This letter responds to your recent Freedom of Information Act (FOIA) requests received by the Federal Communications Commission (FCC or Commission) and assigned to the Consumer & Governmental Affairs Bureau (CGB). Your requests seek the following: 1) complaints filed during the time period 11/1/20 to 12/10/20 regarding Dave Chappelle; 2) complaints filed during the past three years about Saturday Night Live (SNL). Your requests have been assigned FOIA Control Nos. 2021-000119 and 2021-000120. We are responding to your requests electronically.

CGB conducted a search of the databases containing informal complaints. CGB identified approximately 361 complaints responsive to your request.1 Records responsive to your request were withheld or redacted under FOIA Exemption 6. Exemption 6 protects “personnel and medical files and similar files the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.” Balancing the public’s right to disclosure against the individual’s right to privacy, we have determined that release of this information would constitute a clearly unwarranted invasion of personal privacy.2 Therefore, certain personal identifying information, including the complainant’s name and phone number, has been redacted under Exemption 6. We have determined that it is reasonably foreseeable that a disclosure would harm the privacy interest of the persons mentioned in these records, which Exemption 6 is intended to protect.

The FCC receives many complaints and comments that do not involve violations of the Communications Act or any FCC rule or order. Thus, a complaint or comment does not necessarily indicate any wrongdoing by any individuals or entities named in the complaint or comment.

We are required by both the FOIA and the Commission’s own rules to charge requesters certain fees associated with the costs of searching for, reviewing and duplicating the sought-after information. To calculate the appropriate fee, requesters are classified as (1) commercial use requesters; (2) educational requesters, non-commercial scientific organizations, or representatives of the of the news media, or (3) all other requesters.

Pursuant to section 0.466(a)(8) of the Commission’s rules, you have been classified for fee purposes as category (3), “all other requesters.”3 As an “all other requester,” the FCC assesses charges to recover the full, reasonable direct cost of searching for and reproducing records that are responsive to the request; you are entitled, however, to be furnished with the first 100 pages of reproduction and the first two hours of search time without charge under section 0.470(a)(3)(i) of the Commission’s rules.4 Because preparing the response to your requests falls within these limits, the FCC is not charging you for processing the above requests.

The general public was once again not allowed to be informed on topic issues of national concern and the coverage of the Primary Election and General Election is Challenged based on biased coverage and excessive use of media by Monopoly Control of network outlets by both the Democrat & Republican Parties and their affiliated PAC's. I expect the FCC to address this issue before Congress and the Federal Courts now. The issue does involve NBC network affiliates such as SNL whom I contacted requesting equal time. Numerous talk shows including but not limited to the Tonight Show, and Jimmy Kimmel Show. News network shows such as Meet the Press, Face the Nation, McLaughlin, Ellen Degenerous show and others in 2015-16, no response was shown and no access granted for air time. Censorship has kept me from obtaining access to State Ballots and it has kept the general public from offering up any signature drives to establish candidacy qualifications in many states under current status imposed by campaign laws in those states. Censorship has also kept me from obtaining needed financial support to meet the costs of advertising and other related issued including volunteer support. Censorship across the United States has created a FAUX Election in (1995-96) and (2016) under deceptive and manipulated practices by Federal, State and Local outlets working in a focused objective which has done great harm to my person and my ability to move forward in regards to private individual and national interests. This does entail a certain level of Collusion by the various networks and their affiliated stations across America.

And I have to admit, when CBS removed their signal from my TWC system a few years ago so they can get a $5. or so month fee from my cable provider, why this would even be allowed. It appears that Dish blocked Saturday Night Live content on 2/4/2017. We recorded show to DVR and then watched evening of 7/6/2017. The last skit we saw in full was based on family feud. The rest of the show was blacked out, EXCEPT for the commercial breaks. On one or two segments of the show, DISH played music while continuance display of one of the SNL art posters of the guest host. Another curious bit, DISH aired the final music segment.

We were concerned that this oddity was a calculated blackout because SNL has been critical of the new administration.

