ", a daily 60- second feature available in both English and Spanish, from Syndicated Solutions (SSI). Daisy has starred on MTV and America's Funniest Home videos and done movie work, and her new radio feature debuts on September 18. NON -OLYMPIAN RACING EVENT. . . The race to limit, kill or free Low Power FM is being run in Washington, D.C., a very long way from the Olympics in Sydney. Strangely enough, the issue of "bigness" and ownership consolidation is also popping up this week in Australia, where a government commission will study whether the Aussie "networks" are crowding out local programming on radio outside the big cities. FCC Chairman Bill Kennard would probably love to fly to Australia to explain it to them - though he's skipping the NAB Radio Show in San Francisco. As for the Washington race, the finish line is October 6. By then, Congress will either get behind Senator Rod Grams' S. 3020, which would allow Low Power FM but forbid the FCC from loosening third -adjacent channel protection. Or it could fail to do anything, freeing up the FCC to continue on plan. (The Grams' bill is identical to the House's H.R. 3439.) But whether it's in the U.S. or Australia, there will be some citizens who think consolidation's gone too far, and they'd like a small piece of the spectrum for themselves.

MORE MARKETS, MORE MONEY. . . Arbitron is creating five new markets effective with the Fall 2000 survey period, and they're divided between the rich suburbs in the northeast (Middlesex- Somerset -Union, NJ at #33 and Westchester, NY at #59), and some places you could call "baby markets" because they're still in their infancy.

Those are Flagstaff- Prescott, AZ ( #158), Clarksville /Hopkinsville, TN /KY ( #199) and St. George -Cedar City, UT ( #248). What does their designation as new "markets" mean? More attention, more visibility and - they hope - more revenue.

BUSINESS AS USUAL. . . Or is it? Wall Street investors have been pummeling radio stocks because of the perception of a slowdown in second -half 2000 revenues. The analysts have been forecasting a cooling -off for months, saying that the hyper - driven Ql and Q2 couldn't be sustained. Several of them tell M Street that investors should stick around: What other industries can deliver 10 -12% growth? Here's the field of applications this time around, for the filing window that ran from August 28 to September 1: 38 apps for Connecticut. 84 for Illinois. 36 for Kansas. 87 for . 63 for Minnesota. 22 for Mississippi. 23 for Nevada. 28 for New Hampshire. 20 for Puerto Rico. 58 for Virginia. And 14 for Wyoming. You can read the apps, listed by state and frequency, at "FCC.gov ", and link over from the headline. These apps are only "received" - not "accepted for filing." We expect many to be tossed for various reasons.

Three more senators co- sponsor Minnesota Republican's Rod Grams' Senate LPFM bill named S. 3020: Kentucky's Jim Bunning, Wyoming's Craig Thomas and Idaho's Mike Crapo. They're all from the GOP side of the aisle. Grams' bill is identical to the one that passed the House last April, 274 -110

Also behind the Senator Grams' LPFM bill are National Public Radio and the reading services for the blind. FCC Chairman Bill Kennard must feel he's been stabbed in the back by NPR, which surprised him earlier this year by opposing LPFM based on its interference potential. Now NPR and the International Association of Audio Information Services have officially come out in support of the Grams bill, S. 3020.

WASHINGTON THIS WEEK (cont'd) Count him in: FCC Chairman Kennard will vote on the Personal Attack and Political Editorial rules, after all. Will Kennard vote to keep them? He'd been avoiding this long- running debate - which the FCC is likely to lose to the RTNDA, NAB and a federal court, anyhow. Until now Bill Kennard has recused himself on the grounds that he worked on the issues as an attorney with the NAB, way before he joined the Commission. But the FCC is deadlocked 2 -2 on whether they eliminate the two vestigial rules. And the federal courts have told the Commission it must either justify them or kill them. At the most recent monthly FCC meeting Kennard announced that he's changed his mind and will participate in the vote, after a ruling from the Designated Agency Ethics officer and what he says is the desire of several parties to the dispute.

