The SEA procedure includes several phases: determination of the scope of the environmental assessment, preparation of an environmental report, which includes an assessment of risks from the implementation of the program, consultations / public hearings with environmental authorities and other stakeholders on the content of the environmental report, preparation of the SEA report based on the results of consultations / public hearings. One of the main parts of the SEA is the assessment of possible environmental risks and consequences during the implementation of the program. The task of the experts preparing the report is to assess how ecologically important problems for the region are reflected in the preparation of the program and how they will be taken into account in its further implementation.
