TRAFFIC ORDERS – COVENTRY STREET AND HAYMARKET

INTRODICTION OF GOODS VEHICLE LOADING BAY AND AMENDMENTS TO WAITING AND LOADING RESTRICTIONS

Background Information

As part of the Local Safety Scheme programme, the City Council has identified a need to make highway improvements at the junction of Coventry Street, and Haymarket to reduce the number of collisions.

The proposed accident mitigation measures will be combined with complementary public realm and servicing improvements to reflect pedestrian desire lines and anticipated business needs.

The safety / public realm improvements include:

· marking an Advanced Stop Line in Great Windmill Street on the southbound approach to the junction to enable cyclists to wait ahead of motor vehicles at the traffic signals;

· widening the footway on the north side of Coventry Street, west of Great Windmill Street, to provide additional pedestrian space and to reduce the crossing distance between the northern and southern kerb-lines;

· introducing three new signal-controlled pedestrian crossings: o on the north side of the junction, between the eastern and western kerb-lines of Great Windmill Street; o on the east side of the junction, between the northern and southern kerb-lines of Coventry Street (the crossing will be raised to footway level); and o diagonally between the northern kerb-line of Coventry Street, outside The Trocadero, and the southern kerb-line of Coventry Street, in front of The Horses of Helios statue.

The scheme is being funded by a combination of Transport for London’s Local Implementation Plan (from the Local Safety Scheme budget) and the Community Infrastructure Levy.

To facilitate traffic movement and servicing in the vicinity of this junction, it is proposed to:

(a) introduce a goods vehicle loading bay (15 metres in length) outside The Trocadero in Coventry Street which would operate “at any time” with a maximum stay period of 30 minutes and no return within 1 hour;

(b) extend the “at any time” loading restrictions on the north side of Coventry Street, adjacent to The London Pavilion, No. 1 Circus, eastward to its junction with Great Windmill Street, except in the “loading pad” described in paragraph (c) below; and

(c) introduce loading restrictions (15 metres in length) in a new “loading pad” on the footway on the north side of Coventry Street, adjacent to The London Pavilion, No. 1 that would operate: · between midnight and 7.00 a.m. and midday and midnight on Mondays to Fridays; and · “at any time” on Saturdays and Sundays.

Recommendation

It is recommended that Traffic Orders are made to facilitate the implementation of the measures described above and shown on Drawing No. 70051462-WSP-P01-X-DR-HI- 1202-01 and -1203-01 Revs S2-P01.

Statement of Reasons

The introduction of a goods vehicle loading bay outside The Trocadero in Coventry Street will provide a dedicated servicing area for businesses in Coventry Street, east of Great Windmill Street / Haymarket.

The introduction of a “loading pad” on the north side of Coventry Street, adjacent to The London Pavilion, No. 1 Piccadilly Circus will provide a servicing area for adjacent businesses between 7.00 a.m. and midday on Mondays to Fridays whilst providing a widened footway area for pedestrians during the West End’s busier days and hours.

The introduction of “at any time” loading restrictions on the north side of Coventry Street, adjacent to The London Pavilion, No. 1 Piccadilly Circus, eastward to its junction with Great Windmill Street is necessary to prohibit vehicles from parking so as to cause obstructions to traffic flow or from obscuring sight-lines for road users and pedestrians.

I agree / do not agree to the above recommendation and statement of reasons and give the following authorisations:

(a) that procedural steps be taken with a view to Traffic Orders being made under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984;

(b) that subject to no objections being received as a result of public notices and consultation, such Traffic Orders be made as proposed; and

2 (c) that in the event of objections being received, they be referred to me for consideration and reported to the Cabinet Member(s) if I consider it to be necessary in accordance with City Council procedure, following which I will decide whether or not the Traffic Orders should be made, with or without modification.