More FCC cautionary red flags, as Laurel- Hattiesburg, one of the markets in the Cumulus -Clear Channel "Round 3" swaps, gets flagged, along with Peter Ottmar's pickups in Bloomington, IL. Re: Laurel- Hattiesburg, MS, this is a cluster that Cumulus executive Lew Dickey worked darn hard to assemble (from four different sellers), and now its combined revenue share is such that the FCC wants a second look. "Round 3" encompasses markets like Marion -Carbondale, Jonesboro, Tupelo and both Augusta, GA and Augusta, ME. As for Ottmar's process in Bloomington -Normal, he's going to be spending extra time in the FCC approval process, as he waits to add Kelly Communications' AC WSNI, Colfax, IL (92.9) and rock WIHN, Normal (96.7). CANADA THIS WEEK It seems that hardly a week goes by without a report of further consolidation in the radio industry. This week the news is provided by Vancouver, BC based Jim Pattison Industries, Ltd. Pattison, Canada's 13th largest commercial radio station owner, is acquiring Monarch Broadcasting, Ltd., Canada's 10th largest commercial station group. In the deal, for which no price was announced, Pattison receives the keys to British Columbia stations CKEK and CKKR -FM, Cranbrook; CKPG and CKKN -FM, Prince George; CKKN -FM -2 and CKMK, Mackenzie; CFIW, Canal Flats; CFEK, Fernie; CKKI, Kimberly; and CJEK, Sparwood. The deal also marks Pattison's first venture outside of British Columbia as the company adds Alberta stations CHAT and CFMY -FM, Medicine Hat; CJXX, Grande Prarie, CHLB -FM, Lethbridge; CHUB -FM, Red Deer; and CHHK -FM, Taber to its holdings. In the deal, Pattison also takes possession of Monarch Broadcasting's two television stations and associated repeater networks. Canadian Radio -television and Telecommunications Commission (CRTC) approval is needed before the deal can go forward. Once it does, Jim Pattison Industries, Ltd. will be Canada's seventh largest commercial radio group owner with 16 stations and 16 relay transmitters.

Eleven applications for a full -power frequency in Vancouver, BC will enter a comparative hearing in November. Five of the applications for 94.5 MHz are from organizations that already own one or more stations in Vancouver. Three of these applicants - CHUM, Ltd., Jim Pattison Industries, Ltd. and Standard Radio, Inc. - will claim they need to own a third station in the market in order to compete against the four station clusters of Corus Entertainment and Rogers Broadcasting. Ethnic broadcaster Mainstream Broadcasting will cite the need for an FM signal to complement its CHMB in order to compete on par with Fairchild Broadcasting's ethnic formatted AM -FM combo. The Canadian Broadcasting Corp. would like to use the frequency to provide Vancouver with the French language "La Chaine Culturelle," the only CBC network that's not available in the market. In addition to the five who are seeking to grow their holdings, six newcomers have applied for their first Vancouver station. A full market survey that shows demand for a new station is usually a prerequisite to filing an application and survey results would seem to indicate a huge opportunity for the smooth jazz format. Six of the applicants would place this programming on their station.

A much smaller coverage area is available on the Vancouver area's 90.9 MHz frequency. Two applicants will go head to in a November comparative hearing for this channel. The Simon Fraser Campus Radio Society at Simon Fraser University in Burnaby, wants to convert its carrier current AM station to an over - the -air FM operation. Gary Farmer, who's seeking to build a national chain of stations that broadcast programming for Canada's native and aboriginal populations, would like to use the 90.9 MHz frequency for that purpose.

For C$2.25- million Standard Broadcasting has bought a 15 percent stake in Iceberg Media. Iceberg streams audio and video entertainment to an 18 -34 year old audience through it's theiceberg.com website. Standard is Canada's eighth largest commercial radio group owner. NewCap, Canada's fourth largest commercial radio group, holds a 25% share of Iceberg Media.

www.americanradiohistory.com THE M STREET JOURNAL page 8 Sept. 20, 2000 ELSEWHERE A nearly $100 million cash deal in Denver, as Emmis pays Salem $98.8 million to double up in the Mile -High City with "Alice" KALC. Emmis closed on its first Denver FM, modern AC "Peak" KXPK, on August 24 - just about when Salem was getting its package of goodies from Clear Channel -AMFM Inc. Jeff Smulyan would've been happy to buy "Alice" directly from , but Mays preferred to steer KALC toward Salem. (As a backup buyer in the CC -AMFM Inc. spinoffs, Emmis did get KXPK and Phoenix urban KKFR for $108 million.) Emmis will take over "Alice" KALC in an LMA in the next 30 days. The facility is KALC, a full class C at 105.9. Its morning show is Jamie White and Danny Bonaduce, syndicated from CC's KYSR, Los Angeles. Jamie previously did mornings for "Alice."

Salem's sale still leaves it with plenty of stations in Denver, and they're all in formats more traditionally associated with Salem. KNUS (710) does news /talk. KRKS (990) does Christian programming as "Power 990." Separately -programming KRKS -FM (94.7) is Christian. While KBJD at 1650 KHz is contemporary Christian. But the main thing here is the financial boost Salem derives from the nearly $100 million sale of KALC.

