Cemetery Superintendent Job We have not received any response to this job posting. I met with the Cemetery Committee on September 28th and they had a few suggestions, but no firm leads.

Assessor – Revaluation We received a list of 49 abatements from our Assessor, Robert Konczal. The total dollar value of the abatements is $32,035.40. He says he is still meeting with people and there may be a few more.

Marshall Grinding, Inc. I called Craig Marshall and he said he will be out sometime after the 19th of October. We have an estimate from him for $13,500 to clean up our brush dump.

Old Backhoe We haven’t heard from anyone else with interest in buying the old backhoe, so we will go ahead and notify Pat and Sue Smith from Hansom’s Well Drilling that it is available for sale for $4,500.

Animal Control Officer Pam Pulsifer has given us notice that she will not continue in the position of Animal Control Officer after December 31, 2015. I have had some interest in the position, so I am hopeful about filling it. The week- long certification training is offered again in the spring. Anyone appointed must complete the training within six months. Shall I post notice of the open position as of January 1, 2016?

Maine Island Broadband Conference The Island Institute and Tilson Technology are hosting a Broadband Conference on November 19-20, 2015. You should receive an invitation to the conference with a full agenda. If you have any questions, please let me know.

New Attorney Recommendation I spoke with Nick Adams, our Code Enforcement Officer. He would like to stay with Anne Torregrossa for the land use violation case. I don’t have a problem with that. Nick also mentioned Jenson Baird as a good land use attorney. Going forward, I would like to use Drummond Woodsum. The School uses them and I have developed a good working relationship with Tom Trenholm for personnel issues and Bill Plouffe for land use violations. To me it is more about developing a good rapport with an attorney. I haven’t had time to compare fee structures for different firms. I can do more research if you like.

Town Clerk Contract We need to start thinking about the Town Clerk’s contract that ends December 31, 2015.

I don’t think you can refuse this request, even though the job description states the hours from 7:00 a.m. to 3:30 p.m. We already have one Public Services employee that lives off island so in a way we have set a precedent. There are things that need to be considered going forward:

1. Making future Public Services hires based on Chebeague Island residence and making that clear in the job description and job notices. 2. Bill St. Cyr will have more responsibility and hours when it is necessary to check roads during the winter months. 3. Will we be paying for parking and CTC transportation for Tom Calder as he will be living on the mainland? We do this for Nick Adams and Randal Lloyd. 4. Will we need to hire another part-time early morning person for the winter months? 5. Should we hire a Road Foreman or Supervisor to oversee Public Services and work a few hours each morning? 6. Should we cut back the full-time hours to accommodate new part-time employees? 7. What changes do we need to make to the job description?

Obviously, this is not an ideal situation. We will have to deal with it as best we can and think about how to improve going forward.

Cape Elizabeth Casco Chebeague Island, ME 04017 Cumberland Falmouth RE: Recycling & Solid Waste Proposal Freeport Gorham Gray Dear Ms. Stratton: Harrison Hollis Limington ecomaine is pleased to submit herein a proposal for Single Sort Recycling and Solid Waste Lyman Processing Services for the town of Chebeague Island. ecomaine is wholly owned and North Yarmouth operated by the twenty southern Maine communities listed on this letterhead; is a non-profit Portland quasi-municipal entity. ecomaine also currently serves the disposal and recycling needs of Pownal additional Thirty- Four (34) towns in Maine and New Hampshire via contracts. Scarborough South Portland Waterboro ecomaine is proposing to provide Single Sort Recycling (SS) processing services at our Windham Portland location for Chebeague Island. ecomaine can offer two recycling options including Yarmouth a 0/15 contract for a term of Five (5) years or a Revenue Share contract for a term of between

