    DEI AN HOP KIN THE MEMBERSHIP OF THE INDEPENDENT LABOUR PARTY, 1904-10: A SPATIAL AND OCCUPATIONAL ANALYSIS E. P. Thompson expressed succinctly the prevailing orthodoxy about the origins of the Independent Labour Party when he wrote, in his homage to Tom Maguire, that "the ILP grew from bottom up".1 From what little evidence has been available, it has been argued that the ILP was essentially a provincial party, which was created from the fusion of local political groups concentrated mainly on an axis lying across the North of England. An early report from the General Secretary of the party described Lancashire and Yorkshire as the strongholds of the movement, and subsequent historical accounts have supported this view.2 The evidence falls into three categories. In the first place labour historians have often relied on the sparse and often imperfect memoirs of early labour and socialist leaders. While the central figures of the movement have been reticent in their memoirs, very little literature of any kind has emerged from among the ordinary members of the party, and as a result this has often been a poor source. The official papers of the ILP have been generally more satisfactory. The in- evitable gaps in the annual reports of the party can be filled to some extent from party newspapers, both local and national. There is a formality, nevertheless, about official transactions which reduces their value. Minute books reveal little about the members.     Our vision for Loughborough Junction Our ultimate aim for Loughborough Junction is for it to become a destination in its own right; to be a place that is safe and pleasant for people to spend time in. At the moment Loughborough Junction is dominated by traffic – Loughborough Road sees an incredible 13,000 vehicles pass through on a typical weekday. In keeping with our priorities for the borough as a whole, we want to transform the area with open public spaces, safer conditions for pedestrians and cyclists, environmental improvements and a greater mix of retail outlets. This will make Loughborough Junction a place where people want to ‘be’, rather than just travel through. The police have lent their support to the scheme, pointing out that less through traffic on roads improves safety for residents, children and cyclists, with road closures also likely to reduce crime as back streets are usually used as escapes routes by criminals. We also want the new Loughborough Junction to be an area where businesses will thrive. There is huge potential for more shops and restaurants and I believe that trade can increase as the area becomes a more popular destination rather than a transport thoroughfare. Our transport officers – who have an excellent track record in delivering similar, award winning schemes - believe that closing certain roads in the area to traffic will help to achieve these aims; this is why we are proposing experimental closures as part of the on-going consultation for Loughborough Junction. The formal consultation will begin when the road closures come into force so that people will be able to give their views based on their actual experience and our officers will be able to monitor traffic flows in nearby areas and the impact on the wider road system.

    RYE LANE: A SHORT HISTORY At the beginning of the 19th century, when Rye Lane was called South Street, Peckham was “a small, quiet, retired village”. In her diary of the years 1822-1868, Mary Woolley described her grandfather’s house in Peckham Rye as surrounded by fields. A stage coach ran from Peckham Rye to Mansion House. There were very few buildings. A painting from 1810 depicts typical old-world cottages. But there were at least two fine properties at the northern end of Rye Lane: Hanover House, designed by Sir John Vanbrugh and built (according to Woolley) in the latter part of the 17th century, approximately where the Car Phone Warehouse shop is today. It was demolished c.1835. Across the road, now the location of JP Sports, was Peckham Lodge, where banker Timothy Brown hosted radical soirées for famous celebrities of the day. For some time, Peckham’s only church was a non-conformist meeting house on the corner with the High Street. This was replaced in 1817 by Hanover Chapel. In 1819 a Baptist Chapel opened, only to be demolished to make way for the railway in 1863, when the existing church was built opposite the end of what is now Highshore Road. There was also a strong Quaker presence; in 1826 the Meeting House in Hanover Street, close by Rye Lane, opened for a somewhat elite congregation. An Anglican church, All Saints, just off the Lane, was consecrated by Bishop Samuel Wilberforce in 1872. This ecclesiastical expansion went hand in hand with the commercial development of Peckham, encouraged by the extension of the Grand Surrey Canal in 1826.

    21-23 Parkhouse Street - FOBP response to Planning Application 19/AP/0469 FOBP object to 21-23 Parkhouse Street on the following grounds: - The height of the building is not appropriate it is not in line with current policy and is not appropriate for the character and townscape next to Burgess Park. - The design does not take into account and give sufficient weight to the planning policies on environment and wildlife - The design does not consider the adverse effect of the development on Burgess Park and the likely significant effect of the loss of sunshine and impact of shade. - Does not mitigate the effect and put in place environmentally friendly design such as e lighting, bat, bird nesting sites, green roofs, green walls or other green/environmentally friendly design features - The design does not consider the impact on the park users and the wider impact on local people’s health and well-being and the need for quality green spaces for the additional people and young people who will reply on Burgess Park for play and public amenity space and green space. - The tall buildings along the edge of the Burgess Park does not meet the character and context of the area. - Provision of playspace is inadequate 1. Negative effects on Burgess Park Visual impact – the 10 storey development is overbearing on the park, it rises above the treeline and is over-bearing and out of scale to the height of dwellings in the immediate area. FOBP disagree with the design and impact statement (5.47) that the view of the 10 storey block is barely noticeable.
