UNSTARRED ASSEMBLY QUESTION NO. 82 RAISED BY LAKSHMAN NAPA, M.L.A, RATIA CONSTITUENCY NOTE FOR PAD Regarding traffic congestion in the city portion Ratia, it is brought out that there is already 4-lanned existing road i.e Budhada- Ratia- Fatehabad Road (SH-21) and 4- lanned Tohana- Ratia Road (MDR-101). It is also brought out that in the remaining portion of ROW on both side, interlocking paver blocks have been provided. The total land width of these roads is 82’-6”. However, a bye-pass for Ratia city was proposed in the detailed project report (DPR) for Fatehabad-Ratia-Budhlada Mandi road. It is brought out that Fatehabad-Ratia-Budhlada Mandi was declared as “In Principle” National Highway vide Ministry of Road, Transport & Highways (MoRT&H) letter No. NH-14012/30/2015-P&M dt. 08/02/2016 and MoRT&H directed to prepare DPR of this road stretch. Subsequently, work of preparation of DPR was awarded to M/s ARKITECHNO Consultants (India) Pvt. Ltd. The consultant submitted alignment report for the Fatehabad-Ratia-Budhlada Mandi road which included Ratia Bypass. This alignment was submitted to MoRT&H for approval vide office of EIC PWD B&R letter No. 188418/NH dated 11.11.2017 after approval from Government of Haryana. The alignment was subsequently, discussed in the meeting held under chairmanship of Secretary, Road, Transport & Highway, Government of India on 20.08.2018 and during the meeting, it was opined that declaration of Fatehabad-Ratia-Budhlada Mandi road as National Highway will only create a parallel artery to the already existing NH-703 and NH-148B and would not be beneficial for NH traffic. Accordingly, it was decided in the meeting that the proposal for declaration of “Fatehabad-Ratia-Budhlada Mandi road” as National Highway is not recommended. Since, Fatehabad-Ratia-Budhlada Mandi road could not be declared as National Highway, the proposed Ratia bypass could not be taken up with MoRT&H for execution. In view of above, it is intimated that there is no proposal under consideration of the Government to construct bye pass in Ratia City. (ix) Improvement of Ratia Rori road to Rattakhera Km. 0 to 0.55 Work Programme 2016-2017 in Ratia Constituency (Road ID 5488) with an estimate cost on Rs. 19.08 Lacs.under Head 3054 R&B (NP) in Fatehabad District Date of Completion of this work is 01/2017. (x) Improvement of various roads under head 5054 ODR SCSP scheme Work Programme 2016-2017 in Ratia Constituency (Road ID 5500, 5504, 5516 & 5483). Haryana state’s GSDP compound annual growth rate (CAGR) of 12.96 percent. The Current year prices of Haryana state’s total GSDP US$85 billion in 2016-17. Haryana agriculture’s contribution of 7 percent export in agricultural sector. The production and productivity of wheat and rice in India has reached at saturation point. But the farmers of agriculturally advanced states like Punjab and Haryana still preferring to grow the wheat and rice even aware about the problems created by this crop rotation in terms of degrading the soil health and depleting water level. Moreover, profitability from these crops has almost stagnated due to stagnating yields and increasing input expenses including human labour. In such situation, crop diversification towards coarse cereals, pulses, oilseeds, fruits, vegetables and commercial crops will be a future strategy to increase the income of the farmers and sustain the natural resources from further degradation. In this background, the diversification from traditional crops to commercial crops in and blocks level as well as district in fatehabad of Haryana assumes special significance and this study is planned to focus on these concerns.
