In 2013, the Government announced plans for the biggest ever upgrade of the SRN within Investing in Britain's Future (Ref 2-1), which included proposals to significantly increase investment in road projects by 2020/2021. In 2015, the Department for Transport identified the need for improvements to the SRN in the Road Investment Strategy for the 2015-2020 period (RIS1) (Ref 2-2). Within the East of England area, the RIS1 (Ref 2-2) outlines the case for “improvement of the A428 near St Neots, linking the A421 to Milton Keynes with the existing dual carriageway section of the A428 to Cambridge. The Scheme is expected to include significant improvements to the Black Cat roundabout, where the A1 currently meets the A421”. A commitment to fund the Scheme within Road Period 2 (covering the financial years 2020/21 to 2024/25) was subsequently made in 2020 by the Department for Transport in its Road Investment Strategy 2: 2020 – 2025 (Ref 2-3) (RIS2). Existing problems The existing A428 between Wyboston interchange and Caxton Gibbet in Cambridgeshire is the only remaining stretch of single carriageway between the two key economic hubs of Milton Keynes and Cambridge. Drivers suffer daily congestion, delays and incidents. The existing Black Cat roundabout experiences significant queuing on all approaches to the junction. In addition, long traffic queues can form on the existing A428 between St Neots and Caxton Gibbet. Journey times between the existing Black Cat roundabout and the existing Caxton Gibbet roundabout are significantly longer in peak periods than in off- peak periods. This is a consequence of road sections and intermediate junctions reaching capacity, which results in delays along the existing A428. Highways England has identified the following key problems associated with the existing A428: a. There is a lack of viable alternative east-west routes between Cambridge and other economic centres such as Milton Keynes, Northampton and Bedford. b. There is poor non-motorised user provision along the corridor. c. A number of junctions along the corridor operate close to, or at capacity. d. Peak hour speeds along the corridor are significantly lower than the rest of the day. e. Speeds on the single carriageway sections of the corridor are significantly lower than those that are dualled. 1 Planning Inspectorate Scheme Ref: TR010044 Application Document Ref: TR010044/APP/6.1 A428 Black Cat to Caxton Gibbet improvements Environmental Statement – Chapter 2: The Scheme f. There is a high degree of journey time variability along the corridor, making it difficult for users to plan their journey with confidence. g. Safety and maintenance issues along the corridor. h. There is low resilience against accidents and incidents. i. There is a lack of driver information along the corridor. j. ‘Rat-running’ on local roads through villages (resulting from drivers seeking alternative routes to avoid the existing A428). k. The above problems constrain economic growth along the corridor. Significant traffic growth is predicted on the road network, with potential developments in surrounding areas expected to contribute to an increase in future traffic flows on the existing A428. Without improvement, these developments are likely to exacerbate the current problems of safety, congestion and journey reliability on the route and could inhibit growth in homes and jobs along the St Neots – Cambridge corridor. Further information regarding the problems on the existing A428 are presented in the Transport Assessment [TR010044/APP/7.2]. 2.2 Scheme objectives Purpose and objectives of the Scheme The purpose of the Scheme is to address the problems of congestion, poor journey time reliability and poor resilience against incidents between the Black Cat and Caxton Gibbet roundabouts. The Scheme seeks to address these problems through construction of a new 16 kilometre (10 mile) dual 2-lane carriageway from the Black Cat roundabout to Caxton Gibbet roundabout, to be known as the A421 (hereafter referred to as the ‘new dual carriageway’) and in addition approximately 3 kilometres (1.8 miles) of tie-in works The objectives of the Scheme have been developed in light of the problems identified above and Highways England’s wider environmental and customer satisfaction aspirations. These objectives are set out below. a. Connectivity: Cut congestion and increase capacity and journey time reliability between Milton Keynes and Cambridge, including by providing a free flowing network. b. Economic growth: Enable growth by improving connections between people and jobs and supporting new development projects. c. Safety: Improve safety at junctions, side roads and private accesses by reducing traffic flows on the existing A428. Improve safety on the A1 by removing existing side road junctions and private accesses onto the carriageway. d.     APPENDIX 1 CENTRAL BEDFORDSHIRE LOCAL PLAN 2035: CONSULTATION DRAFT JULY 2017 RESPONSE BY CAMBRIDGESHIRE COUNTY COUNCIL 1. INTRODUCTION 1.1 Cambridgeshire County Council welcomes the opportunity to respond to Central Bedfordshire’s draft Local Plan. These comments have been prepared by Officers of the Council and submitted in accordance with the instructions and timescales set out by Central Bedfordshire. It should be noted that the same comments will be reported to the next meeting of the Economy and Environment Committee (12th October) for formal endorsement by this Council. 2. GENERAL TRANSPORT COMMENTS The A428 and A1 Corridors 2.1 The primary transport corridor between Central Bedfordshire and Cambridgeshire centres on the A428, which has a number of existing congestion issues, particularly around St Neots at the western end, at the Caxton Gibbet roundabout at the junction of the A428 and the A1198 and then again at the Cambridge end of the road. In addition to this, it should be noted that a number of development/growth proposals already exist at various points along the A428, with growth at St Neots in the Huntingdonshire District and also at both Cambourne and Bourn Airfield in the South Cambridgeshire District. 2.2 Highways England has consulted on route options for an improved A428 dual carriageway between Caxton Gibbet and the Black Cat roundabout, forming part of the Oxford to Cambridge Expressway. It is anticipated that a preferred route announcement will be made in autumn 2017, with construction expected to start in 2020. 2.3 The Council notes that Highways England is also exploring options for improving the A1 between the M25 and Peterborough for possible inclusion in the Government’s Roads Investment Strategy (RIS2).

