Report No. 1320/04 ANGUS COUNCIL DEVELOPMENT CONTROL COMMITTEE 11 NOVEMBER 2004 DELEGATED APPROVALS REPORT BY THE DIRECTOR OF PLANNING & TRANSPORT Abstract: This report recommends that the Committee notes the applications detailed in Appendix 1 of the report granted by the Director of Planning & Transport in accordance with the Scheme of Delegation detailed in Standing Orders. 1.0 RECOMMENDATION 1.1 The Committee is asked to note the applications, detailed in the Appendix, granted approval under delegated powers. 2.0 INTRODUCTION 2.1 In terms of the Scheme of Delegation to officers, the Director of Planning & Transport is authorised to approve planning applications in accordance with the Development Plan, the Local Plans or established policies and where there are no objections, except those which raise a general issue affecting a large area, or are of major land or economic development significance. 3.0 APPROVALS 3.1 Attached as an Appendix is a list of applications granted under delegated authority during the period 13 October 2004 to 3 November 2004. 4.0 FINANCIAL IMPLICATIONS 4.1 There are no financial implications. 5.0 HUMAN RIGHTS IMPLICATIONS 5.1 There are no Human Rights issues arising directly as a result of this report. 6.0 CONSULTATION 6.1 The Chief Executive, Director of Law & Administration and Director of Roads have been consulted in the preparation of this report. Uniform\DCDELGAT Report No. 1320/04 ANGUS COUNCIL DEVELOPMENT CONTROL COMMITTEE LIST ‘A’ - DELEGATED APPROVALS Application No. Promoter Location 04/00450/FUL Craigo Estates Conversion of Steading to Three Dwellinghouses at:- Law of Craigo Craigo Montrose Angus DD10 9LD Conditions 1 That the development hereby permitted shall be begun before the expiration of five years from the date of this permission. 2 That no alterations or amendments be made to the details contained in the approved and docqueted plans unless so indicated by conditions attached to this consent or agreed in writing with the planning authority. 3 That, prior to the commencement of works to convert the steading to residential use, a report in respect of any possible contaminants on the site or within the buildings and the intended measures to remove these contaminants shall be submitted for the approval of the Director of Environmental & Consumer Protection and this Planning Authority. The approved measures shall be completed prior to the commencement of conversion works. 4 That, prior to the commencement of works on site, a photographic record of the building ( inside and out ) shall be submitted for the approval of the Council's Archaeologist and this Planning Authority. 5 That the application site is suitably delineated by fencing from the adjacent access track. 6 That, prior to the commencement of conversion of the steading to residential use, the following shall be completed to the satisfaction of the Director of Roads and this Planning Authority; (a) the upgrading of the bellmouth junction of the private access with the A937 with a bound surface, for a minimum distance of 10 metres from the nearside edge of the carriageway; (b) the improvement/upgrading of the private access track (minimum improvements should comprise the infilling of potholes); (c) the provision of inter-visible passing places along the access track at maximum intervals of 150 metres. 7 That, prior to the commencement of works to convert the steading to residential use, details of proposed measures to ensure continued maintenance of the access track to the site shall be submitted for the approval of the Director of Planning & Transport. 8 That, prior to the commencement of works on site, the following shall be submitted for the approval of the Director of Planning & Transport; (a) details of all boundary treatment; (b) details of all external finishing materials; (c) details of all windows and doors. Uniform\DCDELGAT Report No. 1320/04 9 That the roof(s) be finished with natural slates. 10 That the disposal of sewage effluent be in accordance with the standards required by the building control authority. 11 That the rainwater run-off from the dwellinghouses be directed to a soakaway system to the satisfaction of the building control authority. 04/00764/FUL Mr & Mrs Stewart Conversion and Extension of Existing Mill Building to Form Three Dwellinghouses at:- The Burnside Mill Burnside Of Duntrune Dundee Angus DD4 0PF Conditions 1 That the development hereby permitted shall be begun before the expiration of five years from the date of this permission. 2 That no alterations or amendments be made to the details contained in the approved and docqueted plans unless so indicated by conditions attached to this consent or agreed in writing with the planning authority. 3 That the rainwater run-off from roofs and hard surfaces be directed to a soakaway system to the satisfaction of the building control authority. 4 That the disposal of sewage effluent be in accordance with the standards required by both the building control authority and the Scottish Environment Protection Agency. 5 That a photographic record be taken prior to any demolition, conversion or alteration work taking place. Views should be taken of all elevations and should also include shots of any unusual internal or external features. Photographs which may be digital should be sent to the Archaeology Service at Aberdeenshire Council. 6 That a sample panel of the render be prepared for the prior approval of the Director of Planning & Transport. 7 That a remediation scheme identifying measures to deal with any contamination within the site shall be submitted to and approved in writing by the Director of Planning & Transport. The scheme shall include information on previous uses and details of the location and nature of any contamination within the site and shall be implemented prior to the commencement of the development on site. 8 That no development takes place until there has been submitted to and approved by the planning authority, a scheme of landscaping. 9 That all planting comprised in the approved details of landscaping be carried out in the first planting season following the completion of the development or at earlier stages and any plants or trees which within a period of five years from the commencement of the use die; are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species.
