SUSPENSION OF STANDING ORDERS : CHAIRMAN The meeting unanimously agreed to suspend Standing Orders to enable the Vice-Chairman, Councillor Mackenzie to chair the meeting notwithstanding that the Chairman was in attendance and thereafter Councillor Mackenzie assumed the Chair. 2. APOLOGY An apology for absence was intimated on behalf of Councillor A.J. Fleming. 3. ADDITIONAL BUSINESS In terms of the relevant Standing Order, the meeting agreed to accept the following as additional items of business to be transacted at the meeting on the Chairman certifying that, in his opinion, the matters required to be considered at the meeting on the grounds of urgency as follows:- (a) Glenlivet Estate Open Day To enable the Director of Planning and Development to accept the invitation if the Committee so authorised and to agree on the District Council's representatives to attend. (b) ScotRail To give early consideration to the recent announcement by ScotRail of a new rail timetable south of Aberdeen and to give consideration to the response received from ScotRail following the District Council's renewed representations against the reduced manning hours at Keith Railway Station and similar reductions being implemented at Forres Railway Station in order to afford the meeting an early opportunity to consider what further action should be taken. 4. RESOLUTION The meeting resolved that in terms of Section 50A(4) of the Local Government (Scotland) Act 1973, as amended, the public and media representatives be excluded from the meeting during consideration of the items of business appearing at the relevant paragraphs of this Minute as specified in Column 1 below so as to avoid disclosure of exempt information of the class described in the appropriate paragraph of Part 1 of Section 7A of the Act as specified in Column 2 below. PRIOR MINUTE The Minute of the meeting of this Committee dated 24th March, 1993, as previously approved by the District Council at its meeting on 7th April, 1993, was submitted and approved. Arising from the Minute of this Committee:- (a) March and Rally Under reference to para. 4 (b) of the Minute, Councillor Farquharson reported orally on the Scottish People's March for Jobs which had been received on behalf of the District Council in Elgin, Forres and Buckie and expressed thanks, on behalf of Mr. Bill Spiers, STUC Deputy General Secretary, for the hospitality given in Moray and that the Marchers would be grateful for further support when they reached the Conservative Party Conference in Edinburgh. Councillor Thompson joined the meeting at this juncture. (b) Erect Nursing Home (On Site Zoned For Two Houses) at Mains of Buckie for Mr. I. Currie (930056) Under reference to para. 6(112) of the Minute, the Director of Planning and Development advised the meeting of the decision of Grampian Regional Council to "call in" the decision by the District Council, as Planning Authority, to grant an application for planning permission for the erection of a nursing home at Mains of Buckie (application no. 930056). Following discussion, it was agreed that the Director of Administration and Law, in consultation with the Director of Planning and Development make representations to the Secretary of State for Scotland opposing the decision of the Regional Council to "call in" this application. (c) May Day Trade Fayre - Strathisla Under reference to para. 14 of the Minute, Councillor Mrs. Davidson reported orally on the success of the May Day Trade Fayre and expressed appreciation to the District Council, on behalf of the Keith Initiative, for their support and of the work of the staff involved. 6. SCOTRAIL (i) Keith and Forres Railway Stations Under reference to para 20 of the Minute and following the meeting of the District Council held on 7th April, 1993 (para. 6(ii) refers) the Depute Director of Planning and Development advised the meeting orally of the reply received from ScotRail following the District Council's renewed representations against the reduced manning hours at Keith Railway Station and similar reductions being implemented at Forres Railway Station. The meeting in noting the lack of information provided in the reply from ScotRail agreed that the Director of Planning and Development should seek further information from ScotRail regarding the proposed relocation of Forres Railway Station and the implications of the proposed medium/long term scheduling of the resignalling of the Aberdeen/Elgin/Inverness railway line and report to the next appropriate meeting of the Planning and Development Committee. With regard to the proposals for reduced opening hours at Keith and Forres Railway Stations, it was agreed that the Director of Planning and Development urge ScotRail to consider the dangers facing female passengers travelling alone and also examine lighting on railway platforms. (ii) Rescheduling of Service to