PRAYERS. The Mayor's Chaplain (the Rev. Guy R. Whitcombe, O.B.E., M.A.), opened the meeting with Prayers.

MINUTES. Resolved: [1121 That the minutes of the First Annual Meeting of the Council of the Borough held on 1st April, 1965, having been circulated, be taken as read and signed as a correct record.

MESSAGE FROM HER MAJESTY THE QUEEN. The Mayor reported that, since the previous meeting he had received from COUNCIL 240 Her Majesty the Queen, a telegram expressing appreciation of a message of sympathy which he had sent on the death of H.R.H. the Princess Royal. The Mayor reported that he had also received a letter of thanks from Lord Harewood for the condolences which had been sent on behalf of the Council.

MESSAGES OF GOOD WISHES. The Mayor reported that he had received messages of good wishes and co-operation from the Mayors of the London Boroughs of Hammersmith and Merton; and that he had also received, through the racing pigeon post, a message of good wishes from His Worship the Mayor of the London Borough of Haringey.

MESSAGE OF GOOD WISHES FROM THE BURGOMASTER OF KATWIJK, HOLLAND. The Mayor reported that, on behalf of the Council, he had sent a message of good wishes to the Burgomaster and people of Katwijk, Holland, when the Tansley Youth Football Club visited that town early in April; and that he had received from the Burgomaster a message of good wishes in reply.

CIVIC ASSOCIATION WITH BROKEN HILL, ZAMBIA. The Mayor read (i) extracts from a letter which he had received from the Mayor of Broken Hill, Zambia, expressing thanks and appreciation for a message of good wishes which the Mayor (Councillor Mote, J.P.) had sent on his election as the first Mayor of the London Borough of Harrow, on 1st April, 1965; and (ii) a telegram of greetings and good wishes to the Council and people of Harrow from the Mayor and people of Broken Hill.

THE CHURCHILL MEMORIAL APPEAL. The Mayor reported that he had written a personal message, on behalf of the Organising Committee, to each of the Ward Organisers for the Churchill Memorial Appeal in Harrow, and expressed his thanks to members of the public for their generous support. The Mayor also reported that contributions to the Appeal were still being received.

MAYOR OF HARROW'S CHARITY APPEAL. The Mayor referred to the Appeal which he had launched to raise £25,000, and expressed his sincere thanks and appreciation to the Mayoress's Committee for organising the Appeal.

PETITIONS. The Town Clerk submitted:— (a) a Petition from the Harrow Ratepayers' and Residents' Association asking that re-consideration be given to a suggestion for a public meeting to be arranged to discuss the increase in the General Rate for 1965/66. Pursuant to Standing Order 7 the Petition was referred to the Finance Committee; and (b) a Petition from the Central Harrow Residents' Association calling upon 241 COUNCIL the Council to desist from making piecemeal planning proposals in (he Central Harrow area, in advance of the submission to the Ministry of Housing and Local Government of a comprehensive redevelopment plan for Central Harrow. Pursuant to Standing Order 7 the Petition was referred to Ihc Development Committee.

REPORTS OF COMMITTEES. LIBRARIES COMMITTEE. Upon motion by Councillor Tackley, Resolved: 1113| That the report of the meeting of the Libraries Committee, as set out in the minutes of the meeting of the Committee held on 14th April, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Tackley, Resolved: [114] That the following recommendation, as contained in the report of the Libraries Committee held on 14th April, 1965, be hereby approved and adopted:— Recommendation I: The Net Book Licence. (Note: Councillor Ben Turner, having declared an interest, withdrew from the meeting, took no part in the discussion and did not vote.)

WELFARE COMMITTEE. Upon motion by Councillor Harkett, Resolved: [115] That the report of the meeting of the Welfare Committee, as set out in the minutes of the meeting of the Committee held on 20th April, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Harkett, Resolved: [116] That the following recommendations as contained in the report of the Welfare Committee of 20th April, 1965, be hereby approved and adopted:— Recommendation I: Elmgrove Road Depot: Kitchen for Old People's Meals: Vehicular Access for " Meals on Wheels " Service. Recommendation II: Flat over Palmerston Road, Wealdstone, Works Centre: Covered-way extension. Recommendation III: National Assistance Act, 1948: Section 21 (1) (b): Temporary Accommodation of Homeless Families, 106, Bessborough Road, Harrow: Purchase of further furniture and equipment.

