The proposed Cluster Sand mining project located in village- Hurlung, Manpita & Lupungdih P.O- Luabasa, Thana-Birsanagar, District- East Singhum, State- Jharkhand. The total mining lease area is 17.0068 Ha. Open cast manual mining method is the only suitable method of mining for such type of river sand deposit. The applicant M/s Adibasi Welfare Society has obtained sand mining lease by auction from the Government of Jharkhand for the same area. Mine lease was granted for a period of 3 years.

The mining lease area is 17.0068 hectare and it is a government land.

2.2 BRIEF DESCRIPTION OF NATURE OF PROJECT:

The proposed Sand mine project is located is village-Hurlung, Manpita & Lupungdih, P.O-Luabasa, Thana- Birsanagar, District- East Singhum, State- Jharkhand. The total mining lease area is 17.0068Ha. Sand will be replenished during monsoon season every year as the mining will be undertaken on a rotation basis, in such a way that excavated areas of previous years of mining will act as depository for the post monsoon season. Mining lease was applied for 3 years.

2.3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND REGION

Building huge infrastructure as envisaged by Government of /Jharkhand Government particularly in road and housing sector requires basic building and construction raw materials. Sand is one of primary building material required for the purpose. The sand-mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is made available only from such mining. The sand to be excavated is in high demand at the local market for real estate and infrastructure industry. This project will also provide employment to local people helping them earn livelihood. In addition to this, it will further

prevent widening of the Subarnarekha River bed due to the deposition of sediments which if not mined out will result in raising of the river bed causing flooding, damage to the adjoining areas, destruction of life and property.

2.4 DEMAND AND SUPPLY GAP

The demand for Sand is ever growing with the growth of the infrastructure sector in our country. The mineral is used mainly in the construction activities like roads, buildings, bridges etc. The requirement for the mineral is always high in the nearby cities and towns. Therefore there is always a good demand of the mineral in the domestic market.

2.5 IMPORTS V/S INDIGENOUS PRODUCTION

The demand in the domestic market is high. Sand mineral is available in abundant quantity in the contracted area and can be excavated indigenously. Import does not apply in the present case of sand mining.Development needs will be met only through indigenous produced Sand.

2.6 EXPORT POSSIBILITY

There is no proposal to export the sand.

2.7 DOMESTIC/EXPORTS MARKETS

The sand excavated will be directly sold in the market.

2.8 EMPLOYMENT GENERATION (DIRECT & INDIRECT) DUE TO THE PROJECT

This project operation will provide livelihood to the poorest section of the society. It will provide employment to the people residing in vicinity and indirectly by the development of supporting infrastructure. Overall 298 people will be employed as per present mine plan of this sand mine.

33.. PROJECT DESCRIPTION

3.1 TYPE OF PROJECT INCLUDING INTERLINKED AND INTERDEPENDENT PROJECTS, IF ANY

As per notification of Ministry of Environment, Forest and Climate Change (MOEF&CC), New Delhi Dalma wildlife sanctuary is coming within 10km radious of the project site thus it is a category A project.

3.2 LOCATION (MAP SHOWING GENERAL LOCATION, SPECIFIC LOCATION, AND PROJECT

BOUNDARY & PROJECT SITE LAYOUT) WITH COORDINATES.

The proposed sand mine area is located in village- Hurlung, P.O-Luabasa, Thana- Birsanagar, District- East Singhum, State- Jharkhand. The total mining lease area is 17.0068 Ha. Open cast manual mining method is the only suitable method of mining of sand from the bed of Subarnarekha River. The details of the project co- ordinate are described in below Table 3.1. Location map and coordinate map is attached as Annexure-1 & Annexure-2 respectively. The project falls in Toposheet number 73 J/5.

