As Part of the RPS Proceeding, Staff and NYSERDA Prepared a Cost
EXPRESS TERMS - SAPA No.: 03-E-0188SA19 The Commission is considering whether to adopt, modify, or reject, in whole or in part, potential modifications to the Renewable Portfolio Standard (RPS) program, including base forecast, goals, tier allocations, annual targets and schedule of collections. The base forecast of electricity usage in New York State against which the RPS goals are applied is currently the forecast contained in the 2002 New York State Energy Plan. The Commission is considering updating the base forecast using a 2007 forecast of electricity usage in New York State developed in Case 07-M-0548, the Energy Efficiency Portfolio Standard (EEPS) proceeding. The Commission is also considering updating the base forecast using a post-EEPS forecast of electricity usage in New York State, also developed in the EEPS proceeding, incorporating successful deployment of the targeted levels of energy efficiency planned in the EEPS case into the forecast. The current goal of the RPS program is to increase New York's usage of renewable resources to generate electricity to 25% by 2013. The Commission is considering whether to increase the goal to 30% by 2015 or to otherwise adjust the goal. The RPS program targets are currently divided into tiers. If the Commission modifies the base forecast or the goal, the Commission will consider whether the targets by tier should be adjusted proportionally or on some other basis. The Commission is also considering whether the annual targets should be modified to account for such changes to the RPS program. The Commission is also considering whether the schedule of collections should be modified to account for such changes to the RPS program, to specify collection levels beyond 2013 necessary to fund contracts extending beyond 2013, and to fund maintenance resources and administrative costs not yet accounted for in the current schedule of collections. -

FOR IMMEDIATE RELEASE MEDIA CONTACT: Meaghan Wims 401.278.4434, [email protected] Deepwater Wind Plans Offshore Wind Farm to Serve Maryland Skipjack Wind Farm Will Deliver Affordable Offshore Wind Energy Far Below State Estimates, Saving Ratepayers Millions of Dollars Ocean City, Md. – November 22, 2016 – America’s leading offshore wind company Deepwater Wind today announced plans for the Skipjack Wind Farm, a new offshore wind farm that will help Maryland meet its clean-energy goals at far lower prices than state law anticipates, saving Maryland ratepayers millions of dollars. The Skipjack Wind Farm will not only be the state’s largest renewable energy project, it would also be the right size for Maryland’s first offshore wind farm. At 120 megawatts, the Skipjack Wind Farm could be built in a single construction season, and developed more cost-effectively, and with considerably less risk, than a larger project. At more than 17 nautical miles northeast of Ocean City’s coastline, the project would be located so far away that it won’t impact views from Maryland’s shore. Deepwater Wind has secured the rights to acquire the site’s federal lease, subject to regulatory approval. “We’re bringing down the cost of American offshore wind energy in a big way,” said Deepwater Wind CEO Jeffrey Grybowski. “Ratepayers in Maryland will benefit from energy that is both clean and affordable. The Skipjack Wind Farm is the right clean energy solution for Maryland, and we’re ready to get to work.” The Skipjack Wind Farm is expected to generate well over $100 million dollars in economic benefits for Maryland. -

DESCRIPTION 1.1 Applicant: Vineyard Wind, LLC; Richard Andrade, Eric Peckar (Vineyard Power Cooperative); Kate McEneaney (Epsilon Associates); Rachel Pachter and Nate Mayo (Vineyard Wind). 1.2 Project Location: The proposed cables would run more or less north‐south for 12.4 or 13.7 miles below Edgartown waters approximately 1.2 miles offshore. 1.3 Proposal: The proposal is to install two 220‐kW export cables underneath the sea floor in two trenches that will pass approximately 1.2 miles offshore of Edgartown for either 12.4 or 13.7 miles (through the Edgartown waters stretch) using hydro‐plow or mechanical plow installation methods. Plans show two possible routes but only one is proposed to be installed. 1.4 Zoning: The project is offshore where there is no zoning. The area where the Wind Farm is proposed was designated a Wind Lease Area by the Bureau of Ocean Energy Management (BOEM). 1.5 Local Permits: The project will be reviewed locally by the Edg. Conservation Commission and the MVC. The Applicant has said they will conduct conversations with the Wampanoag Tribe. Other permits and reviews: National Environmental Policy Act (NEPA) Environmental Impact Statement (EIS) is being conducted by the Department of the Interior’s Bureau of Ocean Energy Management (BOEM). The Draft Environmental Impact Statement (DEIS) was released on December 7, 2018, triggering a 45‐day public and agency review period (https://www.boem.gov/Vineyard‐Wind/) and is also at the Edgartown and Chilmark Public Libraries. -

Clean Energy from America’s Oceans Permitting and Financing Challenges to the U.S. Offshore Wind Industry Michael Conathan and Richard Caperton June 2011 Introduction and summary For 87 days in the spring and summer of 2010, an undersea gusher of oil continuously reminded Americans of the toll energy development can take on our oceans. Approximately 3,500 oil rigs and platforms were operating in U.S. waters at the time of the BP disaster. There were also over 1,000 wind turbines generating clean, renewable electricity off the coastlines of northwestern Europe. But not a single windmill yet turns in the strong, abundant winds that abound off our shores. Clearly wind power cannot immediately replace the energy we still must generate from the oil and gas produced on the outer continental shelf. But America’s unwillingness to clear the way for permitting a proven, commercially scalable, clean source of energy is a major black eye for a nation that purports to be a leader in technological development. Denmark constructed the first offshore wind facility in in 1991. In the intervening two decades 10 other countries installed offshore wind farms—eight nations in northern Europe, plus Japan and China (see chart).
