This system has been adopted by one Company of Rifle> in Upper Canad'1 with signal success, and there is no doubt if adopted by others it wonld very much tend to increase the interest felt in the Corps, and to extend its influence and aho materially to lessen expenses by dividing them amongst a larger number of persons. I therefore earnestly request your attention to these points, being­ convinced that they will be of material benefit if judiciously acted upon, A sketch of the by-laws adverted to herein for Honorary Members, is subjoined for your information, as they may be- found buggestive to you in the event of your following the same course. With a view to the Volunteers of the several Corps of the Active Force being made acquaiuted with the proper method of cleaning their Arms after firing, His Excellency the Right Honorable the Comman­ der in Chief thinks it desirable that Commanding Officers should detail four men of each Corps to assist the Storekeeper or Caretaker to cl ean the A rm~ of such Corps, after every occasion of firing, whether with Blank or Ball Cartridge. . His Exc611ency is persuaded that the Volunteers themselves will see the necessity for their having a thorough knowledge of the proper method of cleaning their own weapons; and in order that they may all be benefitted by this instruction, Commanding Officers will take ~re that, as a rule, the same four men are not selected for the service m question on two successive occasions. At all Stations where there is a Command>1nt of the whole Force, the Arril~, Ammnnition .!tnu Stores of every kind are nnder his general control and superintendence, and he is held responsible to the Government for the safe custody of all such Arms and Stores; the Provincia.! The keys of the several Armories and Stores are kept 1>y the Pro­ vincial Storekeepers (or by the Caretaker at Stations where there is no l:ltorekeeper) who are 01 conrse always ready to issue the Arms, &c., to the several Corps requiring them for Drill or for other duties detailed in Section 35, of the Militia Law; and the Volunteers are held responsible for such Arms, &c" while in their possession by the 2nd Clause of Section 34 of the aforesaid Law.'

PRIVATE ARMORIES.

At all the other detached Posts the, Arms and Publio St.ores are kept in Private Armories, and the Captain of the Corps is held res­ ,responsible for their use under Sections 34 a~d 35, as above, No.2. His Excellency has been pleased to direct that no Guns---Arms--­ Stores· --'or Ammunition of any kind belonging to the Government and in charge ot the Militifl, are to be handed over or loaned to any person whatever without special orders from this Department. His Excellency the Commander in Chief being of opinion that the Officers commOLnding corps of the Volunteer Force shonld have some pNgre8sive promotiou in the Militia of the Province for long ~ervice and jar the etnciency of their corps, has been pleased to establIsh the following regulations for this purpose, viz: 1st. That all Captains commanding corps of the Active Force, who have served as such contlDuously since the year 1856, inclusive and whose corps are at present efficient in every respect to the satismction of the Inspecting Officer, shall be promoted to the rank of Major in the Militia. 2nd. That henceforth, (except in special cases,) the rank of Major shall be granted after five years actual service ns Captain of a corps which is fully uniformed and efficient in every respect to the satisfac­ tion of th" lnspcoting Officer. 3rd. That henceforth, (except in special cases,) promotion to the rank of Lieutenan t Colonel in the Militia will be granted onJy to ()fficers who have served five years consecutively I1S Mnjors at the head of one or more corps who are fully uniformed and efficient in every respect to the satisfaction of the Inspecting Officer,-thus re­ quiring ten years to attain the rank of, Lieutenant Colonel from the period of the first appointment as Captain. Officers making application for extra ammunition will therefore in future calculate the. quantity asked for, in quarter barrels, and take care that the quanllty demanded oorre~pond8 with the entire contents of one or more quarter barrels. His Excellency desires to impress strongly on the Officers under whose orders Drill Instructors are or may be placed, that these Drill Instructors are funished free of el'pense to those whom they instruct; and that such Officers are to endeavour, as far as possible, ,to make the services of such.Instructors available not only for the Corps of the Active Force already in· existence, but also for such others as may be hereafter organized in their respective localities, and gazetted; and further, for instruction to such of the Sedentary Militia er Drill Associations within their neighbourhood as may desire to procure military instruction. It will be therefore incumbent on the Officers·, under whose orders the Drill Instructors are so placed, to make such artangements as that the convenience of the several Corps or Drill Associations shall be consulted, at the same time with the economy of transport of the Instructors from one place to another, and the making of their services the most available. The Commander in Chief is also pleased to call the attention of the Militia to the fact that the Drill Instructors being only temporarily resident in the Province for the special service assigned to them, it is especially incumbent on officers and non·commissioned officers, both of the Active and Sedentary Militia, to acquire such a knowledge of and proficiency in their drill and military duties, as will enable them on the departure of the Drill Instructors to impart, from time to time. the knowledge thus acquired to those who may be under their command. His Excellency the Commander in Chief has. been pleased to pro­ mulgate the following orders for tho information and guidance of the Militia of the Province, respecting the appointment and duties of Bri­ gade Majors under the provisions of the existing Militia Law, viz: 1. A Brigade Major in accordance with the amended Militia Act of la~t Session, will be appointed and stationed at such place in each Military District, as the Commander in Chief may direct, and be sub­ ject to removal within that, or to any other District, at his discretion. 2. The Brigade Majors of each District will superintend the Drill and Instruction of all Volunteer Companies within his District, fur­ nishing Monthly Reports thereof to the Adjutant General's Depart­ ment, as to their state of discipline and efficiency, and average atten­ dance at Drill. 3. Ho will inspect not less than once a quarter, and as often as he may be directed, the Arms, Accoutrem~nts, Great Coa.ts, and other Stores issued to each Company within his District, and forward to the Adjutant General's Department Quarterly Returns thereof, or Special Reports, when required, a~ to their general state, and defioiencies, When such occnr. 4. The Drill Instructors in each Distl'ict will be placed under his sole control, he will distribute them through the districts and detail them for their respective duties as occasion may require. 5. He will be required to organize Drill Associations amongst the Officers and Non Commissioned Officers of each Battalion of Sedentary Militia within his District, with a view to their acquiring such a. knowledge of and proficiency in their Drill and Military duties as will enable them to impart, as occasion may require, the knowledge thus obtained to those under their command. This branch of his duty will also include the control and supervision of the organisations for Drill contemplated by the 11th Clause of the amended Militia Act of l&st Session. 76 Militia Gene11al Orders, fe.

