These regulations state that a Respect postsecondary educational institution located in a State is legally authorized Trust by the State, in part, if the State has a process to review and appropriate act on complaints concerning the institution. The commission accepts complaints from any student attending any postsecondary educational institution located in Iowa, and from any Iowa resident attending a postsecondary educational institution located in any other State. The teacher asked the student to leave the classroom three times and the student refused. The teacher placed the youngster’s book bag on a desk in the hallway. Thereupon, the student went into the hall, refused to sit, kicked the desk, and called his teacher a “butthead”. The teacher grabbed the student from behind with a strong grip on his shoulders and slammed him into the desk in a sitting position.
