Federal Retail Pharmacy Partnership Strategy for COVID-19 Vaccination for General Public Program Summary of Program for Jurisdictions
December 2, 2020 Federal Retail Pharmacy Partnership Strategy for COVID-19 Vaccination for General Public Program Summary of Program for Jurisdictions The U.S. Department of Health and Human Services and the Centers for Disease Control and Prevention are partnering with pharmacies to increase access to COVID-19 vaccine once one or more vaccines are authorized by the U.S. Food and Drug Administration for use in the United States. There are two federal pharmacy programs: The Pharmacy Partnership for Long-Term Care Program and the Federal Retail Pharmacy Partnership Strategy for COVID-19 Vaccination. Through the Federal Retail Pharmacy Partnership Strategy for COVID-19 Vaccination, retail pharmacy partners can help jurisdictions augment access to vaccine when supply increases and vaccine is recommended beyond the initial populations. With more than 90% of people in the United States living within five miles of a pharmacy, pharmacies have unique reach and ability to provide access to COVID-19 vaccine and support broad vaccination efforts. This program will provide critical vaccination services for the U.S. population, with vaccine administered at store locations at no cost to recipients. The program will be implemented in close coordination with jurisdictions to ensure optimal COVID-19 vaccination coverage and vaccine access nationwide. Program activation will be on a national scale, with select pharmacy partners receiving a direct allocation of COVID- 19 vaccine. Timing and scale of activation (how many partners, how many stores) will depend on various factors, including supply. The federal retail pharmacy program does not include every pharmacy in the United States. Pharmacies not included in the federal program will need to coordinate with their jurisdictions to become COVID- 19 vaccination providers. -

In rural areas throughout the Empire state, public transportation is either infrequent, hard to access, or nonexistent. In these areas, driving becomes a privilege many people don’t think about – providing an avenue to commute to work, pick-up children from school, travel to doctor’s appointments, and fulfill many other essential tasks. If New York were to enact the Driver’s License Access and Privacy Act, it would join twelve states, Washington, D.C., and Puerto Rico in providing access to licenses for undocumented immigrants. Join us for a panel to discuss the need for this legislation and the ongoing Green Light Campaign that brings together community members, leaders and activists with the shared goal of obtaining equal access to driver’s licenses for all New Yorkers. February 2020 Volume 17, Issue 02 East Presence News Earth Fare’s Closure Shocks Industry Inside this issue The news of another prominent East Coast natural foods retailer closing up shop shook the grocery East 1 industry in early February. In abrupt fashion, on February 3rd, Asheville, North Carolina-based Earth Fare announced it would halt business operations and close all 50 locations, joining two other once- Rocky Mountain 3 prominent and rising healthy foods chains shuttered in recent weeks. Colorado-based Lucky’s Market West 5 announced it would be closing the banner, excluding seven locations purchased by management, and Southwest 6 New York-based Fairway Market in January again filed for bankruptcy and is selling all stores. Northwest 8 In the days following both the Lucky’s and Fairway announcement many insiders eyed the Asheville- based organic, natural foods grocer as a potential benefactor, especially in the Florida market where Midwest 9 Lucky’s closed 20 of 21 stores, and Earth Fare had its own plans in the works for 50 locations alone in Distributor News 11 the state. However, the future now holds no new store openings, no further growth and uncertainty for Earth Fare’s reported 3,000 employees. The company began liquidation sales at all stores, which Earth Data Update 11 Fare has throughout 10 states, immediately after the news was announced. Oak Hill Capital Partners, a Food Policy 14 New York-based private equity firm, currently holds a majority stake in Earth Fare. Oak Hill had acquired the equity interest in 2012 from Monitor Clipper Partners, which had owned Earth Fare since Expo West 15 2006. -

VOTING RIGHTS IN NEW YORK CITY: 1982–2006 JUAN CARTAGENA* I. INTRODUCTION TO THE VOTING RIGHTS ACT At the time of the 1982 amendments to the Voting Rights Act (VRA) and the continuation of Section 5 coverage to three counties in New York City, the city was at a major crossroads regarding faithful compliance with the mandates of the Act. Just one year earlier in the largest city in the United States, the largest municipal election apparatus in the country was brought to a screeching halt when the federal courts enjoined the Septem- ber mayoral primaries—two days before Election Day—because the city failed to obtain preclearance of new (and discriminatory) city council lines and election district changes.1 The cost of closing down the election was enormous, and a lesson was painfully learned: minority voters knew how to get back to court, the courts would not stand by idly in the face of obvious Section 5 noncompliance and business-as-usual politics would no longer be the same. Weeks later, the Department of Justice (DOJ) would not only of- ficially deny preclearance to the city council plan, but would find that its egregious disregard of the burgeoning African-American and Latino voting strength in the city had a discriminatory purpose and a discriminatory ef- fect.2 In this context, the 1982 extension of Section 5 to parts of New York City should not have seemed so anomalous to a country that continued to * General Counsel, Community Service Society.
