Speed cameras – revised proposals from Bedford Borough The two options proposed by the Borough Council are: Option 1: (this is the Borough Council’s preferred proposal) • Implement a 20-mph limit within the centre of the village (from the western end of Long Row to Hillside in the east), including the roads leading off Church Lane up to and including The Bury. The sign in the east, cannot be be placed further to the east due to the lack of physical measures to slow traffic requiring a greater length of “buffer zone”). • Install a two-camera average speed system to cover the 40-mph limit on the Pavenham Straight. The zone controlled by the average speed cameras will be between the entrance to Pavenham Park Golf Club and to the east of Close Road (subject to site survey). (Camera locations shown on the plan as circles with an arrow indicating the direction in which the camera will face), • Install two Speed Indicator Devices, one in the West of the village and a second above the entrance to The Bury on Church Lane. This scheme would cost approximately £80,000 and Pavenham Parish Council would be asked to contribute the £10,000 which it has earmarked (and accumulated over the past five years) for average speed cameras. If Pavenham Parish Council were able to contribute a further £45,500, the Borough would install a further two camera average speed system in the West. The additional contribution would be equivalent to more than 3.5 times Pavenham Parish Council’s current precept, which means that the precept would have to increase significantly. But this is an alternative. Option 2: • Install a three-camera average speed system to cover the High Street and Church Lane, with cameras by the entrance to The Bury on Church Lane, by Hillside/Heron House at the eastern end of High Street and by Keeper’s Cottage at the western end of High Street. (Locations shown on the plan – all subject to site survey.) • Note: There would be no 20-mph limit in the centre of the village and no further Speed Indicator Devices. Pavenham Parish Council would be asked to contribute the £10,000 already earmarked for average speed cameras. Notes: 1. In both proposals the location of the Average Speed Cameras has been determined by a requirement that they be located approx. 250m from any change of speed limit (this is as advised by Police) and at points where there is adequate verge width and power available. 2. In addition, and in the case of both options, from his Ward Funds, Cllr Abbott has indicated that he would fund a mobile, electronic traffic monitoring device which can record volume of traffic, speed, and type of vehicle. 3. Bedford Borough Council does not recommend Option 2 as they do not believe that it will be effective in reducing speed through the centre of the village.

4. The proposed Speed Watch group (see page 10) would not be able to operate within an average speed camera zone, i.e. with Option 2 the Speed Watch group would not be able to measure traffic speed within the village area covered by the three cameras. Situation at Borough Hall COVID-19 has placed a huge financial burden on the Borough Council, one which means that its budgets are stretched this year (though the funding for Pavenham’s traffic management scheme is currently in this year’s budget and secure), and are likely to be severely impacted upon in the coming year or years. We understand that the proposed Borough funding, for Options 1 and 2, is secure for this financial year and FY2021/22. Beyond this, however, there can be no guarantee that the level of funding currently being offered by the Borough Council will remain. Consultation with the village At its last meeting, the Parish Council agreed to conduct a short, socially distanced, consultation with the village, in which we invite you now to participate. More information is provided on the website, simply search for “speed camera proposal” or visit: https://pavenham-pc.gov.uk/consultation/ You can either comment on the website or send your comments by email or post to the Clerk. If emailing, please state “Speed Camera Proposal” in the subject line. Please keep your comments to a maximum of 250 words. Your comments need to arrive with us by 8 pm on Saturday, 8 August. We will then need to collate your responses, so as to be able to present and consider them at the Parish Council meeting on 11 August. Please join us for that meeting, which will be held on Zoom. Village Zoom meeting We are currently trying to organise a meeting – which will be held on Zoom – at which the Parish Council Chair, Steve Rice, will be in conversation with Borough Councillor Jon Abbott and the Project Manager, Allan Burls, of the Highways division at the Borough Council. This will provide Pavenham residents with an opportunity to hear more about the plans and to ask questions. We hope that this meeting can be scheduled during the daytime in the week of 27 July or 3 August, and that it can last for an hour. If this meeting can be arranged, it will be publicised on the website, on noticeboards, and through the Parish Council’s new Facebook page. Our hope is that it can be also recorded and made available on the website for those who cannot participate on the day.

