Executive Summary

In 2008, the London Borough of Lambeth (the Council) received a petition from residents, requesting that a Controlled Parking Zone (CPZ) be investigated for the Myatts Field area, to address perceived parking problems. As a result of this, a consultation on proposals to introduce a CPZ across an area designated as Camberwell ‘M’, within the London Borough of Lambeth, was undertaken. 5161 consultation documents were distributed to residents and stakeholders, and a total of 621 were returned, giving an overall response rate of 12%. This response rate varied on a street by street basis. In response to being asked if they would like the Council to develop plans for a CPZ on their street, the majority of respondents (54%) stated that they were not in favour. This was in comparison to 40% of respondents who were in favour. Confidence intervals were calculated for the response to this question, on a street by street basis. This indicated that a limited number of streets have a high level of confidence that their response is reflective of the street as a whole. The streets of residents that were in favour of a CPZ were mainly located towards the north and west of the proposed area, with the streets against a CPZ mainly located towards the south and east of the area. However, it was identified that there were no areas of significant size which were completely in favour of the introduction of a CPZ. A parking survey was also carried out in the area to determine existing parking levels and identify any key issues ( Camberwell ‘M’ CPZ Consultation Parking Survey Technical Note, Atkins, January 2010 ). The results of this survey highlighted that that areas of high parking demand did not wholly correspond to areas where residents were in favour of a CPZ. It is understood that the Council will assess the results of the parking beat surveys and consultation and to decide on whether the CPZ proposal is progressed or not.

1. Background CPZ Proposal 1.1 Atkins has been commissioned by the Council to manage the consultation of stakeholders on the proposal to introduce a CPZ across the area designated as Camberwell ‘M’. 1.2 This report outlines the methodology, analysis and results of the consultation. 1.3 Previous consultations by the Council to introduce the CPZ have ended in residents’ overwhelming objection to the proposals. However, in 2008 the Council received a petition requesting that a CPZ for the Myatts Field area be investigated, to address the perceived parking stress caused by commuter parking. After considering the views of the residents, the Council has decided to consult on the principle of implementing a CPZ, with the possibility that a viable zone is developed from the consultation. 1.4 The proposed CPZ area is situated within the Coldharbour and Vassall Wards, and is bordered by the ‘K’, ‘S’ and ‘B’ CPZs to the west and the Camberwell ‘A’ CPZ to the east. 1.5 As part of the commission, the Council requested that parking beat surveys also be undertaken within the proposed CPZ area. This was to determine existing parking levels, as well as identify the key issues relating to parking. Atkins undertook surveys in November 2009 and issued a technical note (Camberwell ‘M’ CPZ Consultation Parking Survey Technical Note, Atkins, January 2010 ), outlining the results of the survey in January 2010. A brief summary of the parking survey results, and how they correspond to the results of the consultation, is provided in Section 4 of this report.