Macon, GA becomes a Clear Channel market, thanks to a $17 million deal with Taylor Broadcasting that brings Clear Channel the Taylor stations in both Macon and the non -rated Cochran, GA. Stephen Taylor's little group is perfect hub - and -spoke material for Clear Channel, which has a major presence in Atlanta and environs. Taylor's seven Macon -market stations are urban WIBB -FM, a class C3 at 97.9 licensed to Fort Valley, GA; "Q106" Rock WQBZ, a C2 at 106.3 licensed to Fort Valley; "V102" urban AC WRBV, a class A at 101.7, licensed to Warner Robins, GA; the "Light" black gospel simulcast of WLCG -AM /FM (WLCG -AM's at 1280 with 5 -kw day, 99 -w night, ND; WLCG -FM's an A at 102.5, licensed to Warner Robins). Classic country simulcast of WRNC -AM /FM (expanded -band WRNC, Warner Robins at 1670, and 10 -k day, 1 -k night ND; and WRNC -FM, a C3 at 96.5 licensed to Gray, GA). Duncan's American Radio estimates those seven stations billed just over $3 million in 1999, for a 24.5% revenue share. The largest player in Macon is U.S. Broadcasting, with about $7.9 million, equal to a 63.3% revenue share.

And in Cochran, GA, Clear Channel's also acquiring stations from Taylor Broadcasting: The "97 Country" simulcast of WVMG at 1440 (1 -kw day, 90 night, ND), and WVMG -FM, a class A at 96.7. Brokers Scott Knoblauch and George Reed of Media Services Group repped seller Taylor in the overall $17 million transaction.

In Memphis, Clear Channel divests black gospel KWAM (990) as it converts a TV LMA to outright ownership. The new FCC rules about TV duopolies and local radio ownership required Clear Channel to divest an AM in Memphis, and that's why Concord Media Group files to acquire KWAM. In the TV department, Clear Channel already owns ABC affiliate KPTY, Channel 24 and has been LMAing UPN affiliate WLMT, Channel 30. It filed to acquire WLMT last November (for just $75,000). Now push has come to shove, and CC must sell off a radio station because of the additional TV property. Concord Media belongs to broker and station owner Mark Jorgenson, who's taken previous handoffs from Clear Channel. The six -station CC radio group in Memphis will be heritage urban AC /talk WDIA, urban WHRK, urban AC KJMS, "Rock 103" WEGR, oldies WOTO and talker WREC.

Up in the mountains of Virginia, Clear Channel buys the Michael Douglass stations in Staunton, VA for $3 million. Michael once ran WTOP and WASH in the D.C. market, then decided to be his own boss Now he's doing what lots of small owners are doing: selling to Clear Channel. This deal involves three stations in the Shenandoah Valley. Those are classic country WKDW, Staunton at 900 (2500 -w day, 127 night, ND). All -news WINF, Waynesboro, VA at 970 KHz (5 -kw day, 1 -kw night, DA -2). And "Oldies 93.1" WSVO, a class A licensed to Staunton (which has ratings in the Harrisonburg market). Broker was George Reed of Media Services Group. Among Clear Channel's interests in the I -81 corridor is country WCYK -FM, Staunton, which it bought from Clark Broadcasting.

There's a sale on 's Gulf Coast, as the Charles Giddens -run Clear Channel Trust empties out a couple of FMs to Albany -based , for a price in excess of $40 million. Pamal is building a regional presence, with six stations in Gainesville -Ocala and now these two big Class C FMs. Worth noting that they both play in the Pensacola and Mobile markets. The stations are soft AC WMEZ, Pensacola at 94.1, and country WXBM -FM, Milton, FL at 102.7 MHz. They were parked with the Clear Channel trust so Clear Channel could close on the AMFM Inc. merger. They'd originally been scheduled to be sold to URBan Radio, but that deal came apart.

Shelton's STG Media picks up a Class C that's doing contemporary Christian and pulling decent shares in the Birmingham Arbitron (1.8 12+ in the Spring) and also throwing a partial signal over Huntsville. But there may be a new "Reality ": Shelton tells his hometown Huntsville Times that WRRS may or may not stay contemporary Christian. Shelton also hints that the Cullman, AL- licensed signal could be moved closer to Huntsville. It's now halfway between Birmingham and Huntsville. Shelton's current three properties are all in Huntsville: rocker "The Rocket" WRTT -FM, gold -based AC WAHR and black gospel WLOR.

