As a result, the UNECE Committee on Environmental Policy decided to make the EPRs a part of its regular programme. Ten years later, at the fifth Ministerial Conference “Environment for Europe” (Kiev, 2003), the Ministers confirmed that the UNECE programme of EPRs had made it possible to assess the effectiveness of the efforts of countries with economies in transition to manage their environment. The Programme has addressed tailor-made recommendations to the Governments concerned on improving environmental management to reduce their pollution load, to better integrate environmental policies into sectoral policies and to strengthen cooperation with the international community. The Ministers also reaffirmed their support for the EPR programme as an important instrument for countries with economies in transition, and they decided that the programme should proceed with a second cycle of reviews.

    Comprehensive analysis EXECUTIVE of regional labour market and review of the State Employment Service activity in Zaporizhzhia SUMMARY Oblast Oksana Nezhyvenko PhD in Economics Individual Consultant EXECUTIVE SUMMARY - 2020 3 This executive summary is the result of the study of the labour market of Zaporizhzhia Oblast and the activities of the State Employment Service in Zaporizhzhia Oblast held during January-May 2020. The study was conducted within the United Nations Recovery and Peacebuilding Programme, which operates in six oblasts of Ukraine: Donetsk, Luhansk, Dnipropetrovsk, Zaporizhzhia and Kharkiv; the Rule of Law Prog- ram operates in Zhytomyr Oblast. This study was conducted within the framework of Economic Recovery and Restoration of Critical Infrastructure Component. FOLLOWING ACTIVITIES WERE CARRIED OUT AS PART OF THIS STUDY: — statistical data analysed to conduct comprehensive analysis of the labour market dynamics of Zaporizhzhia Oblast; — review of the Zaporizhzhia Oblast Employment Centre activities provided in terms of services and types of benefits it ensures to the unemployed and employers in the Oblast; — interviews with representatives of the Zaporizhzhia Oblast Employment Centre and employers of Zaporizhzhia Oblast on the local labour market conducted, description of these interviews provided; — survey of employers of Zaporizhzhia Oblast was conducted and responses were analysed; — forecast of the Zaporizhzhia Oblast labour market demand carried out. Executive summary is structured in accordance with the above points.     UKRAINE The constitution and other laws and policies protect religious freedom and, in practice, the government generally enforced these protections. The government generally respected religious freedom in law and in practice. There was no change in the status of respect for religious freedom by the government during the reporting period. Local officials at times took sides in disputes between religious organizations, and property restitution problems remained; however, the government continued to facilitate the return of some communal properties. There were reports of societal abuses and discrimination based on religious affiliation, belief, or practice. These included cases of anti-Semitism and anti- Muslim discrimination as well as discrimination against different Christian denominations in different parts of the country and vandalism of religious property. Various religious organizations continued their work to draw the government's attention to their issues, resolve differences between various denominations, and discuss relevant legislation. The U.S. government discusses religious freedom with the government as part of its overall policy to promote human rights. U.S. embassy representatives raised these concerns with government officials and promoted ethnic and religious tolerance through public outreach events. Section I. Religious Demography The country has an area of 233,000 square miles and a population of 45.4 million. The government estimates that there are 33,000 religious organizations representing 55 denominations in the country. According to official government sources, Orthodox Christian organizations make up 52 percent of the country's religious groups. The Ukrainian Orthodox Church Moscow Patriarchate (abbreviated as UOC-MP) is the largest group, with significant presence in all regions of the country except for the Ivano-Frankivsk, Lviv, and Ternopil oblasts (regions).

The prospective coal-bearing areas of Donbas in Ukraine have been identified. Their development will increase the energy security of Ukraine. It has been suggested that the development of these areas will involve mining the coal seams in a weak roof and floor environment, which are characterized by low compressive strength, lower density and a tendency to plastic deformations. The stability has been assessed of the rocks outcrop on the contour of mine roadways for mines operating in these areas. It has been determined that roof rocks in most of these mines belong to a range of groups from very unstable to moderately stable, and the bottom rocks are, in most cases, prone to swelling. This complicates the intensive prospective areas mining with the use of advanced technologies, as well as secondary support for retained goaf-side gateroads with limited yielding property. The mines have been determined, for which this issue is relevant when mining the seams with further increase in the depth. The mechanism of displacement in the secondary supports and has been exemplified and studied using the numerical method.

Attempts to negotiate a political solution to the conflict led to the ‘Minsk’ ceasefire signed between the Governments of Ukraine, Russian Federation and the non-state actors in September 2014. However, the truce collapsed within days, similar to a new ceasefire agreement signed in February 2015. Relative calm around the Contact Line (CL) has ensued since September 2015, however, the situation remains fragile given lack of trust between the parties to the conflict. From the end of 2014, Ukrainian legislation has restricted freedom of moment of both people and goods, in addition to the cessation of salary and pension payments in the non-governmental controlled areas (NGCAs), increasing hardship for local populations.