2. Consultation Methodology Methodology 2.1 A consultation pack was produced, and approved by the Council, containing: • A consultation letter, explaining the reason for consultation and showing a plan of the CPZ area; • A questionnaire, with numerous questions designed to ascertain respondent views on the proposal, along with a diversity monitoring form; • A CPZ ‘Frequently Asked Questions’ factsheet; and • A pre-paid envelope for return of the questionnaire. 2.2 A copy of the consultation pack is included in Appendix A. 2.3 The distribution area, which corresponded to the proposed CPZ area, was defined by the Council. The addresses of all properties within the area were provided by the Council. A total of 5311 consultation packs were sent out to all of the properties and businesses within the area. Following post out, a total of 150 consultation packs were returned by the Royal Mail due to the address being inaccessible, addressee unknown or no such address existing. 2.4 It was noted that some of the consultation packs were returned as a result of properties located in high rise residential blocks being inaccessible. To address this issue, the estate management boards were contacted and asked to put up notices within the blocks to raise awareness with residents. The notices outlined that the consultation was being undertaken and included contact details to either request a questionnaire or submit comments regarding the proposal. 2.5 The Council also provided a list of key stakeholders to be consulted within the proposed CPZ area. This list was sent to the LB Lambeth Councillors within the affected Wards, who provided details of further key stakeholders as deemed necessary. Consultation packs were sent to 56 key stakeholders, some of whom were located outside the CPZ area. 2.6 In addition to the questionnaires issued, a notice was placed within the Council’s publication, the Lambeth Life, on 15 December 2009. The notice outlined that the consultation was being undertaken and included contact details to either request a questionnaire or submit comments regarding the proposal. The notice was placed to help ensure all residents were aware that the consultation was being undertaken and to allow them to request a consultation pack should they not have received one. 2.7 During the consultation period, a CPZ open meeting was arranged by a Calais Street resident and invites to attend were sent out independently of Atkins or the Council. The meeting was undertaken on 7 December 2009 at Longfield Hall on Burton Road, within the proposed CPZ area. Representatives from Atkins and the Council were present to discuss the proposal and answer questions from residents. Key discussion points raised at the meeting are enclosed in Appendix B. 2.8 The consultation period was originally set from 16 November to 18 December 2009 (5 weeks). However, due to the size of the proposed CPZ consultation area and concerns raised by residents about the robustness of previous consultations, the consultation period was extended to 22 January 2010 (total of 10 weeks).

Issues of Note 2.9 The three main issues of note when carrying out the consultation were as follows: • Leaflets independent of the Council or Atkins were delivered to a number of households. The leaflets were anti-CPZ in tone, and included a link to an online petition to protest against the CPZ (http://nocpz.webhop.org). The petition stated that they “request that Lambeth Council and its Transport and Highways Team immediately withdraw their plans to implement a Controlled Parking Zone”. The petition can be viewed at the following website: http://www.gopetition.com/petitions/no-cpz-in-vassall-ward/signatures.html • A pack of 66 consultation replies were received in the post from PACCA TMO (Patmos Area Community Conservation Association – Tenant Management Organisation). It was noted that all replies were photocopies of the same reference number, a large number of the replies had the same ‘tick’ style, and every response was against the implementation of a CPZ. In some cases, the questionnaires were duplicates of responses already received from residents, but with different answers. Following advice from the Council, it was decided that these questionnaires should not be considered in the analysis. However, should the invalid responses have been taken into account, the key results as outlined in Section 3 would change as follows: - The response rate would increase from 12% to 13%; - The number of respondents against a CPZ would increase from 54% to 58%; - Cormont Road would change from being 50:50 to against a CPZ; and - Langton Road would change from being for a CPZ, to being against a CPZ. • A response was received from Robert Gallo, Chairman of Calais Street Residents Association (CSRA) on behalf of residents, on the 22 nd January 2010. The CSRA are also responsible for the Petition for the residents living around Myatts Field Park. The CSRA were not included on the original stakeholder mail out list, and therefore the response was not in the approved consultation document format. In addition, it was noted that a number of residents who represent the group had already sent in their individual responses to the consultation. It was therefore decided to exclude this response from analysis. However, it should be noted that the CSRA were strongly in favour of a CPZ being implemented and noted a number of reasons why a CPZ would be a suitably address the current parking problems on Calais Street and the surrounding area. The response also stated that as of January 2010, 104 signatures had been received in favour of a CPZ for the area around Myatts Field (http://gopetition.com/petitions/cpz-at-myatts-field-park.html). It is recommended that this is taken into account when considering the consultation responses. The full response is available on request.