Cllr. Steve Rice: Priorities for the year ahead Firstly, I would like to thank Cllr. Beazley for his leadership of the Parish Council over the last year and I look forward to building on the progress which has already been made. There are a number of major longstanding issues which I believe the Parish Council can address in

the next 12 months: Image Image © Miguel 2020 Reyes 1. We should aim to have the Neighbourhood Plan complete and ready for the necessary referendum in May 2021. Much good work has been completed to date and the Parish Council has asked the Working Group for a clear timeline to complete the project and is ready to provide further support and assistance as needed. The risk of material new town settlements has not gone away, and the Parish Council will need to closely track and respond to the Borough Council’s new Local Plan. 2. We now have a firm average speed camera proposal from Bedford Borough Council. Whilst the proposed scheme doesn’t deliver everything we originally sought, it will be considered by the Parish Council and I would hope that an agreed scheme can be implemented within the next 12 months. 3. We are currently working with Natural , Bedford Borough Council and the landowner to understand the works and investment needed to safely reinstate the footpath to whilst protecting the SSSI. I would hope that we could understand the work required and have made significant progress towards raising the necessary funds within the next 12 months. 4. We are also conscious of the concerns expressed about the parked vehicles in and around the High Street/Mill Lane junction and will be writing to local residents accordingly. We will continue to ensure that Pavenham Parish Council is well run, open and collaborative. The new website will be a key tool in improving communication with Pavenham residents and we will continue to develop it based on experience and community feedback. I look forward to working with my fellow Councillors to listen to and constructively deliver for the residents of Pavenham. The new small Grants Fund The Parish Council has created a new small grants fund, to which any village group or organisation can apply. The group can also be in the process of being established, so the grant could help support that process. The grants are small, up to a maximum of £150.00, and are aimed to help groups and organisations that offer an activity, event, facility, or service that benefits or has the potential to benefit Pavenham residents. Joining a Parish Council meeting on Zoom is easy Since the lockdown began, the Parish Council has continued to serve you by holding its meetings online, using the Zoom.us video conferencing program. Despite some concerns, including suggestions that it was undemocratic because not