Here's more on those five new Arbitron markets. The two new top -100 markets will be "embedded" in the New York metro and will live a kind of double life as both part of #1- ranked New York and their own metro. Here's a quick look at the new Arbitron markets, which will all come online this Fall, with first books due in January 2001 -#33, Middlesex -Somerset -Union. A three - county metro with a 12+ population of 1,298,800. New Brunswick (where Greater Media has WCTC /WMGQ) is one of the cities in this new metro, which encompasses some of the richest zips in the U.S. by per capita income. #59, Westchester, NY. A one -county metro in the well - off suburbs immediately north of , with a 12+ population of 773,400. Both Middlesex- Somerset -Union and Westchester will be continuous measurement markets, with four books a year. There's also #158, Flagstaff- Prescott, AZ, north of Phoenix. It's a two- country metro (Coconino and Yavapai) with 230,500 people 12 +. #199, Clarksville, TN-- Hopkinsville, KY. We've been waiting for this area west of Bowling Green and north of Nashville to make it to metro status. Its center is a major military base that covers both states (though Arbitron doesn't survey "group quarters" populations, like those on- base). Two- county metro (Christian, KY and Montgomery, TN) with a 12+ population of 169,5000. #248, St. George -Cedar City, UT. These towns lie along I -15, south of Salt Lake City. Six county metro (Beaver, Garfield, Iron, Kane, Millard and Washington), with 109,800 population.

New yearly population statistics cause Arbitron to re -rank all 283 markets. Next year - with the 2000 Census results - should be especially interesting. This time around, Phoenix moves past San Diego to re -take #15, Sacramento jumps 29 to 27, and West Palm Beach falls just outside the top 50 because of the inclusion of new #33 Middlesex- Somerset -Union, NJ. Some real radio pirates hijacked WHIB, Green Bay, because somebody broke into the building of the University of Wisconsin FM and literally pulled out the programming feed and substituted their own programming (a CD player with hard - rock tunes). WHIB (88.1) normally does news /talk from NPR, Wisconsin Public Radio and its own studios. Now it's back to its normal lineup, and authorities are investigating the breakin and takeover.

Outside the U.S., Clear Channel will merge its Mexican radio interests with Televisa, which comes not long after Televisa failed to pull off a merger with Grupo Radio Centro. CC is a significant shareholder in the Ibarra family's Grupo Acir (50 AM stations and 49 FMs). Now Clear Channel and the Ibarras will merge their stations with the radio operations of Grupo Televisa (11 AMs and 6 FMs, under the name "Radiopolis "). The resulting "Grupo Acir -Radiopolis" will boast 12 stations in Mexico City, 10 in Guadalajara and 2 in Monterrey. Terms: Televisa will buy 28% of the capital stock of Grupo Acir for $101 million. Clear Channel will wind up with just shy of a 25% share. Also: the new partners will look for opportunities in other Spanish- speaking countries.

Looks like some positive things are happening in the AFTRA /SAG strike against national advertisers and agencies, as both brought their full negotiating teams to New York. Everybody would like to settle (on the right terms), but for AFTRA /SAG there's also the prospect of a major actor's strike next year. Strikes are expensive things for the union treasury. Consolidation hits the software business, as BuyMedia expands its platform by acquiring Tapscan's TvScan and CableScan. BuyMedia's also opening its business up to the big radio rep firms, a move we'll be watching carefully. But first, it's buying the TvScan and CableScan software business from Jim Christian's Birmingham - based Tapscan. (Jim had earlier sold Tapscan's radio assets to Arbitron.) That follows BuyMedia's April purchase of Marketron, a widely -used software package for buying and selling radio.

Each brand name survives and so will its product line, though they'll incorporate the "best features of each" into the other's products. Dave Scott says the reach of the combined companies covers 3,500 stations. Broker Glenn Serafin advised Scott Studios in the transaction, whose terms were not announced.

