1 Making a difference in 2020

The Blunami app will soon bring you an activism dashboard across all elections, local and national. We are still working through complex FEC compliance and regulatory issues.

Meanwhile, we thought we would condense our findings in an easy-to-use primer that will help you have maximum impact on the 2020 elections, by showing you immediately where you can have the most impact – what we call 5-star races, or elections that are too close to call.

There are roughly four ways you can make a difference in the days leading up to the election.

A. Donate your money to campaigns that have a chance of flipping the outcome B. Donate your time to these campaigns C. Help get the vote out D. Socialize your choices with friends and family whenever appropriate

This document can help you with the first three. It relies heavily on Wikipedia, which also deserves your support!

How we calculate our recommendations is based on the following conversion table. On the right is the standard polling rating. On the left is Blunami’s Needs Index translation, with 1 star meaning the candidate needs your support the least either because they are sure to win or sure to lose; all the way to 5 stars meaning that the race is too close to call and every dime and every minute counts.

We include Republicans because ultimately, we don’t think partisanship is serving functional democracy in the United States. Hopefully, apps like Blunami will allow smaller campaigns and broader politics to take place at the grassroots level.

1.1 How to use this document The best use of this document is to have it open on a laptop, a desktop, or, less conveniently, on a phone. Go through the table of contents and click on the 5-star races first. If you’re an avid reader, a political junkie, or happen to be loaded, just scroll through all the races and give plentifully.

There are links to donations and volunteering in each race. Clicking on them will take you directly to where you need to be on each campaign’s web site.

Another way to use this document is to focus only on the 5-star races in the table of contents, since these are the tightest races and the ones where candidates need your support the most. Note that these ratings fluctuate on a weekly basis, and you might be missing out on 3-star or 4-star races that are heating up towards a toss-up. Feel free to do your own research.

1.2 Voting and getting the vote out If you haven’t registered to vote, you can do so at http://www.vote.org . They’ll help you with the entire process, from registering to getting a mail-in ballot if that’s what you prefer.

One of the more effective ways you can spend your hard-earned money is to get the vote out, or help organizations that focus on voter participation. Your ROI may be higher than donating to campaigns: more participation creates a more vibrant democracy and puts social issues front and center.

1.4 U.S. House of Representatives

The Basics from Wikipedia: “The United States House of Representatives is the lower house of the United States Congress; the Senate is the upper house. Together they compose the national bicameral legislature of the United States.

The composition of the House is established by Article One of the United States Constitution.

The House is composed of representatives who sit in congressional districts allocated to each state on a basis of population as measured by the U.S. Census, with each district entitled to one representative. Since its inception in 1789, all representatives have been directly elected. The number of voting representatives is fixed by law at 435. In addition, there are currently six non-voting members, bringing the total membership of the US House of Representatives to 441 or fewer with vacancies.

As of the 2010 Census, the largest delegation is that of California, with 53 representatives. Seven states have only one representative: Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont, and Wyoming.

The House is charged with the passage of federal legislation, known as bills, which, after concurrence by the Senate, are sent to the president for consideration. The House also has exclusive powers: it initiates all revenue bills, impeaches federal officers, and elects the president if no candidate receives a majority of electoral votes.

The House meets in the south wing of the United States Capitol.

The presiding officer is the speaker of the House, who is elected by the members thereof (and is therefore traditionally the leader of the controlling party). The speaker and other floor leaders are chosen by the Democratic Caucus or the Republican Conference, depending on whichever party has more voting members.”

2 Contribution limits

Under the Federal Election Campaign Act, certain contribution limits are indexed for inflation every two years, based on the change in the cost of living since 2001, which is the base year for adjusting these limits.

The inflation-adjusted limits are:

• The limits on contributions made by persons to candidates (increased to $2,800 per election, per candidate) (52 U.S.C. § 30116(a)(1)(A));

• The limits on contributions made by persons to national party committees (increased to $35,500 per calendar year) (52 U.S.C. § 30116(a)(1)(B));

• The limit on contributions made by certain political party committees to Senate candidates (increased to $49,600 per campaign) (52 U.S.C. § 30116(h)).

The infamous chad state is a regular wind vane and a recurring source of heart attacks for political observers – and this year will be no exception, in the Presidential and Congressional races both. This year’s theme is corruption and “draining the swamp” … the size of the Everglades.

Democrat Debbie won her seat by a narrow margin in 2018, in the wake of the Trump House debacle – but things have inched back to their Floridian norm, and Republican Carlos Gimenez the firefighter appears to hold a slight lead over the incumbent, even though he only has one-third of her resources. Debbie needs more to keep her seat.

Georgia toss-ups, oh my … Again, this is a case of the 2018 Trump House debacle, when the President was toxic to some dyed-in-the-wool red candidates. Now the Republicans are fighting to regain the seats they uncharacteristically lost in the deep redness.

3.5 Illinois Illinois has voted Democratic in the past 7 presidential elections. Its districts are mostly Democratic, but its stagnating population has cost it votes in the electoral college, which are census-driven, just like congressional districts. That said there are conservative enclaves in the state, and one race is contested.

3.6 Indiana Illinois’ eastern neighbor is nothing like it, and is the reddest state in the Union, having only voted twice for Democratic presidents since 1816: Lyndon Johnson in his contest against Barry Goldwater; and Barack Obama when he was fending off John McCain. Yet, the state does have one hotly contested race.

Republican Dale Crafts is by far the craftier politician.

3.9 Minnesota Ok, one electoral quirk in these turbulent Minnesota 2020 campaigns is the curious local push to legalize marijuana, with several fringe candidates making that their entire platform or a very big plank. Generally, the state is rural with left-leaning tendencies, and still, in 2016, Hillary only won by 1.5%. That explains the tight races listed here, with a real possibility that Republican candidates will benefit from a Trump halo effect. (Toxic in some other places, but not in the districts we cover here).

Democrat Collin Peterson who runs for the Democratic Farmer-Labor wing of the party (the folks who brought you Ilhan Omar in Minnesota’s 5th) is the chair of the Agriculture Committee in Congress and has tremendous name recognition in this farmland district. What he doesn’t have though is the support of a President who won the district in 2016, and is backing Republican Michelle Fischbach loud and clear. Michelle, former Lieutenant-Governor of Minnesota, is equally familiar to voters and is closing in on the incumbent. A nail-biter, no doubt.