everybody has internet access, the approach has proven to be a success. We've already had Image © Miguel 2020 Reyes significantly more people attending the meetings than would normally do so physically. There's obviously something about participating from the comfort of your own home, that just makes things simpler. So, how do you do it? Well, for security reasons you need to register first. If you can get online, you can do this through the new Parish Council website, or simply give Cllr. Andrew Senior a call (823726) and he'll register you on the site. On the morning of the meeting, you'll receive an email with a link to click through, plus the meeting ID and password. We open the meeting about 30 minutes before the meeting starts, to give new attendees the chance to get used to the system. It may sound scary, but it really isn’t. Information provided by Cllr. Andrew Senior Are "hybrid" Parish Council meetings the future? Across the country, the success of using video conferencing platforms for Parish Council meetings has been evident. The same is true in Pavenham, with consistently high attendance over the last three Parish Council meetings. In fact, the rules regarding meetings have only ever prevented Parish Councils from meeting online in one sense, which is that the Parish Councillors, until now, had to be in the same room at the same time. COVID-19 has, temporarily, changed those rules and it's not yet clear if that change will be made permanent. So, Parish Councils have the option to continue to provide access to their meetings through video conferencing platforms like Zoom. Should we move to make these hybrid meetings the norm in Pavenham? The greatest benefit is that it is more democratic because it allows those who can't physically attend - perhaps because they are still self-isolating, or prefer not to go out on dark evenings, or because they are away, or have children at home - to take part in a meeting. So, the meetings would become hybrid, with residents being able to choose between physical and virtual attendance. Because of this, the Parish Council is now investigating the cost and practicality of moving to hybrid meetings, with the Councillors in the Village Hall's Main Hall (which would reflect a probable ongoing need for social distancing), and villagers either in the Hall with them or joining by phone or on Zoom. New noticeboards Three parts of the village are to get new noticeboards this summer: the two bus shelters and the noticeboard located adjacent to the cut-through path (“Jitty Way”) that runs from the south end of The Bury down onto the High Street. The one on Jitty Way is over 25 years old. Over the years, the supporting surface has warped and the blockboard has disintegrated. Weathering and degradation of the surface mean that notices increasingly blow off or get wet and the ink runs. However, the noticeboard is well used, typically displaying information about local events, village organisations, and products. Cllr. Jill Smith researched the options for replacement and has proposed a weatherproof, purpose-made noticeboard, to be funded from Borough Cllr. Jon Abbott’s Ward Fund monies, which were held over from 2019/20. Jill has also obtained permission for the replacement noticeboard to be screwed to the brick wall of the nearby electrical substation, which will make it more secure. Jill’s proposal has been endorsed by the Council and Cllr. Abbott has agreed to fund. At the other end of the village, towards East End, Cllr. Jim Russell has kindly agreed to donate two noticeboards that are surplus to requirements at Stevington Baptist Church, where he is a Deacon. Jim will now erect a board in each of the bus shelters that are close to Close Road. These will provide far more effective surfaces for both the display and easier removal of notices thereby protecting the fabric of the bus shelters. Information provided by Cllr. Jill Smith Help us spend Cllr. Abbott's Ward Fund! Cllr. Jon Abbott, our Borough Councillor, has a sum of money (the Ward Fund) to spend on things brought to his attention by residents in the Ward. The Ward covers Oakley, Stevington, and Pavenham, and is split between the three villages on a per capita basis. Last year Pavenham's allocation was underspent. Ward funds are intended to provide ward councillors with a dedicated and flexible resource with which to address specific local priorities. These priorities emerge from Councillors’ consultations with residents, businesses, Parish Councils, etc.. For more information and guidance about what the Ward Fund can cover, visit the Borough Council's website and search for "Ward Fund Guidelines and Criteria". Anybody can submit ideas to Cllr. Abbott ([email protected]), and if he likes the idea, he can choose to support it. You can also ask the Parish Council to support your idea, which will carry greater community weight. Pavenham Community Support Group (PCSG) Telephone: 01234 632067 Email: [email protected] Facebook: https://www.facebook.com/groups/Pavenhamcommunitysupport The PCSG is an informal group established in March 2020 in response to the COVID-19 Pandemic, to provide support services to Pavenham residents. The PSCG comprises approximately 70 volunteers from across the village and is administered by Emma Pearce, Chrissie Holloway and Ian McKenzie. We are extremely grateful to the hard work done on the ground by all our volunteers. We would also like to highlight the role of the Area Coordinators, who are essential to the day to day running of the group and who provide support to the volunteers. The service infrastructure is based on Google and WhatsApp, supported by a Facebook group and central phone number. Fixed costs are not expected to exceed £150 per annum, the main cost being the virtual phone number. Other costs have been covered by donation. The PCSG continues to operate and is seen as a valued structure, although demand for services has been low in the past month. It is proposed that the PCSG should continue to exist through to March 2021, subject to a review by Emma, Chrissie and Ian in October 2020. Any future role that the PCSG might play in supporting the community after COVID-19 will need to be considered as part of that review, including plans to close or suspend the PCSG or morph it into another formal structure. Any changes will be discussed with other organisations which already provide support in the village, and with the Parish Council. Information provided by Cllr. Chrissie Holloway Our Neighbourhood Plan and a new Local Plan 20xx Work on the draft Neighbourhood Plan continues – that work essentially being to write both the general and the supporting policy text, ensuring that the Plan meets the statutory legal tests, whilst at the same time being in conformity (one of the legal tests) with the newly adopted Bedford Local Plan. In due course, the Parish Council will undertake a Village consultation and mount an exhibition – although in the current circumstances, this is unlikely to take place until later this year. In the meantime, as the Parish Council warned, the Borough Council has already started work on the next iteration of its Local Plan – an inevitable exercise in that to avoid the updated housing allocation requirements imposed by Government, the Borough Council rushed the latest Plan through the legal examination process before its housing allocation figures had to be updated – thus the threat of the new town settlements was seemingly avoided.