Business is good, it's just not as good as it was. . .The New York market was up a mere 11.1% in August. It's not all doom and gloom in major markets, though it appears that late Q3 and early Q4 pacings in many markets do show one problem month. (In Detroit it was September, but pacings for October are reportedly up 16% and 23% for November.) In the New York market, NYMRAD reports an 11.1% total gain for August and a 28.1% increase year -to -date. If you break out the Miller Kaplans for August, local revenue gained 11.3% to $51.4 million. National was up 9.9% to $12.2 million. Keeping national business going may turn out to be an area of concern for the largest markets as we enter Q4. That, and unsold inventory that invites buyers to re -take the bargaining initiative after. Another broadcaster moves into outdoor media, as Nassau Broadcasting wins a contract to provide news and sell advertising for the 13 PATH mass -transit stations in the New York -New Jersey area. It will deliver news, financial info, weather, sports and advertiser messages on "PATHVision ", the new fiber -optic system that feeds 275 monitors in the 13 PATH stations operated by the Port Authority of New York and New Jersey. Nassau's exclusive deal is for five years, and it begins October 1. Nassau's Joan Gerberding will oversee it. Storms and bad weather have been no friends to some stations this week: WIMI, Ironwood, MI wasn't at 99.7 MHz or anywhere else for several days, thanks to bolt of lighting that came in through the power feed and started a fire that destroyed its transmitter site. And a possible tornado brought havoc to the operation of KDAO and KDAO -FM in . High winds took down the single tower of KDAO, Marshallton at 1190 KHz, which also contained the LPTV antenna for the local Channel 45. There was also an STL sited there for KDAO -FM, Eldora, IA at 99.5 MHz. Our best wishes to all the engineers whose job it is to battle Mother Nature and keep these stations operating.

M STREET BAZAAR. . . PEOPLE, PRODUCTS, AND PROGRAMMING Is football worth $70 million (even football in Texas)? Infinity has just hauled in the new NFL franchise for Houston in a deal reportedly worth $70 million over a 10 -year period - and the team won't even start playing for another two years. The Houston "Texans" have just signed a major deal that will put their play -by -play on country KILT -FM and all- sports KILT. But that's only the beginning: Country KIKK -FM and financial talk KIKK (650) will contribute marketing and promotion. Infinity also gets to build a radio network for the new franchise, which replaces the Oilers team that's now playing in Nashville under the name of "Tennessee Titans." Infinity has staked out a position as the largest radio player when it comes to NFL games, and most of those games are on music - formatted FMs, like KILT -FM.

Big Bird in space? Sesame Workshop partners with XM Satellite Radio, and it's the first time the non -profit Sesame Workshop (which created "Sesame Street ") has explored radio in the U.S. It does radio in South Africa through its Takalani Sesame co- venture. We're expecting to see Big Bird on a piece of XM literature at a Chevy dealership, since XM has a partnership with automaker GM.

Syndication just doesn't work everywhere, as Radio One admits by pulling its Russ Parr morning syndication out of Philly. POLITICS AS USUAL. . . FCC Chairman Bill Kennard turns politician to create support for Low Power FM, as he loads the September 22 Reconsideration Order for LPFM with some goodies for its biggest enemies: the NAB, National Public Radio and the reading services for the blind. For the reading services, the FCC would require LPFMs to meet third -adjacent protection standards. For NPR, it would guarantee protection for FM translator relay "chains" in remote areas. And for the NAB (cue the trumpet fanfare) the FCC will "rocket- docket" complaints about interference, starting when a full -power station gets complaints "from 1% of its listeners in the area in which it is most likely to experience interference." The Recon Order was released while the NAB Radio Show was going on in San Francisco (an event Kennard skipped). As for the Capitol Hill kind of "politics as usual" -- the NAB's effort to stop or limit LPFM is going down to the wire to October 6. And the Recon Order showed that Kennard wants to issue the first LPFM licenses by the end of this year -- a "fast track ", indeed.

THE WINDOW IS OPEN. . . Suddenly the FCC is dealing with some AM apps that have been growing mold since Auction 32 in February, and it's also announcing plans for an auction for new FM licenses next February. We've heard bitter complaints about the AM jam -up and at least some applicants will be happy with the FCC's action of September 22: It will start accepting filings for new AM facilities and major modifications on Form 301, but that's only for the "singletons" where the app isn't mutually exclusive. In other words, there needn't be an auction. You're probably wondering what took the Commission so long, and we don't have the answer. (Some folks blame the FCC's focus on Low Power FM.) For new FMs, the just -announced Auction 37 will commence on February 21, 2001. The Commission's Report No. AUC- 00 -37 -A has details, including the FCC's request for comments on reserve prices, minimum opening bids and other procedural questions. So the FCC window IS open again -- a little.

WASHINGTON THIS WEEK More support for the NAB - supported Rod Grams Low Power FM bill named S. 3020, as three more GOP Senators agree to co- sponsor it: Oklahoma's Don Nickles, Utah's Robert Bennett and Iowa's Charles Grassley. S. 3020 is identical to the compromise Low Power FM legislation that swept through the House last Spring, and would allow the FCC to issue LPFM licenses but forbid it to relax third -adjacent protection.