HEALTH COMMITTEE. Upon motion by Councillor Jones, G.L.C., Resolved: [117] That the report of the Health Committee as set out in the minutes of the meeting of the Committee held on 22nd April, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Jones, G.L.C., Resolved: [118] That the following recommendations, as contained in the report of the Health Committee of 22nd April, 1965, be hereby approved and adopted:— Recommendation I: Appointment of Representatives on Outside Bodies. Recommendation II: Membership of Leavesden Hospital Management Com­ mittee. Recommendation III: Scrap Metal Dealers Act, 1964.

OPEN SPACES AND WORKS COMMITTEE. Upon motion by Councillor Stenhouse, Resolved: [119] That the report of the Open Spaces and Works Committee as set out in the minutes of the meeting of the Committee held on 22nd April, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Stenhouse, Resolved: [120] That the following recommendations, as contained in the report of the Open Spaces and Works Committee of 22nd April, 1965, be hereby approved and adopted:— Recommendation I: Proposed Covered Swimming Bath at Wealdstone: Appointment of Quantity Surveyors. Recommendation II: Proposed Covered Swimming Bath at Wealdstone: Flow Test Fee. Recommendation III: Appointment of Representatives on Outside Bodies. (Note: Alderman Collins, having declared an interest in connection with the item relating to the Appointment of Representatives on the Board of Con­ servators of Common, withdrew from the meeting, took no part in the discussion of this item, and did not vote.) Recommendation IV: Proposed Electricity Sub-station at Centenary Park, . Recommendation V: Newton Park West Open Space: Widening of Footbridge. EDUCATION COMMITTEE. Upon motion by Alderman Miller Resolved: [121] That the report of the Education Committee as set out in the minutes of the meeting of the Committee held on 30th March, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Alderman Miller, Resolved: [122] That the following recommendations, as contained in the report of the Edu­ cation Committee of 30th March, 1965, be hereby approved and adopted:— Recommendation I: Estimates of Capital Investment Projects, 1965/66. Recommendation II: Internal and External Decorations, 1965/66. Recommendation III: Window Cleaning Contract, 1965/66. Recommendation IV: Appointment of Co-opted Members to Sub-Committees. Upon motion by Alderman Miller, Resolved: [123] That the report of the Education Committee, as set out in the minutes of the meeting of the Committee held on 21st April, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be hereby confirmed. Upon motion by Alderman Miller, Resolved: [124] That the following recommendations, as contained in the report of the Edu­ cation Committee of 21st April, 1965, be hereby approved and adopted:— Recommendation I: Greenhill Primary School. Recommendation II: Land at rear of Latimer Close, Pinner. Recommendation III: St. George's Primary Roman Catholic School: Board of Managers. The Chairman of the Education Committee (Alderman Miller) sought the consent of the Council, which was given, to the withdrawal of recommendation IV: (Representatives on Managing/Governing Bodies of Voluntary Aided Primary and Secondary Schools), to enable the Education Committee to receive a recommendation from the Schools Sub-Committee in regard to the appoint­ ment of Representatives of the Council to fill vacancies on the Managing/ Governing Bodies of certain voluntary aided primary and secondary schools. Whereupon, on motion by Alderman Miller, Resolved: [125] That the following recommendations, as contained in the report of the Edu­ cation Committee of 21st April, 1965, be hereby approved and adopted:— Recommendation V: Haberdashers' Aske's School, Elstree: Haberdashers' Aske's School for Girls, Acton. Recommendation VI: Appointment of Members to the Youth Sub-Committee. Recommendation VII: Royal National Orthopaedic Hospital School. COUNCIL 244 Recommendation VIII: Central Middlesex Marriage Guidance Council. Recommendation IX: National Association for Maternal and Child Welfare. Recommendaion X: Grant under the Social and Physical Training Grant Regulations, 1939. Alderman Miller, having moved the adoption of recommendation XI (Joint Consultative Committee), Councillor Sleigh moved, and Alderman Bailey, J.P. seconded, the following amendment which was negatived: — Delete all words after the word " of " in the first line of the recommendation, and substitute the following: — " two Joint Consultative Committees, one for Primary and Secondary Edu­ cation, and one for Further Education ". Whereupon on motion by Alderman Miller, Resolved: [126] That the following recommendation, as contained in the report of the Edu­ cation Committee of 21st April, 1965, be hereby approved and adopted:— Recommendation XI: Joint Consultative Committee.

CHILDREN'S COMMITTEE. Upon motion by Councillor Mrs. Nott Cock, Resolved: [127] That the report of the Children's Committee, as set out in the minutes of the meeting of the Committee held on 26th April, 1965, be received and, in so far as the same requires confirmation, and is not otherwise dealt with in these minutes, be hereby confirmed.