3. Consultation Results Response Rate 3.1 Of the 5161 consultation documents distributed to valid addresses and stakeholders, a total of 621 were returned, which gives an overall response rate of 12%. A breakdown of response rates between properties and stakeholders, to one decimal place, is shown in Table 3.1. Table 3.1 – Consultation Response Rate

3.2 A full count of the response rate, per street, is included in Appendix C. It should be noted that the individual response rates per street varied across the area. Table C.1 and C.2 in Appendix C colour codes the response rate, per street, based upon the thresholds below: • 0 – 10% response rate; • 10 – 20% response rate; and • 20% + response rate. 3.3 It is recommended that the Council reviews the analysis in the context of these individual response rates i.e. a street with a response rate of, for example, less than 20% may not be considered to be reflective of the street’s entire population. 3.4 Additional responses received during the consultation period were: • 1 letter; • 4 telephone calls; and • 5 emails. 3.5 A summary of the additional comments received as part of the questionnaire, as well as the additional correspondence comments above, have been included later in this Section. 3.6 All full responses to every questionnaire returned have been recorded and are available on request. Results 3.7 Questions 1 to 3 of the questionnaire attained personal information (name, address and postcode) of the respondent and this information has been omitted from this report for confidentiality. 3.8 The demographic breakdown of respondents is provided in Appendix D. 3.9 As previously mentioned, this consultation exercise had a 12% response rate, with varying response rates per street. It is therefore important, that when interpreting the response results in this Section, attention is given not only to the percentage sample but also to the actual numbers. This should minimise the possible distortion of results due to small samples.

Respondent Status (Question 4) 3.10 Figure 3 .1 shows that 522 (84%) respondents are local residents, 33 (5%) are owners or employees of local businesses or organisations and 118 (19%) are residents on estates. 3.11 It should be noted that it was possible for respondents to appear twice in the data, for example, by both living and working in the consultation area. Vehicle Ownership (Question 5) 3.12 Figure 3 .2 shows that a majority (59%) of respondents own one car and 12% own more than one car. Approximately 6% of respondents own at least one motorcycle, and approximately 6% own at least one van or truck. 23% of respondents do not own a vehicle. 3.13 Again, i t should be noted that it was possible for respondents to appear twice in the data, for example, by owning both a car and a motorcycle. Difficulty with Parking (Question 6) 3.14 Figure 3.3 shows that the most significant pr oportion of respondents (42%) did not have difficulty parking in their area, compared to 37% of respondents who did. 21% of respondents either stated ‘not applicable’ or did not provide a response to this question. 3.15 A full analysis of the response s to Quest ion 6 , per street, is included in Appendix E . Time of Difficulty with Parking (Question 7) 3.16 37% (229) of respondents stated that they have difficulty findi ng a parking space in their area. The times at which these respondents have most difficulty parking are shown in Figure 3.4. 3.17 It was possible for respondents to appear twice in the data, for example, by finding it hard to park on both a weekday and a Satur day. 3.18 The responses show that most respondents had problem parking on a weekday. The data indicated that parking problems were most significant during the morning and afternoon. This trend may be indicative of weekday commuter or business parking throughout the day, which is reduced as vehicles leave the area during the evening hours.

3.19 Parking problems were reduced during the weekend. The graph shows that Sunday evening is the most difficult time to park during the weekend, although the comments from responde nts did not reveal why that was the case. Figure 3.4 – Respondents’ Time of Difficulty with Parking

Alternative Parking (Question 8) 3.20 Figure 3.5 shows the alternative streets where respondents park, should they not be able to park on their own street. Not all respondents noted that they parked in alternative streets, as highlighted by the 36% of people that replied to this question. 3.21 The figure illustrates that Knatchbull Road, Cormont Road and Vassall Road are the most utilised streets for alternative parking. Knatchbull Road and Cormont Road are located within the Myatt’s Field Area. Further investigation found that most respondents who parked here as an alternative, lived on other streets within the Myatt’ s Field area, thus alluding to the parking problems highlighted by residents in the area who initially raised the petition for a CPZ. 3.22 A full analysis of the responses, per street, to Question 8 is included in Appendix F. 3.24 The results were also broken down per street and full analysis of the responses, highlighting the ‘for’ and ‘against’ percentage for each street is shown in Appendix G. 3.25 The streets that are mostly in favour, not in favour, or are 50:50 (half in favour ; half not in favour) on their decision are listed in Table 3.2. The table shows that respondents from most streets are not in favour of a CPZ. 3.26 These streets are geographically shown in Figure 3.7. The map shows that the streets in favour of a CPZ are loca ted mainly towards the north and west of the proposed area, with the majority of streets towards the south and east of the area against the introduction of a CPZ. However, the map does not show any areas of significant size which are wholly in favour of a CPZ. 3.27 Individual responses, per property, are shown in Figure 3.8.

