Public Notices Bid Notices LEGAL NOTICE INVITATION TO BID Construction of Individual water supply and waste disposal facilities to serve new and existing homes scattered throughout the Tohono O’odham Nation. Sealed proposals will be received until 2:00 p.m. on July 31, 2014 for the construction of water service lines, sewer service lines, and septic tank and drain field facilities to serve approximately 30 modular bathrooms, 25 new or like- new homes and 3 homes that require replacement of existing septic systems. This project is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a period of two years. A mandatory pre-bid meeting is scheduled for 11:30 a.m. July 24, 2014 at the water office at the Tohono O’odham Utility Authority in Sells, AZ. Only those contractors attending the mandatory pre-bid meeting will be eligible to bid this project. Funding for this project is being provided by the Indian Health Service and US Environmental Protection Agency. Location for this project is at scattered locations on the Tohono O’odham Indian reservation. Services will be requested on a site-by-site basis (or small grouping of sites) using task orders that will include a location map, site drawing, quantity schedule, environmental clearances, and other documentation as applicable. There is no guaranteed minimum quantity of sites: however, the contractor is expected to be able to complete the construction of up to 10 on-site systems/sewer services and 10 water service lines per month. The work to be done by the contractor under this project consists of furnishing all materials, labor, tools and equipment needed to complete the construction and all other work as described in the plans and technical provisions for this project. This project is subject to the Provisions of the Tohono O’odham Employment Rights Ordinances. Prospective bidders must contact the T.E.R.O. Offices at 520-383-3304 for information regarding Tribal Labor Laws. Wage rates for this project must be in accordance with the Tohono O’odham Employment Rights Prevailing Wage Scale (provided). The successful contractor will be responsible for the payment of all Tribal Transaction Privilege taxes as specified by the Regulations and Ordinances of the Tohono O’odham Nation. Qualifications include knowledge of applicable design codes and related Federal, State and local government regulatory requirements, more specifically the Presidential Permit for Border Crossing Facilities along the US-Mexico Border Region; United Stated Department of Homeland Security, Customs and Border Protection, P3 rules; history and ability with regard to advancing economic development projects within public/private partnerships. The selected firm shall have the capability to produce high quality engineering, architectural, financial, economic, planning, construction, economic development and real estate analysis, plans and reports. The selected firm shall have extensive experience in the development and preparation of feasibility reports, alternative analysis, economic development advancement strategies, green building, facility planning, design concept reports, specifications, cost estimates, project permitting and project financing through private public partnerships and/or other innovative private and public financing mechanisms. The firms must have substantial experience in construction of land and sea ports of entry, development of governmental and private facilities, development and implementation of national and international iconic multi-faceted economic development projects, international marketing, project management (national and international), facilitation/creation of private public partnerships, development of commercial, retail, mixed-use (public infrastructure, commercial, retail, manufacturing, distribution, hospitality, health care and housing), residential and retail facilities; international trade and cargo facilities; formation of scaled developments involving Planned Area Developments, land assemblage and commercial and industrial facilities with specific examples of on-time, on-budget development, private public partnerships, project development and management to include government permitting, entitlements and approvals in private public partnership projects. The firms must have the financial, physical and institutional capacity to enter into partnerships with international firms more specifically Mexican firms that may have the same qualifications to develop, finance and implement the mirror image of the proposed Douglas POE in the City of Agua Prieta through the same Public Private Partnership project delivery mechanisms.