This, however, was only a temporary respite. The Borough Council’s Plan does not comply with the Government’s current housing allocation requirement and it is now required to bring forward a new Plan. This exercise has already begun. An “Issues and Options Paper” has recently been published by the Borough Council and a “Call for Sites” exercise – i.e. the opportunity for all landowners to identify their land for future housing allocation during the new Plan period – began on Tuesday 14 July and is open until Friday 14 August. The Borough Council will be looking to identify sites within the Borough to accommodate between 5,000 and 15,000 new homes. The threat of new town settlements(s) is about to return. Issue at The Moor on the John Bunyan Trail The condition of the footpath surface across the Moors has been bought to the attention of the PC again recently. Unfortunately previous attempts at resolving the problem by Bedford Borough, namely placing duck boards and stepping stones across the worst part of the moor, compounded the problem. Following a meeting (summer 2019) with the landowner, Natural England and Bedford Borough Council, it was agreed that some exploratory investigations could take place to see if a solution could be found that allowed the footpath to remain whilst not having an adverse effect on the SSSI. One solution would be to create a raised boardwalk similar to the one at Harrold Country Park, the one required across the Moors has to build on a bog, be resilient to cattle that are crucial to the management of the site whilst be safe to all users of the path. The likely cost for construction of such a boardwalk is going to be considerable and both Natural England and the Borough Council have made it quite clear they have not got any funds available even before COVID19. I have suggested that unless a solution can be found, the BC should close the path on Health and Safety grounds. Parishioners should note that any interference with the SSSI is likely to result in a considerable fine and that includes placing pallets, branches etc along the path in an attempt to make it passable but actually only make it more dangerous. Beazley and not necessarily those of the Parish Council New Speed Watch group proposed Following an indication from residents of their preparedness to set up and run a Speed Watch group, we will be discussing how the Parish Council can best support this initiative at our August or September meeting. The proposal has come about. because of on-going concern about the volume of traffic now coming through the village, its speed and the impact on residents and their homes. Please note: A Speed Watch group cannot operate within an average speed camera zone, i.e. with Option 2 the Speed Watch group would not be able to measure traffic speed within

If you would like to be involved in creating the Speed Watch group please contact Steve Rice, who can put you in contact with the organisers. Information provided by Cllr. Steve Rice Village Litter picks Over the last year, litter in Pavenham has been managed through a combination of organised volunteer litter picks supported by the Borough Council and informal periodic litter picks conducted by specific members of the community. The organised litter picks use equipment provided by the Borough Council (hi-vis, hoops, bags, litter pickers and gloves) and the Borough collects the bagged litter a couple of days after the event. Each event is covered by either the Borough’s or the Parish Council’s insurance. Each organised event has typically attracted 7 to 10 volunteers with around 20 bags of litter collected. In addition to the organised litter picks, Tony Tugulu regularly collects litter in the East of the village, Steve Rice does the same in the West, and Don Grant and other volunteers collect litter as they walk around the village. These voluntary contributions are all greatly appreciated. Following COVID-19, Bedford Borough has reviewed and updated its community litter picking Risk Assessment and is currently waiting for this to be approved. Two informal village litter picks have been held during the COVID-19 lockdown, with volunteers from the same household using equipment that Cllr. Rice has dropped off at their houses, following applicable government guidance and disposing of collected litter in their own black bins. Until the Borough Council can support community litter picks again, the Parish Council has agreed that informal litter picks should continue, following relevant government guidance. All volunteers will be provided with equipment, collected litter will be disposed of in each household’s black bin, and Steve Rice will act as a central point of contact to report any hazardous waste or fly-tipping. It will be made clear to all volunteers that they participate at their own risk and these events are not official Borough or Parish Council events. New section for the website The Parish Council is developing a new section for the website, “The Big Issues”, which it hopes will give residents direct access to more information about the most critical issues directly affecting life in the village. The Council is aware that some issues have become intractable but need solutions. These range from the problems with parking, to the issue on the John Bunyan Trail at The Moor, and speeding and other traffic issues. The Parish Council believes that fellow residents have ideas about how these things should be addressed. This new section will both keep you informed and, we hope, inspire you to help us find innovative solutions that best serve the whole community's needs. Information provided by Cllr. Andrew Senior Complaints The Parish Council now has a Complaints procedure. If you have a complaint about the Parish Council please read the Council’s Complaints Procedure and complete and submit the Complaints Form, both of which you can find on the website. Andrew Senior Chairman’s Report 2019-20 It has been an interesting twelve months not least the last ten weeks when we have had to adapt to new ways of working and communicating and obviously that has impacted on the PC in much the same way as it has the rest of the world. Normally the PC would be statutorily bound to hold an Annual Village Meeting before the end of May, to which the whole village is invited to attend to discuss with its Councillors any issues they might have and also to influence the direction the Council may take in the future policies effecting the village. Due to Covid 19 the PC is not allowed to hold such a meeting at present. Normally at that meeting the Chairman would address the village with an outline of what the Council has achieved in the last twelve months and lay out its plans for the future. It also gives the opportunity for the Chairman to put on record his appreciation for those that have help progress things through out the year. In the absence of such a meeting I would therefore just like to take this opportunity to record one or two things. Having been re-elected to the PC at last years May elections I was subsequently elected to the role of the PC Chairman for the year, with four newly elected Councillors along with three from the previous term. Firstly I would like to take this opportunity to thank all my fellow Councillors, the PC is only effective if there is a team effort. We have spent a great deal of time in the past year on PC policy and process, carrying out mundane but necessary tasks such as reviewing standing orders and codes of contact [thanks Steve] and I look forward now to pushing ahead with matters that will have an affect on the lives of the good citizens of Pavenham.