Quantified Analysis 3.28 Whilst reviewing the summary analysis for Question 9, it should be noted that the overall response rate per street may not be indicative of the street’s entire population. For example, whilst the majority of respondents from Brixton Road were in favour of a CPZ, the overall response rate for the road was only 5%, and therefore may not be considered representative of the whole street. It is recommended that the Council takes this into account when reviewing the analysis. 3.29 The detailed analysis provided in Appendix G colour codes each street based upon their individual response rate. The streets with lower overall response rates may be considered less representative of the entire street. 3.30 In order to help evaluate the statistical reliability of each street’s response to this question, the 95% confidence interval was calculated for the responses which stated ‘yes’ to the introduction of a CPZ. The results of this are shown in Figure 3.9. The bars on the graph show the percentage of respondents who were in favour of a CPZ on their street, whilst the error margin lines indicate the lower and upper confidence intervals for that particular response. 3.31 The range between the lower and upper confidence intervals indicates the percentage range in which we have confidence that the ‘yes’ responses we received for a street is indicative of the street as a whole. For example, if X% respondents were in favour of a CPZ, and the lower and upper confidence intervals were Y% and Z% respectively, we are between Y% and Z% confident that those X% respondents is representative of the street as a whole. 3.32 The graph is also split by the overall response rate to the consultation. Streets with a 0 – 10% response rate are highlighted in red (to the left), 10 – 20% response rate highlighted in yellow (in the centre), and 20% + highlighted in green (to the right). Those streets with lower response rates tend to have wider confidence intervals and the responses are therefore less indicative of the street as a whole. 3.33 Figure 3.9 indicates that there are a limited number of streets with an overall response rate of over 10%, and a confidence interval which would imply that the street as a whole would be in favour of a CPZ. However, it should be noted that if the Council proceed to design a zone which incorporates a number of streets, the confidence interval for that area is likely to be narrower than on an individual street basis. 3.34 For the Camberwell ‘M’ zone as a whole, the following confidence intervals were calculated: • 40% of respondents in favour of a CPZ, with a confidence interval between 36% and 44%; and • 54% of respondents not in favour of a CPZ, with a interval between 50% and 58%.

