Surveys can assist municipalities to take a more comprehensive approach in planning for and around identified resources. Such planning might include considerations for planning ordinances in areas with cultural resources, planning for economic development, listing in the National Register of Historic Places, local historic district designations, or specific preservation projects. -

SECTION 905(b) RECONNAISSANCE STUDY ESOPUS CREEK & PLATTEKILL CREEK WATERSHED GREENE & ULSTER COUNTIES, NEW YORK 1.0 STUDY AUTHORITY. 1.1 This Section 905(b) (WRDA 1986) Expedited Reconnaissance Study Analysis was prepared as an initial response to the resolution adopted by the House Committee on Transportation and Infrastructure of the United States, Docket 2772, dated May 21, 2007, which reads as follows: “Resolved by the Committee on Transportation and Infrastructure of the United States House of Representatives, That the Secretary of the Army review the report of the Chief of Engineers on the New York and New Jersey Channels, published as House Document 133, 74th Congress, 1st Session; the New York and New Jersey Harbor Entrance Channels and Anchorage Areas, published as Senate Document 45, 84th Congress, 1st Session; and the New York Harbor, NY Anchorage Channel, published as House Document 18, 71st Congress, 2nd Session, and other pertinent reports, to determine whether modifications to the recommendations contained therein are advisable in the interest of navigation, streambank stabilization, flood damage reduction, floodplain management, water quality, sediment control, environmental preservation and restoration, and other related purposes in Esopus and Plattekill Watersheds, New York.” 1.2 Funds in the amount of $100,000 were appropriated in Fiscal Year 2007 to conduct the reconnaissance phase of the study. P.L. 110-28 states “For an additional amount for “Investigations” for flood damage reduction studies to address flooding associated with disasters covered by Presidential Disaster Declaration FEMA-1692-DR, $8,165,000, to remain available until expended.” 2.0 STUDY PURPOSE. 2.1 The purpose of the reconnaissance phase study is to determine if there is a Federal (USACE) interest in participating in a cost shared feasibility phase study and to find a non-Federal partner to sponsor that study. -

2.1 Regional Setting the East Kill Watershed Is Located in the Northern
2.1 Regional Setting The East Kill watershed is located in the northern Catskill Mountain region of southeast New York State (Fig 2.2.1). The East Kill flows from its headwaters upstream of Lake Capra (upstream of Colgate Lake) to its confluence with the Schoharie Creek in the town of Jewett. The East Kill roughly follows route 23C, paralleling the Schoharie Creek until their convergence. Nearly the entire East Kill watershed is located within the town of Jewett, with small parts entering into Windham, Ashland, and the northern tip of Lexington (Fig 2.1.2). The East Kill begins in East Jewett and ends at Jewett Center. This watershed region is closely surrounded by the steep mountains of the Catskills, specifically the Blackheads. Figure 2.1.1 East Kill watershed The entire East Kill watershed lies within the Catskill Park. The Catskill and Adirondack Forest Preserves were established by the NYS Assembly in 1885. An 1894 amendment to the New York State Constitution (now Article 14) directs: "the lands of the State now owned or hereafter acquired, constituting the forest preserve as now fixed by law, shall be forever kept as wild forest lands. They shall not be leased, sold or exchanged, or be taken by any corporation, public or private, nor shall the timber thereon be sold, removed or destroyed (NYS DEC, 2006)." In 1904, the Catskill Park was designated, establishing a boundary or ‘blue line’ around the Forest Preserve and private land as well. Over the years the Catskill Park grew, and now comprises roughly 700,000 acres, about half of which is public Forest Preserve. -

This is considered a complete and final document; however, the study design may be modified as the study progresses if additional methods, metrics, analytical techniques are identified as needed. The study design and associated QAPPS will be revised and redistributed. Introduction The 2017 Filtration Avoidance Determination (FAD) requires the New York City Department of Environmental Protection (DEP) Stream Management Program (SMP) to continue data collection and analysis for the Esopus Creek Watershed Turbidity/Suspended- sediment Study (”the Study”) initiated in 2016. The 2017 FAD further requires the SMP to submit biennial status reports on the Study findings. This is the first biennial status report and covers the period from the Study inception through 2018. 1.1 Study Overview A collaborative 10-year Study between DEP and the U.S. Geological Survey (USGS) is underway to characterize suspended-sediment and turbidity source dynamics in the Catskill System of the New York City Water Supply, and to evaluate the efficacy of stream sediment turbidity reduction projects (STRPSs). Esopus Creek is the primary source of water to the Ashokan Reservoir and serves as the representative model fluvial system to investigate suspended-sediment and turbidity source dynamics at the basin to sub-basin scales. Stony Clove Creek is the largest tributary to Esopus Creek and serves as an experimental sub-basin system to investigate suspended-sediment and turbidity source dynamics at the reach to sub-basin scales, and STRP efficacy. The Study investigates and monitors hydrology, suspended-sediment, turbidity and geomorphology at multiple spatial scales to examine the physical conditions and causal processes influencing stream turbidity and suspended-sediment yield in the New York City Watershed. -

Box 985, Farmington, ME 04938 INTRODUCTION The New York City water supply system depends on the maintenance of natural high water quality in the watersheds that drain into the reservoirs that store water for the system. Accordingly, concentrations of suspended sediment in both streams and reservoirs are major concerns, and the identification and remediation of sites that are concentrated sources of high suspended load/turbidity are essential to water quality management. The concern about water quality by New York City’s Department of Environmental Protection (DEP) is further mo tivated by a Filtration Avoidance Determination (FAD), which was renewed by the U.S. Environmental Protection Agency in 2007 and currently runs through 2017. This determination allows New York City to avoid the high capital cost that would be associated with building and maintaining a filtration system to treat the New York City water sup ply originating west of the Hudson River (~90% of the total supply). The FAD requires DEP to maintain high water quality through, among other practices, the development of stream management protocols and funding additional stream restoration projects (US EPA, 2007).