3.3 DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING THE PROPOSED SITE

Rivers and streams by far have been the most lucrative and attractive source for extracting large volume of building materials such as boulders, Sand, pebbles, sand and gravel for a variety of construction activities. Following are some advantages of using river sediments as compared to the crushing of rock mass from rock- in-situ quarries. I. Due to attrition, the material is already granulated and rounded, well sorted and generally clean II. Sediments can easily be collected / extracted by digging less deep pits in active channel or dry river beds of upper terraces III. Invariably free from weak materials and interstitial loose / fine material. IV. Not far from cities or market as the civilization has developed near the bank of rivers V. Require comparatively less processing. VI. Natural replenishment takes place annually due to transportation of sediments from upper course/reaches during high stage of river, which is achieved a number of times during monsoon In the plains, where the bed slope is gentle, the river bed is overlaid with matrix mainly comprising of sand of different gradation along with silt and clay. In the present case, the Government of Jharkhand has issued LOI for riverbed mining to the project proponent for carrying out extraction of sand in Riverbed. Thus, the mining site has been specified by the government and thus, there is no case for alternate site studies.There is no alternative sites/location considered as this is a site specific surface mining project.

3.4 SIZE AND MAGNITUDE OF OPERATION

The mining will be carried out in the mine lease area by adopting manual mining method. Proposed production details are shown in below:-

As per Environmental Impact Assessment Guidance Manual for ‘Mining of Minerals released by MOEF&CC’ the project is a sand mining. Manual mining method is involved in a sand mining as per the mine plan.

The mining process involves collection of material by hand shovels, spades etc. This is followed by picking, stacking and loading into trucks/ tractor–trolley for transporting. The pits from where the material is picked will not be deeper than 1m. About 20% area will be left near the banks of the river so as to avoid erosion of the banks. The material excavated will be directly transferred to the nearby market. Tippers and dumpers and other vehicles may be hired on temporary basis. No mineral beneficiation will be required.

3.6 RAW MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE, MARKETING

AREA OF FINAL PRODUCTS/S, MODE OF TRANSPORT OF RAW MATERIAL AND FINISHED

PRODUCT.

No raw material will be required for mining of sand. The operation involves the excavation of sand in its existing form and transported to the end users.

3.7 RESOURCE OPTIMIZATION/RECYCLING AND REUSE ENVISAGED IN THE PROJECT, IF ANY,

SHOULD BE BRIEFLY OUTLINED.

Minerals are generally depleting asset once mined; but minerals like sand will be replenished naturally. There will be no Overburden and Solid waste generation.

3.8 AVAILABILITY OF WATER ITS SOURCE, ENERGY/POWER REQUIREMENT AND SOURCE SHOULD

BE GIVEN

Total water requirement in the mine will be about 46.7KLD for drinking & domestic use, dust suppression and plantation. Required water will be collected from nearby villages from the project site.

Diesel will be used as motive source of fuel for truck. Diesel will be sourced from nearby diesel pumps. Mining method is manual and working hour will be general shift, so there is no such power requirement.

3.9 QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR

MANAGEMENT/DISPOSAL

No liquid effluent and solid wastes will be generated at the mine site due to the mineral excavation.

3.10 SCHEMATIC REPRESENTATIONS OF THE FEASIBILITY DRAWING WHICH GIVE INFORMATION OF

EIA PURPOSE

As per the Environment Impact Assessment (EIA) notification dated 14th Sept. 2006 and amendments done so far, the proposal of mining lease falls under category B. The process of getting environment clearance will be as per schematic diagram given as in Fig 3.2.

44.. SITE ANALYSIS

4.1 CONNECTIVITY

The mine lease area is well connected by Road and rail transport. The area is situated on the bank of Subarnarekha River and well connected with NH33 in NE Direction at a distance of 1.3 km and the metalled State Highway road SH 5 is present 10km W direction from the Lease Area. The nearest railway station is Tatanagar Railway Station and which is 10km in SW direction from the mine lease area. Birsa Munda Airport, Ranchi is the nearest airport in respect of mine lease area situated at 120km away in NW direction from the lease area.