Firstly, much of the presentation of so call reporters, cannot be relied on at best. Secondly, it seems our news agencies are so politically biased that there is no news, but campaign rhetoric of which much is false. Even comedians such as CNN's use of a SNL skit is being used to insult a President of the United States. This is awful. Thirdly, in my younger days, networks and broadcasters feared (and followed) FCC rules on their content as these rules protected the public from the trash we now have. They were careful not to offend because we have laws. Today, they laugh in the faces of the Commission. Embarrassing the Commission as a public protector.

I can go on, but if these above items can be seriously addressed, the Commission can once again perform it's charter as it should.

The couple appears at the dealership with a new child in tow each time after a scene in which their last Volkswagen is shown parked and shaking -- obviously, the couple is having sex in the vehicle. We changed the channel, but it was quite embarrassing for our kids (and my wife and me). This might be funny after midnight on Saturday Night Live or something, but in the middle of a weekend afternoon during a sporting event with the whole family watching? It was in shockingly poor taste. Should not be shown on broadcast television.

Trump supporters and others took to Twitter, calling the joke homophobic.

As the backlash swelled, Colbert’s camp was silent. A “Late Show” spokeswoman and the comedian’s agent did not respond to requests for comment, and Colbert did not address the controversy on Tuesday’s show — or on his Twitter feed.

But Wednesday night, he opened his show by discussing the now-infamous joke.

“While I would do it again, I would change a few words that were cruder than they needed to be,” he said. “I’m not going to repeat the phrase. But I just want to say, for the record, life is short, and anyone who expresses their love in their own way, is to me an American hero. I think we can all agree on that.

“I hope even the president and I can agree on that. Nothing else. But, that.”

Colbert’s monologues have largely focused on Trump, his aides and their gaffes. And his lampooning of the president seems to have paid off.

Just last year, he was trailing far behind Jimmy Fallon’s “The Tonight Show.” Colbert managed to narrow down Fallon’s lead and eventually topped his competition. By late March, Colbert’s show was averaging nearly 3 million viewers, about 400,000 more than Fallon’s.

But as The Washington Post’s Callum Borchers wrote, by joking about oral sex, Colbert “rushed the bro-ternity” of Alex Jones, who once said that Rep. Adam B. Schiff (D-Calif.) “looks like the archetypal c—sucker,” and Jesse Watters, who came under fire for a not-so-subtle joke about Ivanka Trump “speaking into that microphone.”

Sitting on a panel on “The Fox News Specialists” on Tuesday, Karl Rove, who was a senior adviser in the administration of former president George W. Bush, called the jokes “lewd,” “obscene” and “inappropriate.”

“They wrote this. This was not a rant that he came up with on the top of this head. They wrote this,” Rove said, adding later: “I’m going to continue to do what I do with anything Colbert. I’m going to refuse to watch the SOB.”

Many demanded an apology.

Others hijacked the trending hashtag with sarcastic jabs at Colbert’s critics:

Colbert began his scathing monologue Monday night by making fun of Trump’s comments about the first 100 days in office, which the president called a “ridiculous standard.”

“Trump has repeatedly said that this 100 days is totally arbitrary, okay. Totally unimportant. And to prove how unimportant it is, he took out a TV ad, he cut a cake on Air Force One, and he held a rally in Pennsylvania,” Colbert said. “The theme of that rally, ‘Promises Made, Promises Kept.’ Which is better than the original slogan, ‘Promises made, never mind, never said it, fake news, watch Fox & Friends.’ ”

He then turned to how Trump abruptly ended the interview with Dickerson, after the “Face the Nation” host asked him if he stands by his claims that President Barack Obama had wiretapped him.

Trump’s response to the question was replayed on Colbert’s show:

“I don’t stand by anything,” Trump told Dickerson.

That’s when Colbert said: “It’s true. He doesn’t stand by anything except the dressing room door at Miss USA Pageant. … Who needs a lotion?”

But it was Trump telling Dickerson that he was a purveyor of “fake news” and calling his show “Deface the Nation” that seems to have set Colbert off.