Senator John McCain is the big obstacle to Senate passage of LPFM legislation, and M Street hears the Senate fight may come down to GOP leaders paying McCain a little visit. There might just be some horsetrading after that, but with Rod Grams' bill and the similar (but not identical) Judd Gregg bill getting close to 50 co- sponsors, McCain might have to pay attention. If he does and the Senate acts, here's what to watch for: an attempt to staple the Preservation Act onto an unrelated bill.

The FCC remembers the AM band this week, as it gets around to dealing with the filing window for new AMs and major modifications that closed in early February from Auction 32. The Audio Services Division announced it will accept filings from "singleton" applicants. That refers to apps that are not mutually exclusive with any other proposal. The "singleton applicants" must file a Form 301 by

October 23 along with the filing fee and the FCC Form 159 ( "Remittance Advice "). Check DA -00 -2142 for more, including how the Commission will treat situations where it's received both minor change and major change apps covering the same facilities.

And here's more on the FCC's news about auctioning off new FM licenses next February. It's getting out the auction gavel for an online auction of new FM licenses on February 1, 2001. The Commission's soliciting comments on reserve prices and minimum opening bids for Auction #37 in the just -published Notice referenced as DA No. 00 -2171.

Radio's chief DOJ questioner, Joel Klein, is leaving the Justice Department. Assistant Attorney General and Antitrust Chief Klein was the man who had to sign off on all radio -related anti -trust reviews and consent agreements, dating back to the early days of the 1996 Telecom Act. Succeeding Joel Klein on an interim basis is Doug Melamed.

One morning show appearance by a licensed professional sex therapist and one father -daughter incest joke earn Clear Channel's KSJO, San Jose a total of $14,000 in FCC indecency fines. The FCC easily defined the February 9, 2000 morning show appearance of sex therapist Dr. Natasha Terry as legally indecent. She graphically described the proper technique for performing fellatio. Clear Channel's defense was that the licensed professional was describing the act "in clinical terms." The FCC acknowledged her qualifications but ruled the instructions were offered in a pandering and titillating manner" - partly because KSJO hosts Lamont and Tonelli kept saying "Oh yeah, baby." They also invited her to use what the FCC refers to as a "prop." KSJO's other $7,000 fine came from a single August 25, 1999 joke. Because it aired outside the 10pm to 6am "safe harbor" the FCC deemed it indecent.

WASHINGTON THIS WEEK (cont'd) A public file problem earns WIMX, Gibsonburg, OH a whopping $10,000 fine, which started when a visitor to the station offices was initially told that nobody there knew what a public file was. Then the manager allegedly told the visitor he'd have to talk to his boss to find out where the file was, and whether the visitor could view it. Visitor Eric Huffman says he was "drilled. . . with questions wanting to know who I was and why I wanted to view the file." It got worse: Huffman was eventually told that if he called the station again, WIMX would call the local police and file harassment charges. Licensee Riverside Broadcasting admits Huffman was improperly denied access and says its personnel thought they were entitled to ask him to make an appointment and identify himself and the party he represents.

There's a license cancellation in Bloomsburg, PA, as the Commission cancels the app for renewal of WJMW, Bloomsburg at 550 KHz. That action came at the request of licensee Magee Industrial Enterprises. The facility is licensed for 1 -kw day and night, DA -2, and has been silent and reportedly for sale. Its most recent format was hot AC, simulcasting WHLM. CANADA THIS WEEK Kingston, ON gets a rock station with the award of a new station on 105.7 MHz to John P. Wright. Wright, who owns no other broadcast stations but is backed in part by group owner Rogers Broadcasting, beat two other applicants who both proposed soft AC formats. In deciding in favor of Wright, the Canadian Radio - television and Telecommunications Commission (CRTC) cited the fact that the proposed rock format will offer programming currently unavailable locally in Kingston. According to the CRTC it would take listeners from CHR formatted WBDR, a U.S. station that the CRTC claims attracts 16% of the Kingston market audience. Increasing ownership diversity was a secondary factor in the CRTC decision. Competing applicant CHUM, Ltd. owns two other stations in the market. McColman Media, Inc., the other competing applicant, has an 11% interest in WBDR. ELSEWHERE In Denver, Clear Channel finds a buyer for its "parked" KVOD at 1280 KHz, the latest refuge of Denver's commercial classical format. With the buyer's name listed at the FCC as "Latino Communications, LLC ", this may be the "Farewell Symphony." Clear Channel couldn't get KVOD sold before the AMFM Inc. closing, so it parked it in a trust run by Charles Giddens. It's a 5 -kw full- timer, DA -2, and the sale to Latino Communications is worth $3.3 million.