Associate Members Three (3) and Five (5) years or. The 0/15 Program stipulates that If ecomaine’s blended Baldwin average revenue for the sale of all recyclables sold in a given month of the term is equal to or Hiram greater than ($80.00) eighty dollars per the town will pay ($0.00) zero per ton processing fee Naples for their recyclables delivered to and processed by ecomaine that month. However, should the Parsonsfield blended average revenue for the sale of recyclables for any given month during the term of the Porter Saco agreement, fall below $80.00 per ton, the Town shall pay ecomaine, a flat amount of ($15.00) Standish fifteen Dollars per ton for each ton of Recyclable Materials delivered by or on behalf of the Town to ecomaine. Contract Members Andover Augusta The Revenue Share Program is explained on a subsequent page, but it should be noted that for Brownfield communities on the Revenue Share plan, there has been an average charge over the last 38 Carmel months of $13.75 per ton. The breakdown is as follows: the first year of that 38 month period, Cornish the average charge for recyclables was $10.23 Per ton, the second year the average charge was Eliot $10.63 per ton and in the final year of that same 38 month period, the average charge per ton of Etna Glenburn recyclables was $19.38. The market is weak and we do not know when it will recover. Greenland, NH Jay ecomaine is also proposing to process the Municipal Solid Waste (MSW) for the island at a Kittery rate of $55.85 per ton. ecomaine additionally proposes to process the island’s Bulky Waste at a Limerick Livermore Falls rate of $59.50 per ton but if the item is listed on the included Acceptable Waste sheet, it can be Manchester put in with the regular MSW for the rate of $55.85. ecomaine has made arrangements for the Monmouth island to bring it’s Construction & Demolition material (C & D) to CPRC on Riverside St. in Newburgh Portland at our rate of $63.35 per ton. The contract for the MSW can be between Three (3) to Newington, NH Five (5) years in length and that price is locked in for the term of the contract plus annual CPI North Haven Island increase never to exceed 7%. The Bulky Waste is an at-will service and prices are subject to Old Orchard Beach Poland change with the fluctuating market. The town will need to sign a separate 5 contract with Readfield CPRC which will lock in the quoted price for C & D plus annual CPI increases. Jim Hiltner Sanford can be reached at 207-883-3325. Stetson Stockton Springs Swan’s Island It should be noted that all recyclable material brought to ecomaine as part of the recycling Waterville program will be sold onto the Global commodities market to be used in the manufacturing of Wayne new products. The MSW and the Bulky Waste that comes to ecomaine will be combusted at our Waste to Energy facility and used to make energy that runs the ecomaine facilities and is sold onto the Global Energy Market. The majority of the C & D material that goes to CPRC will be recycled into new industrial products; while certain highly toxic materials will be disposed of by CPRC.

Because ecomaine doesn’t own containers or trucks, we have secured a hauling bid for the island from Troiano Waste Services for both. The hauling fee is $95.00 per hour and the hauler will come on the island exactly like the towns current hauler to pick up the compactor containers and will pick up the open top containers from East End Beach. Troiano will sign a5 year contract to lock in all prices. The container rental information is as follows:

30 yard open top roll off container - no rental fee as long as it moves an average of 12 times a year 40 yard open top roll off container, three year contract - $165.00 per month 40 yard break away compactor container , five year contract $120.00 per month 40 yard open top roll off container, five year contract - $110.00 per month ecomaine will accept the towns scrap metal for resale and will pass a portion of the revenue earned back to the town; however we suggest that the town work directly with Grimmel Industries because more of the revenue will go to the town. As a value added service, we offer at no extra charge, extensive Education and Community Outreach programs for our member communities as well as the services of our Public Relations Manager and our Business Development Manager are available to assist the town with improving it’s recycling rate, and communicating to the residents information about the recycling program. The Education and Outreach programs are detailed on a subsequent page but it should be noted that there is no limit to the amount of support ecomaine staff will give to the town. We are here to serve you in whatever way you need to improve your communities solid waste and recycling programs.

If Chebeague Island chooses to work with ecomaine we will “Kick-Off” the new partnership with a full day of Education and Outreach at the Transfer Station complete with : 100 FREE 22 gallon recycling bins to the first 100 households who attend, FREE handouts and refrigerator magnets with our Do/Don’t recycling list on them, FREE pencils made of recycled newspaper, FREE sunglasses made from recycled plastic, FREE signage announcing the program etc. Lastly, as an ecomaine member community the school would be invited to participate in our annual grant program and would be eligible to win a grant with a value of up to $5,000 to improve the current recycling or composting program or start a new program that will impact the towns solid waste in a positive manner.