Unfortunately our old website became redundant necessitating the creation of a new one which Andrew has been working extremely hard on over the last ten weeks to get it up to a standard that the PC can be proud of. This is an ongoing piece of work which will continue to occupy some of the PC time going forward but can I urge all parishioners to peruse the site, let us know your views both positive and negative as to its content [bearing in mind it is the PC’s website not a village site to which it is linked] but most importantly, if you are agreeable, to register with the PC so that we can communicate with you electronically in the future. Thank you Andrew. I would also like to pass on my appreciation to our local Borough Councillor Jon Abbott for all the effort he has put in on behalf of the village over the last year and especially the guidance and assistance he has offered over the last few difficult months. I hope he has settled into the role following in the footsteps of Pat Olney who so admirably represented us for many years. It was a particular pleasure to be invited to her enrolment as an Alderman of the Borough. Thanks go to Bet and Bob for all their efforts with the war memorial especially the extra effort that went into its presentation for the VE day celebrations at the beginning of May. Thanks must also go to Roy Bates who keeps the bus shelters in good order. Finally it would be remiss of me not to thank Peter for all the hard work and dedication that he devotes to PC business, his knowledge and experience is of immense value to the smooth operation of the PC. With regard to village matters – on the planning front there have been one or two minor applications which the PC have dealt with. What is especially pleasing to see is the sympathetic completion of several restoration and refurbishment projects on properties of former village elders, such as the Bakehouse and Timmy’s Cottage ensuring their long term future whilst maintaining their importance within the village landscape setting. On that note also the completion of the restoration of the former Bury outside wall in Church Lane offers a very pleasing entrance to that route into the village. It has been a difficult few weeks for many, I count myself lucky as we have been exceptionally busy on the farm during most of the lockdown period but it is reassuring to know that the village community spirit has been reignited during the crisis and I would like to conclude by expressing my thanks and gratitude to everyone within the community that has helped and assisted others in the last few months and hope that it will continue into the future because I am afraid the current problems are not going away and I fear we are going to have to adapt our lifestyles to cope with it. It has been an honour to be Pavenham’s Parish Council Chairman for the last twelve months and I wish Steve Rice well as he begins his tenure. New look Newsletter This has been the first edition of the new style Parish Council newsletter. To accommodate last minute changes, the print version is different from this version. We hope that this new version of the Newsletter, with larger print and a fresh new look, to complement the look and feel of the new website, has been both clearer and more informative. Our aim is to produce and deliver a Newsletter two more times in the coming year, in November 2020, and March 2021. We will then review the production of the Newsletter in May 2021, alongside take-up of the Newsfeed service, to see if we can streamline production and reduce production costs. Subscribe to receive a weekly Newsfeed We can now move one stage further in keeping you informed. Through the new website we can now produce a weekly newsfeed of all the news articles that have been posted on the website in the previous week.

So, rather than having to visit the website or waiting for a very infrequent newsletter through your letterbox, you can receive the most up-to-date information from your Parish Council every Friday evening, just after 8.00 pm directly into your mailbox. Giving you more opportunities to feedback to us, as we go about making the decisions that affect daily life in the village. Subscribing is easy and it’s the best way to keep up to date!

Over the next year, we’ll be analysing take-up of the Newsfeed service, in the hope that it will allow us to both speed up the provision of information to you and cut the production costs of the newsletter, reducing them to an Annual Report, which will provide more analysis about what the Parish Council has done, how we’ve spent the precept, and what we’ve delivered on your behalf.