In central Vermont, Anthony Neri is selling his classic rock WRRO, Addison to Addison Broadcasting, a subsidiary of Steven Silberberg's Northeast Broadcasting group. WRRO at 93.7 MHz is a Class A with a CP to upgrade to C3 status. Northeast's other stations include Vermont properties like WNCS and WSKI, in the state capital of Montpelier. Dynamite sells WRRO for $434,000 in a deal brokered by Dick Kozacko.

What was the NAB Radio Show like? M Street's gotten lots of questions about that, since many, many radio people weren't able to attend. In fact, that's one of the major questions facing the annual fall Radio Show: How do things change, if some of the largest groups don't send their GMs, PDs and GSMs? The answer for this year is that everybody seemed to have a pretty good time and do good business, anyway. All the exhibitors we questioned said almost exactly this: "It's better than last year [Orlando]." The exhibit floor was packed with exhibitors and, believe it or not, they weren't all Internet -related. But lots were, and "Internet" and "ad insertion" .and "streaming" were the things you heard over and over. The NAB worked hard on building programs and events and except for some protesters outside, most people seemed to appreciate it.

NAB Radio Show was also the "Internet convention" (as well as the "what do we do about our stock price" convention). The Exhibit Floor and the suites were busy with announcements and promotions from companies such as these: RCS, CMGI -owned Engage, and Activate, launching the Activate Radio Network. Lightningcast and Central Media's SpotTaxi.com, teaming up to facilitate ad buying. MediaOcean, adding Arbitron data to its e- commerce negotiations between stations and buyers. Video Networks, introducing its "radio invoicing" system. RadioWave and Evoke, hooking up for streaming media services. DG Systems, unveiling new "Radio Tools 1.0" software. Coollink Broadcast Network, which recruits Leo Hindery, Jr. as its new Chairman. HiWire, hooking up with "pay -to- listen" service Soundom. Live365.com, announcing the first streaming MP3 player for Windows CE. NTunes, announcing a private -label CD store for KPWR, Los Angeles. Interep Interactive, partnering to represent iBeam Broadcasting. And Laurence Norjean -run FmiTV, launching "XTRAi.com" and hip -hop "WBLSi.com ", on the heels of its KIISFMi.com.

Fritts had two FCC Commissioners in the audience who might agree with him that the FCC has "abdicated its responsibility as a guardian of the spectrum" by advancing Low Power FM. That's a big part of the current NAB agenda: Urging NAB members to "e -mail, fax, call or carrier -pigeon" their Senators to support Rod Grams' S. 3020. Fritts also took swipes at satellite radio, and the music industry's attempt to collect royalties from stations that do audio streaming.

Clear Channel's Lowry Mays had a busy day in San Francisco (after a day of trout - fishing, he tells the NAB audience). Mays spent the morning at the Ritz Carlton telling the Banc of America Securities conference that Clear Channel would consider a stock re- purchase program. Then at 1:30 Mays sat down at the Moscone Convention Center for a one -on -one with budding radio personality Lou Dobbs. He sees the biggest growth in radio and outdoor (not TV). And he cites amazing statistics about Clear Channel's reach: CC Radio reaches 110 million people every week. Premiere programming is heard by 90 million. 150 million are exposed to CC outdoor. SFX and other events attract 60 million (yearly).

In San Francisco, Jeff Smulyan stages a "pitch" for groups to join the Local Media Internet Venture. The room held a Who's Who of group heads as the Emmis chief and LMIV President -CEO Jack Swarbrick pitched their project at the St. Francis Hotel. We spotted Greater Media's Peter Smyth, Susquehanna's David Kennedy and Cox Radio's Dick Ferguson, and we believe they were part of the negotiations to join LMIV, though they're not among the First Five. The LMIV founders are Emmis, Bonneville, Jefferson -Pilot, Entercom and Canada's Corus.

Highlights from Saturday night's NAB Radio Show Marconi Awards: Emcee Dick Purtan apologized for not offering door prizes: "We had 1,000 radios, but Clear Channel bought them all." Jerry Lee and David Pearlman displayed great comedic flair as "Willie Nelson" and "Julio Iglesias" during a ventriloquist's sketch. And the crowd loved Purtan's line about "the year's biggest format change -- Anne Heche." Heritage rocker WEBN, Cincinnati took this year's "Legendary Station" Marconi.