4.2 LAND FORM, LAND USE AND LAND OWNERSHIP

The mine lease area is 17.0068 Ha of government (GM) land. The details of the land are given in Table 4.1:-

Rainfall: The annual total rainfall recorded in the region was found to be 1468.4mm.

Temperature: The average maximum temperature was recorded in the month of May at 39.2°C and the minimum temperature was 11.7°C in January.

Relative Humidity: The maximum Relative Humidity was found during the monsoon season with the month of August recording the highest average at 83% and lowest is 37% in March.

The mining area is well connected by road to district Headquarter Jamshedpur which is 4km in W direction. All educational, banking, recreational, Medical facilities and other infrastructure are available in Jamshedpur.

55.. PLANNING BRIEF

5.1 PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, TRANSPORTATION ETC) TOWN AND

COUNTRY PLANNING/DEVELOPMENT AUTHORITY CLASSIFICATION

Opencast manual mining method will be adopted for sand mining. Project will annually produce 113364Cum of sand which will be used for meeting the huge demand of construction material like coarse and fine aggregate required in building construction and infrastructure works, road material for construction and maintenance of roads/highway near Jamshedpur.

5.2 POPULATION PROJECTIONS

The project will employ most of the workers from nearby villages. Only supervisory staff will be hired from outside. Thus there will not be any increase in population due to the project.

5.3 LAND USE PLANNING (BREAKUP ALONG WITH GREEN BELT ETC.)

The mining area of 17.0068ha is situated on the bank of Subarnarekha River bed in East Singhbhum. The area so excavated will get filled up due to sediment inflow during monsoon in the river bed. The ultimate land use of the mine lease area will not change after mine closure.

5.4 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)

The road facility is already available which shall be properly maintained. Preference will be given to local labor from nearby villages. Other requisite infrastructure such as transport of mine labours is available in the area.

5.5 AMENITIES/ FACILITIES

The following activities are proposed for the welfare of labours engaged in the extraction of Sand mining.

I. Drinking water

II. Tankers will be deployed for the supply of drinking water in the project site.

III. Organizing of Health Camps

IV. First Aid Kits shall be kept at mine site. Anti snake venom injections will be kept for emergency.

66.. PROPOSED INFRASTRUCTURE

As the project will be deploying local workers for the mining as well as the transportation of the minerals, therefore no infrastructure for their residential purposes is needed.

The mine lease area is well connected with Road and rail transport. The area is situated on the bank of Subarnarekha River and well connected with NH33, 1.3km in NE Direction and the metalled State Highway SH 5 is present 10km W direction from the Lease Area. The nearest railway station is Tatanagar Railway Station and which is 10km in SW direction from the mine lease area. Birsa Munda Airport, Ranchi is the nearest airport in respect of mine lease area situated at 120km away in NW direction from the lease area.

The drinking water supply to the workers will be provided from existing local water supply system.

I. The temporary latrine/urinal with the mine rest shelter will have its own septic tank.

II. No mining/industrial/solid waste requiring specific management would be generated.

III. There is no requirement of electric power for mining purpose.

6.1 Green Belt The green belt shall be developed as per approved eco-friendly mine contract plan and as per CPCB guidelines. The project proponent shall also develop greenbelt in the premises of the schools, hospitals and also carry out the avenue plantation in the vacant areas along roads. The greenbelt shall be developed by planting saplings per year. Indigenous species with the consultation of the State Forest Department shall be planted and maintained.

99.. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) CONCLUSION

The Project will bring economical benefits to the state by way of royalty on the mineral excavated and dispatched. Achieving a huge infrastructure as being envisaged by Government of India particularly in road and housing sector requires basic building materials. Sand is one of primary building material required for the purpose. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. Sand excavated is in high demand at the local market for real estate industry. This project operation will provide livelihood to the poorest section of the society/economically backward population and tribal in the area.