Additional Comments (Question 10) Questionnaire Comments 3.35 All additional comments on the questionnaires were read and recorded in full in a spreadsheet. These are available on request. However, analysis of responses highlighted some specific key themes, which have been summarised below. Comments In Favour of a CPZ • Congestion: A large number of respondents (approximately 10%) noted congestion as a major problem in their area, resulting in difficulty with parking. A number of respondents stated that large commercial vehicles and commuters were the cause of this congestion. Geographically, it was highlighted that the Myatts Field area and Vassall Road were particular problem areas. • Safety: Some respondents stated that the high level of parking resulted in a safety issue, particularly for children. Comments Not in Favour of a CPZ • Permit Cost: A large number of respondents (approximately 12%) stated that they opposed the cost of the parking permit. Many stated that they felt the CPZ would act wholly as a money-making scheme for the Council and regarded the permits as a stealth tax. • No Need: A large number of respondents (approximately 11%) stated that there was no problem with parking on their particular road and they therefore felt that there was no need for a CPZ to be introduced. • Visitors: Some respondents noted that it would easier for visitors to park without a CPZ in place, than if temporary visitor permits were required. Miscellaneous Comments • Limited Hours of Restriction: Should a CPZ be introduced, a number of respondents requested that it only be limited to one, or a few hours, and should not be all day restriction. • Consideration for Local Businesses: A number of business owners commented that consideration be given to local business should a CPZ be introduced. For example, pay and display bays should be provided so that the CPZ does not have a detrimental impact upon business. • Dumped Vehicles: Some respondents noted that parking problems were caused by vehicles which have been dumped and left in situ for a number of months. Particular streets where this was noted are Vassall Road, Upstall Street, Knatchbull Road and Denmark Road. 3.36 It is important to bear in mind that most respondents usually only comment on what they disagree with. As a result, it was noted that most comments were typically in opposition to the proposals. 3.37 In particular, the most common theme in opposition to a CPZ was the cost of parking permits. This is concurrent with comments received at the CPZ open meeting. It is considered that a number of residents are against a CPZ simply on the basis of this, even if they believe the CPZ would help alleviate parking problems in their area. 3.38 It should be noted that many comments were received were specific to individual issues and problems. It is recommended that these are taken into consideration, prior to the further development of proposals. 4. Parking Survey Summary

4.1 The Council requested that parking beat surveys be undertaken within the proposed CPZ area. This was to determine existing parking levels, as well as identify the key issues relating to parking. This Section provides a summary of the findings as outlined in the Camberwell ‘M’ CPZ Consultation Parking Survey Technical Note (Atkins, January 2010) , and how they correspond to the results of the consultation. 4.2 Analysis of the parking survey data indicated a marked difference between parking patterns within the proposed CPZ between the Wednesday and Saturday, and also geographically across the area. 4.3 Analysis of the percentage use of unrestricted parking spaces indicated that during the Wednesday survey, an average of 72% of unrestricted spaces were in use across the proposed CPZ area, compared to 53% on the Saturday. Although the percentage use of unrestricted parking areas differed across the proposed CPZ area, these figures indicate that the area as a whole is not adversely affected by pressure on parking spaces. This may be why the most significant proportion of respondents (42%) to the consultation questionnaire did not have difficulty parking in their area, as opposed to the 37% who did (Question 6). 4.4 The parking survey data suggested that pressure on car parking spaces is greater during the week (particularly during the IP) and occupancy decreases significantly during the weekend. This resonates with the response to Question 7 of the consultation questionnaire, where respondents noted most difficulty with parking during the week, in the morning and afternoon. 4.5 Visual analysis of the data, in the form of CPZ parking model maps, showed that during both Wednesday and Saturday surveys, the areas of lowest parking demand were located towards the west and north of the area, and the areas of highest parking demand were located towards the east and south of the area. It was noted that roads within the Myatts Field area experienced noticeable demand, and this may be reflective of the large numbers of residents living in high rise buildings, for example in the Myatts Field Estate and Loughborough Estate. The trend may also be reflective of the light industrial estate located off Paulet Road, and Loughborough Junction Rail Station near to Rathgar Street, which may induce high parking occupancy on those roads. 4.6 However, the streets that were in favour of a CPZ, through the consultation questionnaire, were mainly located towards the north and west of the proposed area, with the streets against a CPZ mainly located towards the south and east of the area. This trend is, on the whole, in contrast to the parking survey results. This may be suggestive that in some cases other factors, apart from parking pressures, may be affecting respondent’s choice as to whether they are for or against a CPZ. The questionnaire indicated that the cost of parking permits heavily influenced people’s decisions, and that could be one of the reasons why areas of high parking pressure do not wholly correspond with respondents being in favour of a CPZ.