In an interview Wednesday with Newsmax TV, Federal Communications Commission Chairman Ajit Pai said the agency does not get into the business of regulating content. The Supreme Court, he said, has placed some limits on the authority of the FCC, which regulates communications by radio, television, wire, satellite and cable.

“It’s a free country. People are willing and able to say just about anything these days,” Pai said, adding later that unless a content is indecent, obscene or profane by FCC standards, the agency’s authority is “pretty limited.”

Alec Baldwin used a derogatory sexual comment toward the end of his cold open performance on Saturday Night Live. While portraying the President he referred to "...tugging himself so Melania could find it."

This blatant sexual innuendo to masturbation has completely crossed the line into obscenely disrespectful comments about President Trump.

Effective immediately I will boycott all advertisers on NBC and communicate my outrage to each and every one of them. I am also sending this complaint to the FCC for immediate follow-up.

CNN Panelist, Phil Mudd stated publicly that the "People in the Deep State are going to kill Trump". CNN needs to be declared the terrorist propaganda organization that it is, and shut down by the Feds in conjunction with the FCC and any other necessary entity as soon as possible. If any American citizen whom also had the financial power, expertise and legal know- how of CNN committed that exact crime of extortion, they would be arrested and their business would be no longer a functioning business. I am appalled that such content is not only acceptable, but televised without any consequences. I was taught that racism, against any individual is absolutely unacceptable, regardless of their race. We have filed a complaint with the FCC to URGE the commission to cancel this show immediately and hold Louis CK accountable for his sexual depravity that has traumatized millions of viewers. This deeply disturbed individual needs to be evaluated by a qualified and non-partisan professional from the American Psychiatric Association. Failure to do so will enable an acceptable culture of rape, sexual assault, and pedophilia manifesting in Hollywood; an industry that has accepted a culture of depravity that targets children so that powerful people can fuel their depravity. We as American citizens will not stand by and watch our children be targets for Hollywood, and demand that the FCC investigate the Television and Film industry.

Most awful comedian Seth is not funny at all. He tries but his jokes are dry and awkward. I never find his satire funny. He makes too much fun about Trump that was over the top and took away the focus on his own show. I tried to watch his show and was hoping to find one that I could laugh but they are so boring. I am surprised his show lasts this long. He will never be like Fallon.

Myers is, of course, unfunny. He has never been funny. It's 2018, Seth's not new to Late Night anymore. He's not made for Late Night. The powers that be at NBC 200% made an error in choosing him. I'm so very tired of hearing his mundane stories about sports or his relationship with his wife. He has such a dry and grating humor that I just want to ignore him. He's lucky to book some interesting guests, it's the only thing keeping me (and I suspect others) watching. I do suspect that his guests cringe a little at the idea of attending his show.

Steve Higgins Is Too Weird The Tonight Show needs an overhaul! The shows host acts like a drunk frat boy and his sidekick (Steve Higgins) is weird & not funny. Jimmy Fallan also has these stupid games he plays with his guest and they are boring to watch. Jimmy has an obvious "FAKE LAUGH" that gets on my nerves. If your looking for him to be a great interviewer don't bother. He has softball questions and never has follow up questions. With Know follow up questions that tells me "He isn't paying close attention" to what his guest is saying. He will ask a question and listens to when they stop talking so he can "Plug" his guest projects. Steve Higgins jumps in too much during the monologue and he doesn't help. He comes across as dad that laughs at his own jokes

Jimmy Fallon is annoying and childish I use to watch Letterman just because he was calm and grown up even if boring. I find Jimmy Fallon and his false sounding,extremely worded appreciation of every guest and their talent as about untruthful as I have ever seen. Most guests look so uncomfortable. His laughter is forced and false as if him laughing will make things that are not funny magically become so to the audience. I know the man has some talent in some areas but I do not think hosting a show is one of them. The other new guy does the same but just a little less teenage type. Is there no research done on guests so you can learn something unique about them as Graeme Norton does ? It looks so old fashioned and without class. I think they should have chosen a woman as the men are horrible. So many to choose from and we get two duds. Someone off the street could do better, I dare the networks to try it.