Next year, New Orleans: The 2001 NAB Radio Show is in "Nawlins ", just after Labor Day. The dates are Wednesday, September 5 through Saturday, September 8.

General Colin Powell is mailing you a PSA, and he wants you to play it, to support his campaign on behalf of America's youth (such as Girls and Boys Clubs). Another thing: Powell would like radio to tone down the "rough, crude, dirty, filthy language." Powell was riveting during his Keynote Address at the NAB, sharing intimate moments from negotiations with Mikhail Gorbachev and Operation Desert Storm.

M STREET BAZAAR. . . PEOPLE, PRODUCTS, AND PROGRAMMING It's a major facelift for Hispanic Broadcasting's WOJO, Chicago, as HBC moves Renan there from the AM dial and re- images the station as regional mexican "Que Buena 105.1." This is a top -to- bottom overhaul of WOJO, Evanston (105.1) that positions it against SBS -owned WLEY -FM. The new Que Buena 105.1 features the L.A. -based Renan Almendarez Coello, shifted from sister WIND (560 KHz). Former

WOJO morning show Alberto Augusto and Carlos Rojas ( "gatman and Robin ") take Renan's place at Spanish talk /romantica WIND. Why the change? WLEY -FM has been beating WOJO in the ratings. WLEY -FM moved 2.5 to 3.0 12+ in the Spring Arbitron. WOJO was down there with a 2.0 to 1.9 move.

In Dallas, Radio One changes formats on recently -acquired KBFB (97.9) to urban as the place "Where Hip Hop Lives." It picked up soft AC KBFB as part of its big $1.4 billion package of acquisitions from Clear Channel -AMFM Inc. and just now changes the format. Radio One's other new Dallas property is KLUV -AM at 1190 KHz, for which it paid Infinity $16 million in a deal that closed September 26. Radio One's already given new calls to "Smokin' Oldies" KLUV: KJOI. We expect KJOI to do black gospel, competing with Infinity's own KHVN, "Heaven 97."

M STREET BAZAAR. . .(cont'd) Infinity's sports- spending binge continues, this time in Detroit, as Infinity . signs a six -year, $50 million multi- station big -platform deal with the Ilitch family for the rights to the Detroit Tigers and the Red Wings. That's on the heels of Infinity's $70 million 10 -year deal with Houston's new NFL team. In Detroit, ABC's WJR has had the Tigers for 39 years, and the Red Wings for nearly 30. This should spark changes at talker WXYT (1270) and elsewhere in Motown. We expect WXYT to angle heavily toward sports, and quickly build a regional sports network to try to replace the booming signal of WJR.

Spanish music continues to migrate from AM to FM, as we see at San Antonio's KCOR - one of the oldest Spanish - language stations in the U.S. KCOR (1350) drops its remaining regional Mexican music and lends its heritage calls to a new "KCOR -FM" at 95.1 MHz. The demos may not be all that different on FM, since KCOR -FM takes on the increasingly popular Spanish standards format. Just as happened with country and CHR in previous decades, Spanish - language music formats will move to FM as there begins to be enough audience to support them. There's still a role for AM. KCOR -AM's concentrating on talk and sports - in Spanish, of course. Hispanic Broadcasting is buying the Comfort, TX 95.1 that's now KCOR -FM. It was formerly country KRNH and has recently upgraded its signal to a Cl. And Radio Ranch buys the Kerrville -licensed 92.3 that was classic rock KITE, to create a new home for the KRNH country format.

There's another new morning show in national syndication, as Westwood tries "Craig and Company" in syndication. Infinity had internally syndicated Gary Craig et. al. from their WTIC -FM, Hartford base to markets like Buffalo and Baltimore, and now the 5:30am to loam program is available nationwide via Westwood.

USA Radio Networks VP /GM Tom Tradup leaves USA Radio Network as part of the program of cutbacks announced to the staff back in August. Former WLS- AM /FM, Chicago GM Tradup went to Dallas in June 1996 as Director of Talk for Marlin Maddoux at USA and became VP /GM in January '98. More than 1300 stations use news produced by USA Radio, and it creates both Christian and general- market shows (like DayBreak).

Jones Broadcast Programming recruits veteran rock programmer and consultant to its payroll. Steve's worked with stations in the U.S. and Canada (including KISW, Seattle) and consulted for Joint Communications and his own Youngradio Management Strategies.
