Beginning in May 2011, a group of netizens in Beijing, Shanghai, and Guangzhou bought their own measurement devices and initiated daily reporting of pollution online. As the data was no longer secret, the government’s environmental propaganda, including the claim that Beijing had experienced 286 “blue-sky days” in 2011, faced harsh criticism online (see CMB No. 42). Traditional media also took up the cause. The Beijing-based liberal magazine Caixin cited the U.S. embassy’s data on air pollution in the city and demanded an explanation for the discrepancy with official figures. Even the state-run China Daily quoted experts who raised concerns about the levels of PM 2.5 particles in the air. A January 30 blog post by the New York–based Committee to Protect Journalists (CPJ) described the media activism on the issue and noted other examples of press exposés that had an impact on Chinese government policy over the years, despite strict state censorship. -

High fluoride water has an important impact on the economic devel- opment and ecosystem stability of Chagan Lake. In this study, the spatial distribution characteristics and influencing factors of fluorine in Chagan Lake Catchment are discussed by using hydrochemistry and mathematical statistical analysis. The groundwater in the study area was characterized as Na+- 2+ – – rich and Ca -poor, with a high pH value and high HCO3 content. The average concentration of F was 3.02 mg/L, which was the highest in Qian’an County. The dissolution of fluorine-containing minerals and the desorption of F– in soil provided the source of F– in groundwater, while calcite and dolomite precipitation, cation exchange, and evaporation concentration provided favorable conditions for F– dissolving, migration, and enrichment in water. In addition, the concentration of – F in surface water was 4.56 mg/L, and the highest concentration was found in Hongzi Pool and Hua’ao Pool. -

Received: 17 September 2019; Accepted: 23 October 2019; Published: 30 October 2019 Abstract: Droughts are among the more costly natural hazards, and drought risk analysis has become urgent for the proper planning and management of water resources in grassland ecosystems. We chose Songnen grassland as a case study, used a standardized precipitation evapotranspiration index (SPEI) to model drought characteristics, employed run theory to define the drought event, and chose copula functions to construct the joint distribution for drought variables. We applied two kinds of return periods to conduct a drought risk assessment. After evaluating and comparing several distribution functions, drought severity (DS) was best described by the generalized extreme value (GEV) distribution, whereas drought duration (DD) was best fitted by gamma distribution. The root mean square error (RMSE) and Akaike Information Criterion (AIC) goodness-of-fit measures to evaluate their performance, the best-performing copula is Frank copula to model the joint dependence structure for each drought variables. The results of the secondary return periods indicate that a higher risk of droughts occurs in Keshan county, Longjiang county, Qiqiha’er city, Taonan city, and Baicheng city. -

China’s Geospatial information industry fights against COVID-19 By Prosper Washaya & Minyi Li, Deqing iSpatial Co., Ltd (a subsidiary of Beijing iSpatial Co., Ltd, FIG Corporate Member) The world is fighting to contain the COVID-19 epidemic, caused by the SARS-CoV-2 virus and people are becoming more and more anxious as the virus hits over 70 countries with numbers of confirmed cases of infected people on the rise. The World Health Organization (WHO) has emphasized on the need for countries to “strengthen preparedness for all possible scenarios and ensure early containment measures.” In China, however, the number of confirmed cases has been on decline. WHO has praised “China’s aggressive efforts to wrest the epidemic under control” attributing this to the efforts that are being made by the government, institutions and residents. As the majority of the population in China are staying indoors and taking preventative measures to help prevent the spread of the virus, front line workers, doctors, nurses, law enforcement etc., are risking their lives by exposing themselves to potential infection. At the same time, people from other professions are doing their part; construction workers worked around the clock to build Wuhan's 2500-bed makeshift hospitals in record time to admit patients being treated for the virus. China’s Secretary General Xi Jinping has said that the fast spreading crisis is “a major test for China” and encouraged people to work together to prevent and control the epidemic. The crisis has indeed proved to be a major test for what China’s technology can do. -

China Email: [email protected] | [email protected] Abstract: OpenStreetMap (OSM) is a free map of the world which can be edited by global volunteers. Existing studies have showed that completeness of OSM road data in some developing countries (e.g. China) is much lower, resulting in concern in utilizing the data in various applications. But very few have focused on investigating what types of road are still poorly mapped. This study aims not only to investigate the completeness of OSM road datasets in China but also to investigate what types of road (called omission roads) have not been mapped, which is achieved by referring to both Street Map and Street View. 16 prefecture-level divisions in the urban areas of Hubei (China) were used as study areas. Results showed that: (1) the completeness for most prefecture-level divisions was at a low-to-medium level; most roads (in the Street Map), however, with traffic conditions had already been mapped well. (2) Most of the omission OSM roads were either private roads, or public roads not having yet been named and with only one single lane, indicating their lack of importance in the urban road network. We argue that although the OSM road datasets in China are incomplete, they may still be used for several applications. -

HISTORY AND CORPORATE STRUCTURE HISTORY On December 16, 1997, GOC, an Independent Third Party, and CNPC entered into the original production sharing contracts in relation to the Daan and Miao 3 oilfields. GOC is an investment holding company incorporated in the Bahamas owned by a number of Australian shareholders, some of whom have experience in the oil industry, and its only oil/gas asset is its interest in the three production sharing contracts. On September 25, 1998, GOC and CNPC entered into the original production sharing contract in relation to the Moliqing oilfield. Pursuant to an assignment agreement entered into between CNPC and its subsidiary, PetroChina, on December 23, 1999, CNPC assigned to PetroChina most of its commercial and operational rights and obligations under the three production sharing contracts. GOC became the foreign contractor and the operator of the three oilfields pursuant to these production sharing contracts. Under the assignment agreement, CNPC retained certain specific rights in relation to the three production sharing contracts in the following aspects: (i) any amendment to material provisions of the production sharing contracts which requires the approval by the MOFCOM shall be reported to CNPC and be referred by CNPC to the original examination