Many of us might ask ”What does that look like?” One of the best descriptions I know is from a fellow church leader who speaks of us ‘taking note of the whispers of God’. I remember – may be 20+ years ago – thinking to myself I really must pop in and see Jack … then deciding I was too busy that day so no I would do that tomorrow. The following morning the phone rang – it was a Funeral Director to say: ‘Jack died during the night; will you take his funeral?’ I had heard the whisper of God but dismissed it as something no more than a random thought and could wait.

    The Black Cat Roundabout Development Is a Significant Infrastructure Project That Will Have Short Term and Long Term Impacts

    The Black Cat roundabout development is a significant infrastructure project that will have short term and long term impacts upon the village of Roxton and upon the health and wellbeing of its residents. To this end, Roxton Parish Council (RPC) have spent a considerable amount of time reviewing and considering the development plans and looking at ways that the villagers can benefit from the new road infrastructure and from general improvements to the surrounding area. To this end, Roxton Parish Council wish to make representations on the following points: 1.0 Noise and Air Pollution during construction and post construction; regarding post construction RPC believe there is insufficient acoustic screening provided. Significantly more soft landscape screening can address both noise and air pollution as well as minimising the negative visual impact of the works. The land between the new Kelpie Marina access road and the A1 have created an opportunity to provide a new patch of native woodland that would in small part reduce the noise and air pollution experienced in Roxton. RPC challenge the extent of the DCO red line; there is an opportunity to fulfil promises made to parishioners during the consultation process of the Gt Barford bypass circa 2000-2005 to protect Roxton from road noise. RPC insist the red line is extended towards the High Barns bridge to extend the acoustic bund & planting along the A421. 2.0 RPC insist that solid barriers are provided along all elevated sections of road/bridge to minimise light pollution from headlights. RPC insist that all lighting poles be fitted with directional lamp heads to deflect light spill away from Roxton.

These photographs were taken by Ken Munday from Graveley ELTISLEY ROGER’S RAMBLINGS Well, I predicted it, and sure enough Highways England (formerly the Highways Agency – whatever did that pointless rebranding cost?) failed to appear yet again at a meeting on 29th September to discuss the proposed new dualled A428. If this is an indication of their efficiency then perhaps the road will never appear also – I expect holidays got in the way! It is worth noting that if the new road is eventually built work will not commence until 2020. We continue to press for improvements to the Cambridge Road junction, particularly as the A428 is advertised by Highways England as the “preferred diversion route” during the work on the A14 – can you believe that? – so the overstretched road will be even busier. As I write we are enjoying a long spell of settled mild weather but winter is just around the corner, and if you have not done so it would be opportune to fill up your oil tanks, particularly as prices are rising.