HOUSING COMMITTEE. Upon motion by Councillor Adkins, Resolved: [128] That the report of the Housing Committee, as set out in the minutes of the meeting of the Committee held on 27th April, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Adkins, Resolved: [129] That the following recommendations, as contained in the report of the Housing Committee of 27th April, 1965, be hereby approved and adopted:— Recommendation I: Discretionary Improvement Grant. Recommendation II: Development of Housing Site: Phase I. Recommendation III: Redevelopment of the Pinner Hill Estate: Land Survey. Recommendation IV: Proposed New Developments on Parts of («) Glebe Estate; and (b) Wolverton Road Estate, Stanmore. Recommendation V: The Grove Estate, Pinner: Refuse Storage. Recommendation VI: Mill Farm Estate, Pinner: Rent Collection. Recommendation VII: 35, 37 and 39, Canning Road, Wealdstone. Recommendation VIII: Latimer Close, Pinner North: Appropriate of Surplus Back-land to Education purposes. 245 COUNCIL

Recommendation IX: Civic Centre Site, Wealdstone: Survey of Housing Area (Northern Portion). Recommendation X: Estate Redevelopment (Phases HI and IV): Brick Supplies. Recommendation XI: Capital Housing Projects: Appointment of Quantity Surveyors. Before moving the adoption of recommendation XII (Review of the Rent Scheme), Councillor Adkins, with the permission of the Council, made a state­ ment explaining the review of rents of Council houses carried out by his Com­ mittee. Whereupon, on motion by Councillor Adkins, Resolved: [130] That the following recommendations, as contained in the report of the Housing Committee of 27th April, 1965, be hereby approved and adopted:— Recommendation XII: Review of the Rent Scheme (Note: Councillors Childerhouse and G. Davies, having declared an interest, withdrew from the meeting, took no part in the discussion and did not vote.} Recommendation XIII: Rents of Miscellaneous Dwellings. (Note: Councillors Childerhouse and G. Davies, having declared an interest, withdrew from the meeting, took no part in the discussion and did not vote.) Recommendation XIV: Contributions to Housing Repairs Account.

PUBLIC RELATIONS COMMITTEE. Upon motion by Councillor Hines, Resolved: [131] That the report of the Public Relations Committee, as set out in the minutes of the meeting of the Committee held on 27th April, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be hereby confirmed. Councillor Harrison thereupon moved that item 27 (Road Safety Council), of the report of the Public Relations Committee, dated 27th April, 1965, be transferred from Part II to Part I of such report. The Mayor put the motion, which was not carried. Councillor Harrison thereupon moved, and Councillor Cohen seconded, a motion that Standing Orders be suspended to enable item 27 (Road Safety Council) of the Public Relations Committee report, dated 27th April, 1965, to be moved to Part I of such report, but the motion was not carried.

DEVELOPMENT COMMITTEE. Upon motion by Councillor Rees, Resolved: [132] That the reports of the Development Committee, as set out in the minutes of the meeting of the Committee held on 14th and 28th April, 1965, be received and, in so far as the same require confirmation and are not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Rees, Resolved: [133] That the following recommendations, as contained in the report of the Development Committee of 28th April, 1965, be hereby approved and adopted:— Recommendation I: Purchase of Properties in Central Harrow. ESTABLISHMENT COMMITTEE. Upon motion by Councillor G. Colborne Hill, Resolved: [134] That the report of the Establishment Committee, as set out in the minutes of the meeting of the Committee held on 26th April, 1965, be received and, in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor G. Colborne Hill, Resolved: [135J That the following recommendations, as contained in the report of the Establishment Committee of 26th April, 1965, be hereby approved and adoped:— Recommendation I: National Joint Council for Local Authorities' Services (Manual Workers): Wages Award. Recommendation II: Local Government Superannuation Act, 1937: Extension of Service of Employees. Recommendation III: Retirement of Employee on Grounds of ill-health: Non- contributory Service. Recommendation IV: Local Government Superannuation Act, 1953: Payment of Gratuity to Widow of Deceased Employee. Recommendation V: Library Staff: Revision of Establishment. With the consent of the Council, the Chairman of the Establishment Com­ mittee (Councillor G. Colborne Hill) agreed to take back for further considera­ tion, item 79 (Assisted Car Purchase Scheme) of the report of the Establishment Committee, dated 26th April, 1965.

