Assam Abstract: A brief outline about the importance of user education in Academic libraries is highlight here. The current paper discussed about the importance and needs of user education programme in college libraries. As an institute of higher learning the college libraries takes important role in academic supportment of study and learning of degree courses. Current research work emphasis the various issues/challenges on library user education programme for the user community of the colleges of Barak Valley, Southern Assam.To enhance the maximum utilization of the library resources and providing good library services users of the libraries are the main clientele. In this scenario enhancement of user education programme has evaluated throughout the study. 1. Introduction In higher education system colleges takes an important role in in imparting education. College libraries are the heart of the academic system. Now a day’s information systems become more and more dynamic with the latest development of ICT and E-world. Traditional library systems are bound to change with the development of latest technological world. Users behavior, needs are also changing in present day context of the libraries. In this scenario user education programme of the libraries should dynamic to the new and existing users of the colleges. -

Assam, India Abstract: The current paper discussed about the various issues and challenges of ICT implementation and digitization of college libraries of Barak Valley, Southern Assam. Barak valley as an interior place of Assam and north east India has less economic development in comparison to rest of India. Facing with various problems the college libraries of this region are growing day by day with chasing the challenges. UGC’s autonomous centre INFLIBNET are continuously doing their best effort in supporting the automation of libraries of this region with their software SOUL and other helping hand. The paper mainly discussed about the ground problems of the college libraries in the ICT implementation and digitization. Keywords: ICT (Information Communication Technology), Digitization, College Library. I. Introduction Information communication technology (ICT) and digital library system plays an important role in present day’s higher academic system. Colleges are important sector of higher education system. Development of ICT and digital library system are demand of time to fulfill the information needs [1]. Barak Valley a remote area of Southern Assam comprises of Cachar, Karimganj and Hailakandi Districts. Colleges of Barak Valley cover of Assam University jurisdiction. The College libraries of this entire region ICT development and digital library system are still in a very initial stage. -

Krishna Kanta Handiqui State Open University l Annual Report 2017-18 EXECUTIVE SUMMARY The Krishna Kanta Handiqui State Open University, a premier institution in the field of Distance Education in the state of Assam continues its journey towards expanding its horizon, extending education beyond barriers, reaching out to the unreached and making a difference to the lives of all sections of the society. The University has achieved several milestones under the dynamic leadership of Dr. Hitesh Deka, the Vice Chancellor KKHSOU, and further continues in its commitment towards providing quality higher education and lifelong learning to the deprived, as well as, denied sections of the state and the region. At present the University continues to function from its Main Campus at Patgaon, Rani and simultaneously from the City Office located at Housefed Complex, Dispur Last Gate, Guwahati. Significantly, the year 2017-18 is marked by several important events and activities such as the University Memorial Lecture and educational talks, cultural activities and social initiatives, academic activities and academic collaborations as well. The University at present offers 6 Bachelor Degree, 10 Master Degree, 6 Post Graduate Diploma, 9 Diploma and several Certificate programmes together with the D. El. Ed programme. It requires special mention that the University continues in its efforts to fulfill its social obligations by providing free education to the jail inmates of the Central Jails, Guwahati, Abhayapuri and Jorhat respectively, as well as, District Jail, Mangaldai. The University also provides free education to the differently-abled persons along with SLMs in Braille and audio formats for the visually impaired learners. -

Received: 14 March 2020 Revised and Accepted: 8 July 2020 ABSTRACT: Purpose: “Survival is the fittest”, being as an organism modern day library has to fight for the changes to survive with the latest technological advancements. To cope with the day to day challenges, college libraries have to categorize and extend its own best practices to enhance the library usage, services and dissemination of information. While planning any best practices for future strategies should follow specific planning, analysis for user base objectives and institutional goal. Library practitioners must take active participation for creative and problem solving attitude. A regular analysis of library best practices leads to the continuous development in performance of the library and institution as a whole. Methodology: Survey method with the help of structured questionnaire has been applied in this study along personal observation to conduct this study. The colleges assessed and accredited by NAAC are well equipped and implemented library best practices therefore this study covers 13 numbers of colleges out of 24 degree colleges in three districts of Barak valley affiliated to Assam University, Silchar. Findings: As the study population has assessed and accredited by NAAC therefore the selected colleges fulfilling minimum benchmark of NAAC best practices which can be extended to achieve higher academic performances and quality of library services. -