We hope that should Chebeague Island choose to work with ecomaine, the community will take full advantage of these programs (detailed in a separate attachment).

Education, Awareness and Marketing Increasing awareness of your community’s reuse and recycling programs can have a direct and substantial impact on your community’s solid waste stream. As more material is diverted out of the solid waste stream and into recycling, disposal costs for your town go down and the Environment is further protected.

In addition to our materials processing services ecomaine also provides extensive, targeted educational outreach, marketing and public relations programs strategically developed to help reduce the solid waste stream by increasing participation in and improving the efficiency of your town’s reuse and recycling efforts. ecomaine is proud to promote recycling and waste reduction through free educational outreach programs and activities. These programs are designed to ignite a passion for recycling and waste management in the minds of the participants so they live with a mindset of “Reduce, Reuse and Recycle” and bring that mindset home and to their places of business.

Dedicated, full-time staff – specifically, a Environmental Program Manager and a Communications Manager– spearhead these operations and will work closely with the appropriate town staff and educators to develop and create materials and programs that reflect the goals and objectives of your town and amplify key messages among core audiences.

Our staff designs these programs to fit the needs of each audience and level of learning to ensure comprehensive outreach. Based on the needs of your town, we will format our educational programs to fit your desires. Our Environmental Program Manager is available to provide any and all of these programs for your town, at no additional cost. Some of our offerings include, but are not limited to:

Within the past year alone, our Environmental Program Manager has partnered with participating towns to produce comprehensive programming and events throughout southern Maine, including:

 At Portland’s East End Community School, ecomaine helped to establish and enhance school-wide recycling efforts through school assembly presentations and developed a student Green Team, led hands-on waste assessment/audit activities, and created a Green Team-monitored cafeteria waste separation station.

 Provided customized presentations for Sanford High Schools’ Freshman Earth Science classes (reached 600 students over 3 days), focusing on resource types and allocation through the lens of the Waste Hierarchy, and Recycling and Waste to Energy’s role within.

 Partnered with the Portland Children’s Museum, a local community organization, to create Pop-Up Playscapes: a family-friendly creative event, focused on material reuse and recycling through interactive play.

 Utilized a virtual tour of our Single Sort Recycling Facility (newly created), at locations such as the Freeport French School and the Henry L. Cottrell School, to enrich presentations and allow populations unable to physically tour the facilities an opportunity see the process first hand.

We also annually conduct a program called “Recycling Is A Work of Art.” In this program, the six winning design entries, from school art classes, community groups etc. receive a large, silver ecomaine recycling trailer, and a $500 budget for art supplies, and transform the plain container into a work of art that transcends its waste-management role, emerging as a colorful, vibrant and powerful message about a community’s efforts to divert material from the solid waste stream.

The Communications Director also provides a full range of communications strategy development and execution, including traditional public relations and media outreach services, as well as a robust social media program.

Specifically, ecomaine will:

 Develop traditional media materials, including press releases, backgrounders, fact sheets, opinion and editorial pieces, etc., on an as-needed basis.  Leverage existing working relationships with regional media to place these materials in a manner that maximizes outreach efficacy.  Create content for distribution through ecomaine’s robust social media channels, which can be repositioned for use on your town’s social media channels as desired.  Consult with you as necessary to provide expertise and guidance on in-house materials development and outreach efforts.

The goal of ecomaine’s extensive education and community outreach programs is to partner with our member communities around implementing and improving recycling programs and understanding of the impact of our solid waste practices. At ecomaine, we walk the walk, not just talk the talk. We strive to assist your community in becoming as environmentally conscious as possible while simultaneously saving the town urgently needed dollars. This is done by helping to foster a mentality of reduce, reuse, recycle and helping to divert material from the solid waste stream to the recycling stream with the methods listed above.

ecomaine Revenue Share Calculation Description

Explained below is the process of calculating the revenue sharing rate per ton for material sent to ecomaine under our Revenue Share program. There are a couple notable items to consider. The more tonnage processed the greater the revenues and thus the more revenue share all participating towns stand to receive. Additionally, the benefit to using an average revenue to calculate revenue share is that each commodity market is largely independent of the next. In short, when paper prices are down, plastics are largely unaffected thus providing a level of stability to the revenue share pricing.