Weak and getting weaker Agree with reviewers who say that Fallon can pull off some funny bits but doesn't have the stuff to produce a consistently funny and entertaining full show night after night. Understand that a younger guy is supposed to appeal to a younger audience but the incessant giggling/shouting/screaming/hiding under the desk makes it unlikely that he will ever graduate from the third grade. He doesn't engage very well with guests on the show; the silly games are not a substitute for either serious or comic interaction with those appearing on the show. He might consider letting some of his accomplished guests, Seinfeld for example, do a comedy bit on their own. Also agree that the band doesn't add much to the show; would be better just to have higher quality musical guests and have them do two performances as on SNL. Bottom line - Comedy has a lot of staying power but silly gets old in a hurry; Fallon doesn't seem to know the difference between comedy and silly. At the end of the day (haha - get it?!), Jimmy seems to have succumbed to the same problem that plagues SNL; maybe he spent too much time there - take a one-time clever and humorous idea and then repeat it over and over until viewers are sick of it.

Poor Jimmy...... a real snooze. I watched 10 or so shows, thinking Jimmy needed to "warm up". But the show is just terrible. It might be better without the loud mouth, obnoxious side kick. I have always liked Fallon and thought he'd do really well with this show but not so. I feel embarrassed for Jimmy. I don't care how you cut it; this show simply does not work for Jimmy. I agree with the reviewer who said something like: this is a teenager in a 39 year old's body. Monologues are corny and the skits are just horrific. I can't imagine what has happened to Jimmy. I just loved his humor but no more...... not as a host anyway. He seems very awkward and unlike himself. I was really looking forward to the show as I never did warm up to Jay Leno....Jay repeated his jokes too much. I still love Jimmy Fallon but I feel very badly that he can't seem to carry this off. Like I said, it might be better if the sidekick is removed or replaced. Steve Higgins is SO loud and SO irritating. Sad, really sad !

Over the weekend, this problem cropped up again for the late night news and the following Saturday Night Live show on NBC. Yet NBC shows airing both before and after these programs broadcast perfectly with audio and video. On Sunday for some reason, Dateline, which due to Sunday Night Football aired in the unusual slot of 10 pm to 11 pm when the late night news generally runs, was similarly sabotaged. I do feel, this is not just support of genocide, but could lead to an actual such event, which was the case with similar commentary in the past before previous genocides throughout the world. The show should be fined, the episode should be made unavailable, because of the support of genocide.

I honestly feel this supposed world class talent may be receiving threats of some sort, in an organized effort to control their commentary, possibly even control public opinion. I don't know what else could explain such downright horrible, poor taste content, from supposed pros, considered the best of the best. It was Saturday night and I just got home from my second job, waitressing, and my daughter and I were headed to bed. And he said it so loudly and with such emphasis that my daughter looked at me like, "what was that?". I turned off the TV immediately and the next day, searched the internet to see if that had created an uproar as I thought it would. But it had not. I didn't think such words were allowed on TV. I don't even let my children say crap much less be accidentally subjected to such disgusting hate speech on TV without any backlash. NBC and Jim Carrey should get in trouble for this. I should hope our society hasn't downgraded to the point that we find this behavior acceptable.

One of the skits had Jim Carrey playing Joe Biden and Alec Baldwin playing President Trump. It was a funny skit and my wife and I were laughing at some of the lines until Jim Carrey uttered an obscenity by taking the Lord's name in vain. I told my wife that there was no reason for him to use that language. It didn't add anything to the skit. Then, the following Saturday evening (November 7th) during the opening for SNL, the person playing Wolf Blitzer also uttered the same offensive language. Thank goodness, we rarely hear these words used on network TV, so I thought it was against the FCC regulations to use such language. These words are deeply offensive to me and I'm sure that other people of faith feel the same way. This is the reason for my complaint. If this language is in violation of FCC regulations, I hope that the FCC will hold NBC accountable.