Glasgow The meeting expressed its concern at the recent announcement by ScotRail to reschedule the early morning rail service from Inverness via Elgin to Aberdeen resulting in a 75 minute wait for a connecting train to Glasgow. Following discussion it was agreed that the District Council make strong representations to ScotRail to restore the early morning rail link with Glasgow. (iii) Future of Aberdeen/Inverness Rail Service It was further agreed that the Director of Planning and Development request a meeting between representatives of the Planning and Development Committee and ScotRail to discuss the Authority's continuing concerns at the future of the Inverness/Aberdeen rail service and the various measures currently being taken by British Rail to downgrade that service. It was further agreed that the Director of Planning and Development consider the state of the rail service as a further argument in favour of Objective 1b Status. 7. GLENLIVET ESTATE OPEN DAY - 4TH JUNE, 1993 The Director of Planning and Development advised the meeting of an invitation received from the Crown Estates for the District Council to be represented at the Glenlivet Estate Open Day to be held on 4th June, 1993. The meeting in noting that Councillors Aldridge, Mrs. Davidson and Mrs. Scott had received invitations direct agreed that a Member representative of the SNP Group and the Director of Planning and Development or his representative represent the District Council at the Open Day. 8. BUILDING (SCOTLAND) ACTS (a) Applications for Building Warrants noted as approved under delegated powers The meeting noted that 180 applications for Building Warrants had been determined by the Depute Director of Housing and Technical Services since the last meeting of this Committee in terms of the powers delegated to him. (i) Applications for Relaxation 01/911021 Alterations to dwelling house at 17 Waterside Street, Elgin for Mr. Ferguson per Plans Plus, Main Street, Urquhart Regulation 9(S2.24) Requirements with regard to headroom to a private stair. 04/930165 Alterations and change of use at West Lodge, Dr. Grays Hospital, Elgin for Moray Health Services per Mackie Ramsay & Taylor, 47 Victoria Street, Aberdeen. Regulation 9(D2.3) Requirements with regard to non-combustibility. Regulation 9(E2.38) Requirements with regard to the provision of protected lobbies. Regulation 9(S2.6) Requirements with regard to escape stairs. 15/930388 Erection of boiler room at Longmore Halls, Banff Road, Keith for Moray District Council per Mr. H. Moir, 6 Charlotte Street, Fochabers Regulation 9(D2.3) Requirements with regard to non-combustibility. 12/930396 Amendment of warrant at 2 Grant Street, Ianstown, Buckie for Mr. J. Ross, 2 Grant Street, Ianstown, Buckie Regulation 9(S2.6) Requirements with regard to private stairs. On the recommendation of the Depute Director of Housing and Technical Services and subject where appropriate to the approval of the Firemaster the meeting agreed that the relaxations applied for be granted subject to no objections being received in respect of the draft directions and that thereafter the relevant applications for building warrant be granted in terms of the Building (Procedure) (Scotland) Regulations 1981. (ii) Applications part granted, part refused 04/921339 Alterations, extension and change of use at 233 High Street, Elgin for Mr. & Mrs. Hislop per Ashley Bartlam Partnership, 41 Moss Street, Elgin Regulation 9(D2.2) Requirements with regard to fire resistance. Regulation 9(D2.3) Requirements with regard to non-combustibility. Regulation 9(H2.1) Requirements with regard to sound insulation. Regulation 9(J2.2) Requirements with regard to thermal insultation. Regulation 9(S2.6) Requirements with regard to common access/escape stairs. On the recommendation of the Depute Director of Housing and Technical Services and subject where appropriate to the approval of the Firemaster, the meeting agreed that relaxation be granted in respect of Regulation 9(H2.1) as applied to the separating walls and Regulations 9(D2.3), 9(J2.2) and 9(S2.6) but refused in respect of Regulation 9(D2.2) and Regulation 9(H2.1) as applied to the separating floor.

In September 2013 the Working Group repeated the seminar to see how much progress had been made on the actions and issues identified in 2011. As a direct result of the work of the Group this Directory has been produced in order to address an on-going concern that has been expressed of the lack of information on what transport is available in Moray, the criteria for accessing certain transport services, and where to go for further advice. The Moray Forum Transport Working Group would like to acknowledge the help of all the people who provided information for this Directory, and thereby made a contribution towards the integration of public, private and community transport services within Moray.