5. Summary and Conclusion

5.1 A consultation was carried out on proposals to introduce a CPZ across an area designated as Camberwell ‘M’, within the London Borough of Lambeth. 5.2 The consultation was undertaken as a result of a petition being received by the Council in 2008, requesting that a CPZ for the Myatts Field area be investigated, to address the perceived parking stress caused by commuter parking. 5.3 Of the 5161 consultation documents distributed to addresses and stakeholders, a total of 621 were returned, giving an overall response rate of 12%. This response rate varied on a street by street basis. 5.4 Of these respondents, 84% are local residents, 5% are owners or employees of local businesses or organisations and 19% are residents on estates. The majority (59%) of respondents own at one car and 12% own more than one car. 23% of respondents do not own a vehicle. 5.5 The most significant proportion of respondents (42%) do not have difficulty with parking, although 37% do. Of those that do, it was found that parking problems were most significant on weekdays, particularly during the morning and afternoon. It is considered that this may coincide with weekday commuter or business activity. The responses indicated that parking problems were less significant during the weekend. This trend resonated with the results of the parking beat survey carried out in the area. 5.6 It was found that where residents parked in alternative streets to their own, Knatchbull Road, Cormont Road and Vassall Road had the highest level of displaced parking. Residents parking here were primarily from the Myatt’s Field area. 5.7 In response to being asked if they would like the Council to develop plans for a CPZ on their street, the majority of respondents (54%) stated that they were not in favour. This was in comparison to 40% of respondents who were in favour. Confidence intervals were calculated for the response to this question, on a street by street basis. This indicated that there are a limited number of streets with an overall response rate of over 10%, and a confidence interval which would imply that the street as a whole would be in favour of a CPZ 5.8 The streets that were in favour of a CPZ were mainly located towards the north and west of the proposed area, with the streets against a CPZ mainly located towards the south and east of the area. However, it was identified that there were no areas of significant size which were completely in favour of the introduction of a CPZ. On this basis, it may be difficult, or contentious, to form a viable zone. It should be noted that not all of the Myatts Field area were in favour of a CPZ, despite the original petition coming from residents in that area. 5.9 When comparing the parking survey results with the consultation results, it was found that areas of high parking demand did not wholly correspond to areas where residents were in favour of a CPZ. 5.10 Comments received from residents through the questionnaires, or alternative means, indicated that the key reasoning for a CPZ would be to mitigate parking issues and to improve safety. Conversely, the main reasons why residents opposed the introduction of a CPZ is the cost of parking permits, the belief that there is not an existing parking problem and the impracticality of permits for visitors. 5.11 It is understood that the Council will assess the results of the parking beat surveys and consultation and to decide on whether the CPZ proposal is progressed or not. It is recommended that response rates on a street by street basis, as well as the confidence intervals identified for the response to whether respondents are in favour of a CPZ, be taken into consideration.

Would like an “all or nothing” approach to CPZs across Lambeth; and - Believes it is unrealistic to restrict parking in the entire area as some areas have ample parking, whilst other areas have almost none. • A resident on Cormont Road stated the following reasons in opposition to a CPZ: - Opposed the cost of parking permits; and - Feels that the problem has been displaced here as a result of the introduction of other CPZ schemes, and that there is plenty of available parking in Lambeth. General Comments • A number of residents considered the cost of parking permits as another tax and a money making exercise by the Council; • A number of residents stated that they cannot park their car and were therefore in favour of a CPZ; • A resident raised the issue of Southwark vehicles parking in Lambeth due to the entrance of the Southwark CPZ; • A resident requested that metered parking be provided for libraries, parks etc, should a CPZ be introduced; and • Cllr Steve Bradley stated the need for a fair and transparent consultation process.

Requested clarification from the Council on whether the proposal would still go ahead should the response rate be less than 12%.

Stated that the CPZ proposal does not address the parking issues in the Holland Town Estate, which is in Resident need of rational management. In particular, concern Letter 08/12/09 Brixton Road was stated with regard to indiscriminate parking on Mandela Street, which intrudes upon the ‘A level’ properties on Brixton Road.