GENERAL PURPOSES COMMITTEE. Upon motion by Alderman Jordan, Resolved: [136] That the report of the General Purposes Committee, as set out in the minutes of the meeting of the Committee held on 29th April, 1965, be received and in so far as the same requires confirmation and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Alderman Jordan, Resolved: [137J That the following recommendations, as contained in the report of the Gen­ eral Purposes Committee of 29th April, 1965, be hereby approved and adopted:— Recommendation I: Contract for Corporation Printing Work. Recommendation II: Civil Defence: National Hospital Service Reserve Com­ mittee: Appointment of Representative. Recommendation III: Civil Defence: Demolition of Underground Shelter, Little Common, Pinner. Alderman Jordan having moved the adoption of recommendation IV (Harrow Arts Council: Grant), Councillor Mrs. Edgeworth moved, and Councillor Mrs. Carey seconded, an amendment that the recommendation be referred back to the General Purposes Committee for further consideration with a view to 247 COUNCIL increasing the grant to the Harrow Arts Council from £500 to £1,000 in the present Financial Year. The amendment being not carried, and on motion by Alderman Jordan, Resolved: [138] That the following recommendations, as contained in the report of the General Purposes Committee of 29th April, 1965, be hereby approved and adopted:— Recommendation IV: Harrow Arts Council: Grant. Recommendation V: Harrow Citizens' Advice Bureaux: Grant. Recommendation VI: Territorial Army Units in the Borough: Adoption of Units by Townspeople. Recommendation VII: Adoption of Borough of Harrow Boy Scouts. Recommendation VIII: Central Middlesex Marriage Guidance Council: Grant. Recommendation IX: Standing Orders and Orders of Reference and Delega­ tion of Duties to Standing Committees and Sub-Committees. Recommendation X: Hanover House, Lyon Road, Harrow: Staff Canteen. Recommendation XI: Invitation of Tenders for Housing Contracts.

FINANCE COMMITTEE. Upon motion by Councillor Gibbons, J.P., Resolved: [139] That the report of the Finance Committee, as set out in the minutes of the meeting of the Committee held on 3rd May, 1965, be received and, in so far as the same requires confirmation, and is not otherwise dealt with in these minutes, be confirmed. Upon motion by Councillor Gibbons, J.P., Resolved: [140] That the following recommendations as contained in the report of the Finance Committee of 3rd May, 1965, be hereby approved and adopted:— Recommendation I: Proposals for Expenditure. Recommendation II: Office Machinery: Additional Adding-Listing Machines. Recommendation III: Office Machinery: Replacement of Desk Calculator. Recommendation IV: Increased Cost of Road Fund Licences. Recommendation V: Increased Postal Charges. Recommendation VI: Computer Project. Recommendation VII: Children's Committee: Allocation of Accommodation. COIINCII, 248

Recommendation VIII: Regional Open Spaces: Pinner Park Farm, Pinner. Recommendation IX: Corporation's Future Borrowing Policy.

NOTICES OF MOTION. Pursuant to Notice of Motion, Councillor Harrison moved, and Councillor Barson, J.P., seconded, the motion appearing as item 5 of the Council agenda, whereupon His Worship the Mayor ruled that, under Standing Order 17, the motion stands adjourned to enable the Development and Finance Committees to consider and report thereon. Pursuant to Notice of Motion, Councillor Childerhouse moved, and Coun­ cillor Sleigh seconded, the motion appearing as item 6 on the Council agenda. Alderman Miller thereupon proposed an amendment for the deletion of the word " full " in the first line, and the insertion of the words " at the appropriate time " after the word " consider " in the first line. Councillor Childerhouse signified his willingness to accept the amendment on the understanding that it would not result in undue delay on the part of the Education Committee in considering the matter. The Mayor then put the motion, as amended, to the Council. Whereupon, it was Resolved: 1141] That the Education Committee do consider, at the appropriate time, the progress or otherwise of the Collegiate system for Education during the past six years with the object of modification where past experience indicates this as necessary and where concern for the future deems this as desirable. Pursuant to Notice of Motion, Alderman Jordan moved, and Councillor Jones, G.L.C., seconded, the motion appearing as item 7 of the Council agenda which, after discussion, was carried with acclamation. Resolved: [142] That this Council, having in mind at all times its responsibility to promote efficiency with economy in the various services provided for the burgesses of the Borough and, moreover, to assist in controlling the ever-increasing upward trend of the rate burden, now request the General Purposes Committee to give consideration to the desirability of engaging O. & M. Consultants to investigate and report upon the administration in all Departments of the Corporation.