6. It will further be his duty to secure the enrolment of such quota as may be ordered from time to time among First Class Service men within his District---First into Companies, and whenever practicable next into Battalions, under Officers qualified to command them. 7. He will further be su bject to such orders and regulations as the Commander in Chief may see fit, from time to time, to issue for his guidance and instruction. He will report direct to Head Quarters, and be the chltnnel of all communications therewith in each Military District, for the Militia both Sedentary and Active. 8. On appointment he will be expected to devote his undivided attention to the duties of his office, more especially for the first six months after such appointment, and until he has initiated the system, nnd brougbt his District into working order. 9. The Commander in Chief I1grees with the opinion of the Court of Inquiry, that the conduct of Number Two Company,.Eighth Battalion, on the evening of March Third, WI1S of a nature entirely subversive of the principle of implicit obedience to the command of a superior, the observance of which is essential to the efficiency of all military orga­ nisations, whether the men composing the force be civili&ns or regular soldiers. Volunteers must never forget that if their services are to be of any practical use to their country, they are bound equally with profes­ sional soldiers to make, when on duty, a complete surrender of their individual freedom of action. Unless this 8!tcrifice is thoroughly a.nd cordially made, mere tech­ nical drill is worthless, and discipline, for any useful purpo~e, cannot with truth be Baid to exis t. The Comma.nder in Chief regrets ver.y much that the men of so fine a Company as Number Two, Eighth B,ttalion, should have been be­ trayed into conduct reflecting so much discredit upon themselves, and e:r~bi!ing such forgetfulness of the fundamental principle of military dl~CIphne. Under all the circumstances however the Commander in Chief is satisfied to accept the apology offered before the Court of Inquiry on the part of the Company, namely, that the men aMed in ignorance and without a premeditated intention of insubordination. The Commander in Chief however would fail in hi! duty towards the Force ifhe did not warn the Company that any-the slightest recnrrence of such unsoldierlike conduct-will be visited with severe punishment. The following General Order No.2 of the 10th January, 1862, res­ peoting Great Coats, is re-published for the information and strict guidance of Officers Commanding Corps of the Volunteer Foroe and all others concerned, viz : " The Commander in Chief desires to impress upon Officers com­ mandingCorps of the Active Force, that the Great Coats now being issued to the Force a~e public property, and should, in all cases, be treated in exactly the same manner, as regards use and custody, with the Arms and Accoutrements of the Men. They should be kept in the building appointed for keeping the Arms, and should not, on any pretence, be worn, except when the Men are engaged in Drill or on duty. Commanding Officers will be held personally responsible for the enforcement of this Order." His Excellency desires at the same time to acquaint the Officers of the Volunteer Force, that if any of them desire to wear the Great Coats issued to the V 8lunteers, they will be permitted specially to do so upon paying their value, at the rate of four dollars per Coat, into the Bank of Upper Canada, to the credit of the Receiver General, for­ warding the" Deposit Receipt" therefor to this Department, through their Brigadp.
