As a result of this, a consultation on proposals to introduce a CPZ across an area designated as Camberwell ‘M’, within the London Borough of Lambeth, was undertaken. 5161 consultation documents were distributed to residents and stakeholders, and a total of 621 were returned, giving an overall response rate of 12%. This response rate varied on a street by street basis. In response to being asked if they would like the Council to develop plans for a CPZ on their street, the majority of respondents (54%) stated that they were not in favour. This was in comparison to 40% of respondents who were in favour. Confidence intervals were calculated for the response to this question, on a street by street basis. This indicated that a limited number of streets have a high level of confidence that their response is reflective of the street as a whole. The streets of residents that were in favour of a CPZ were mainly located towards the north and west of the proposed area, with the streets against a CPZ mainly located towards the south and east of the area. However, it was identified that there were no areas of significant size which were completely in favour of the introduction of a CPZ. A parking survey was also carried out in the area to determine existing parking levels and identify any key issues ( Camberwell ‘M’ CPZ Consultation Parking Survey Technical Note, Atkins, January 2010 ). The results of this survey highlighted that that areas of high parking demand did not wholly correspond to areas where residents were in favour of a CPZ. It is understood that the Council will assess the results of the parking beat surveys and consultation and to decide on whether the CPZ proposal is progressed or not. 5089217.100/Camberwell 'M' CPZ Consultation Report_V2.docx 4 London Borough of Lambeth Camberwell ‘M’ Proposed Controlled Parking Zone: Consultation Report 1. Background CPZ Proposal 1.1 Atkins has been commissioned by the Council to manage the consultation of stakeholders on the proposal to introduce a CPZ across the area designated as Camberwell ‘M’. 1.2 This report outlines the methodology, analysis and results of the consultation. 1.3 Previous consultations by the Council to introduce the CPZ have ended in residents’ overwhelming objection to the proposals. However, in 2008 the Council received a petition requesting that a CPZ for the Myatts Field area be investigated, to address the perceived parking stress caused by commuter parking. After considering the views of the residents, the Council has decided to consult on the principle of implementing a CPZ, with the possibility that a viable zone is developed from the consultation. 1.4 The proposed CPZ area is situated within the Coldharbour and Vassall Wards, and is bordered by the Kennington ‘K’, Stockwell ‘S’ and Brixton ‘B’ CPZs to the west and the Camberwell ‘A’ CPZ to the east. A location plan of the consultation area is provided in Figure 1.1. Figure 1.1 – Location Plan of Proposed Camberwell ‘M’ CPZ N Source: Google Earth™ Mapping Service 5089217.100/Camberwell 'M' CPZ Consultation Report_V2.docx 5 London Borough of Lambeth Camberwell ‘M’ Proposed Controlled Parking Zone: Consultation Report 1.5 As part of the commission, the Council requested that parking beat surveys also be undertaken within the proposed CPZ area. This was to determine existing parking levels, as well as identify the key issues relating to parking. Atkins undertook surveys in November 2009 and issued a technical note (Camberwell ‘M’ CPZ Consultation Parking Survey Technical Note, Atkins, January 2010 ), outlining the results of the survey in January 2010. A brief summary of the parking survey results, and how they correspond to the results of the consultation, is provided in Section 4 of this report. 5089217.100/Camberwell 'M' CPZ Consultation Report_V2.docx 6 London Borough of Lambeth Camberwell ‘M’ Controlled Parking Zone: Consultation Report 2. Consultation Methodology Methodology 2.1 A consultation pack was produced, and approved by the Council, containing: • A consultation letter, explaining the reason for consultation and showing a plan of the CPZ area; • A questionnaire, with numerous questions designed to ascertain respondent views on the proposal, along with a diversity monitoring form; • A CPZ ‘Frequently Asked Questions’ factsheet; and • A pre-paid envelope for return of the questionnaire. 2.2 A copy of the consultation pack is included in Appendix A. 2.3 The distribution area, which corresponded to the proposed CPZ area, was defined by the Council. The addresses of all properties within the area were provided by the Council. A total of 5311 consultation packs were sent out to all of the properties and businesses within the area. Following post out, a total of 150 consultation packs were returned by the Royal Mail due to the address being inaccessible, addressee unknown or no such address existing. 2.4 It was noted that some of the consultation packs were returned as a result of properties located in high rise residential blocks being inaccessible. To address this issue, the estate management boards were contacted and asked to put up notices within the blocks to raise awareness with residents. The notices outlined that the consultation was being undertaken and included contact details to either request a questionnaire or submit comments regarding the proposal. 2.5 The Council also provided a list of key stakeholders to be consulted within the proposed CPZ area. This list was sent to the LB Lambeth Councillors within the affected Wards, who provided details of further key stakeholders as deemed necessary. Consultation packs were sent to 56 key stakeholders, some of whom were located outside the CPZ area. 2.6 In addition to the questionnaires issued, a notice was placed within the Council’s publication, the Lambeth Life, on 15 December 2009.
