    The Villager Winter December 2019-February 2020 Merry Christmas to All our Readers Dobwalls and Trewidland Parish Council 1 Results! “KNITTY KNATTER” AND “LAVENDER” TOP THE POLL The votes are in and counted for the Dobwalls and Trewidland Parish Scarecrow Competition. The theme was “Save Our Planet”, with en- tries being made entirely from recyclable materials. There were five entries and peo- ple were able to vote by picking up voting forms from various places in the parish and via The Villager autumn edition. The winner was Dobwalls Knit and Knatter with “Knitty Knatter” and the runner-up was Dobwalls Girls’ Brigade with “Lavender”. The two groups have received their prizes of £15 and £10 and a certificate. Three Members of the winners of the parish scarecrow competition, Dobwalls Knit and Knatter, receiving the first prize on behalf of their group. I have always felt that to have a Cornwall Council seat that included Fowey w th Tywardreath was illog cal - they are totally separate commun ties. I think 2 new seats could be made as follows: Take the Fowey parish wards out. Make 1 seat from the 3 wards of Tywardreath and Par Parish Council + St Blazey North ward (estimated at 5439 electors in 2023). Make a 2nd seat from St Blazey South ward + both wards of Carlyon parish + Charlestown ward of St Austell Bay parish (estimated at 4650 electors in 2023). Carlyon Bay is hardly separate from St Blazey, it makes no sense having a dividing line down Par Moor Road. Charlestown has links with St Blazey Gate - they now have the same vicar and the buses from St Blazey go through there. Some adjustment would probably have to be made as to where the line is drawn between the St Blazey parish wards - either ABN2 or 3 might have to be moved into St Blazey South to even up the numbers for each Cornwall Council seat.   • Application on Behalf of Cornwall Council and Caradon Observatory for Bodmin Moor to Be Considered As an International Dark Sky Landscape
    1 Executive Summary Bodmin Moor is a special place. Amongst the many environmental designations ranging from the international to the local, Bodmin Moor forms part of an Area of Outstanding Beauty. This means it benefits from the same planning status and protection as English National Parks. Visitors are already drawn to the dramatic panoramas, varied wildlife and intriguing history, with those already in the know also appreciating and learning about the stars in the exceptionally dark night sky. Caradon Observatory readings taken in and around Bodmin Moor quantify the remarkable quality of the sky’s darkness and correspond with the findings of the Campaign to Protect Rural England Night Blight study. The results show that even around the villages there are impressive views of the night sky. There is considerable support from the public and stakeholder organisations for the establishment of Bodmin Moor as an International Dark Sky Landscape with “Park” status. Feedback from residents, businesses, landowners, farmers, astronomers, educators, environmental bodies and other statutory and charitable organisations has helped shape the proposals. Enthusiasm is such that there have already been calls to widen the buffer zone if the designation is successful. The alternative title for the designation stems from local feedback and reflects the AONB status. Bodmin Moor comprises a varied moorland landscape with a few small villages and hamlets so there is very little artificial light. Nevertheless, steps have been taken and are continuing to be made to reduce light pollution, particularly from streets. This means that the vast majority of lighting is sensitive to the dark night sky and is becoming even more sympathetic.
