    Chapter Thirty-four “The Wisest Radical of All”: Reelection (September-November, 1864) The political tide began turning on August 29 when the Democratic national convention met in Chicago, where Peace Democrats were unwilling to remain in the background. Lincoln had accurately predicted that the delegates “must nominate a Peace Democrat on a war platform, or a War Democrat on a peace platform; and I personally can’t say that I care much which they do.”1 The convention took the latter course, nominating George McClellan for president and adopting a platform which declared the war “four years of failure” and demanded that “immediate efforts be made for a cessation of hostilities, with a view to an ultimate convention of the states, or other peaceable means, to the end that, at the earliest practicable moment, peace may be restored on the basis of the Federal Union of the States.” This “peace plank,” the handiwork of Clement L. Vallandigham, implicitly rejected Lincoln’s Niagara Manifesto; the Democrats would require only union as a condition for peace, whereas the Republicans insisted on union and emancipation. The platform also called for the restoration of “the rights of the States 1 Noah Brooks, Washington, D.C., in Lincoln’s Time, ed. Edwards III In this dissertation, I examine the determinants of presidential responsiveness to public opinion, employing a theory of context and venue that explains why presidents are more responsive at some times and in certain policy making venues than at other times and in other venues. To test this theory, I create a new direct measure of presidential responsiveness to public opinion, a measure that quantifies the ideological distance between presidential policy positions and public policy preferences. I develop versions of this measure in four important venues of the modern presidency: relations with the U.S. Congress and the U.S. Supreme Court, the unilateral administrative presidency, and the president’s rhetoric. Using time-series regression techniques, I analyze the influence that factors such as political context, electoral context, institutional context, and venue visibility have on the dynamics of presidential responsiveness scores.

Ault, B.A., M.P. Denton, Texas December, 1998 Ault, E. Michael, Presidential Support and the Political Use of Presidential Capital. Doctor of Philosophy (Political Science), December 1998, 125 pp., 8 tables, 7 figures, references. This research incorporates a decision-making theory which defines the linkage between the public, the media, the president and the Congress. Specifically, I argue that the public holds widely shared domestic and international goals and responds to a number of external cues provided by the president and the media in its evaluation of presidential policies. Although most studies examine overall presidential popularity, there are important differences in the public's evaluations of the president's handling of foreign and domestic policies. Additionally, I am concerned with how the Congress responds to these specific policy evaluations, the president's public activities, and the electoral policy goals of its members when determining whether or not to support the president. Finally, I link together the theoretical assumptions, to examine the influence of varying levels of support among the Congress and the public, and the president's own personal power goals on the type, quantity, and the quality of activities the president will choose. Ultimately, the primary focus of this dissertation is on the sources and consequences of presidential support and the influence of such support on presidential decision-making.

(EP46-02) $2,750.00 hese two die proofs have not seen the light of day in 37 years. In 1973, they appeared in the first Greg Manning auction. This sale was held on the behalf of The Philatelic Foundation. It contained only small die proofs starting with the Louisiana Purchase Exposition issue and ending with the 1945 Navy issue. These proofs had been donated to the PF by Stephen G. Rich sometime in the late 1940s.T Over half of the 263 lots went to dealers (Bob Siegel, Stampazine, Stanley Richmond, Richard Ellis and Scott). Another 14 lots went to agents, Ezra Cole and Lou Robbins, eight lots went to collectors on the floor, and 43 went to the book. These two proofs were purchased by Lou Robbins for an unnamed collector. They were part of a complete set of Presidential issue proofs which wound up selling individually. Both proofs brought the highest prices of any of the Prexie issues, $1,000.00 each. The Scott catalogue has barely moved in all of the years these proofs have been listed.
