Police Report Constable Howie informed the meeting that this would be his last attendance as he was retiring at the beginning of October. His replacement would be PC Eric Jones. The other community officer, PC David Crow, was on sick leave due to an injury. Constable Howie went over the report which is attached at Appendix A. He highlighted a spike in housebreakings in the Frogston area. A car had been stolen from King Malcolm Close after the keys had been stolen from the owner’s house. There had been a significant decrease in calls to Mortonhall Golf Course over the previous months since prevention advice had been given. There had been thefts from gardens in Oxgangs Road. In response to a question Constable Howie highlighted bogus workmen incidents and the signs to look out for. He also suggested keeping an eye on elderly neighbours as they were usually the victims of this type of crime. The normal weekly surgery was still held at Oxgangs Library every Wednesday between 1700 and 1800 along with the one every third Friday between 1100 and 1200 at Morrison’s, Hunters Tryst. The Vice Chair, on behalf of the community council, thanked PC Howie for his attendance at the meetings over the years. He also thanked him for all the help he has given to the community, some of it above and beyond the call of duty. He wished him well for a long and happy retirement. Monthly Crime Prevention Tip – Now that the nights are starting to draw in make sure your external lights are working properly. 2. Minute Of Meeting Held On 5 June 2017 These were approved by the meeting. 3. Matters Arising: a) Pedestrian Crossing, Buckstone Terrace at Waterfield Road The Secretary read over an update dated 7 August 2018 received from Road Safety.. “The Council has identified a preferred bidder for the construction of the crossing and is currently in the process of awarding the contract. From discussions that have been undertaken with the preferred bidder, it is anticipated that work will start on site during week commencing 17 September 2018 and last for a period of four weeks. However, this will not be possible to confirm this until after the contract has been awarded. 1 © Fairmilehead Community Council I will contact you to confirm the start date as soon as it is formally agreed. The successful contractor will also be required to notify affected frontagers prior to work commencing.” It was understood that a meeting to discuss traffic management issues etc. had been arranged for that coming Friday. 4. Correspondence a) NHS Lothian – Notification of boundary changes for Braids Medical Practice b) Liquor Licensing – Variation for 118 Biggar Road (The Steadings) c) Improvement Service – Details of Making Places Initiative d) Licensing Board – Consultations on Statement of Licensing Policy and Assessment of Overprovision. Various locations in areas – Carriageway repairs between 6 and 12 September g) Traffic Orders – Intimation re proposed introduction of loading/unloading prohibitions at New Swanston Proposed introduction of map-based Traffic Regulation Order 5. Councillors’ Reports In the absence of Cllr Arthur the Secretary circulated his report. Cllr Arthur joined the meeting later and talked to issues raised in his report. Park News – I have been working with Pentland Community Centre to have the play park on Oxgangs Brae upgraded. We hope to secure the £100,000 needed to make it the best small park in Edinburgh! If all goes to plan, we will have a new park in place by early 2020. I was delighted to hear Fairmilehead Park won its Green Flag in July. Children from Pentland Primary will soon be asked to raise it for the first time. This year the park had a wildflower meadow and a bee colony installed. I hope we will soon see the return of a mini football pitch. Surface Dressing Works - There are a few issues like this with "surface dressing" around the Ward. It was expected that any parked cars would be moved to enable the job to be done properly. Indeed, a vehicle lift was on standby to move cars out of the way. It appears, however, that the contractor simply worked around them (perhaps akin to wallpapering around furniture!). Some sections have also been immediately dug up for utility repairs. Pentland & Buckstone Primary Schools - Many thanks to the parents who contacted me about the problems the muddy playgrounds are causing them. I managed to secure £30k to have both playgrounds improved over the summer. Boroughmuir High School (not in my Ward, but part of the catchment is) – I took part in a site visit in August with City Roads Engineers and BHS parents to study pedestrian safety between Gilmore Place and Dundee Street. The issue is the sheer number of pupils and the reckless actions of a few cyclists and motorists. All options, including closing the road, are being considered. I am also looking at the use of disabled parking bays allocated to the school. New Pedestrian Crossing on Buckstone Terrace – As a Buckstone resident with a son at Boroughmuir, I share the anger many local people have about the unacceptable delay to the installation of this crossing. I have been working closely with local residents, Fairmilehead Community Council and Council staff on this since I was elected last May, so I am delighted that it looks like work will start on the crossing on the 17th of September. Lothian Buses - I have raised the following issue with Lothian Buses: (1) Problems with the Number 11 bus route due to parking in Pilrig Street, (2) Problems with the Number 5 bus route (no longer stops on Leith St meaning there is 1.1km between stops) and (3) Fewer buggy spaces on some buses. 2 © Fairmilehead Community Council 17 Buckstone Crescent (Abandoned Property) – We took a HUGE step forward last month with the empty house on Buckstone Crescent thanks to local residents who went along with me to speak at the Housing and Economy Committee. We now have two lines of attack: 1. Lloyds bank have again tried and failed to repossess the property. They will try again in mid- September. 2. The Council has no repossession powers that the bank does not have. Indeed, the bank has more experience. The Council does, however, have compulsory purchase powers. In January the Council will consider a report on their use to bring problem empty homes in to use again. Redford Barracks Working Group – No news. Hunters Tryst School Site – Housing has been approved for the ex-Hunter's Tryst Primary School site on Oxgangs Green. The planning proposal has been approved subject to further details on lighting, pedestrian access and cycle paths. The proposed accommodation schedule included Affordable (39), Mid-market rent (25) and Older persons (21) homes. Comiston Farmhouse – The closing date has passed and the Council has identified a preferred bidder. Approval will be sought for the sale at the Finance & Resources Committee before then end of the year (once the budget consultation has been approved). In the absence of Cllr Rust the Secretary circulated his report: 1. I reported the ongoing saga of Buckstone Crossing to Internal Audit at the Council as part of its review into section 75 agreements. The review is ongoing, but hopefully we will obtain some feedback soon. 2. The number 5 bus does not stop on Leith Street meaning a long distance between North Bridge and London Road stops. I have raised this with Lothian Buses which is reviewing the situation. 3. I am volunteering at Pentland Primary School Fayre on Saturday. 4. Recent social activities in the ward include participating in the Oxgangs Neighbourhood Centre quiz (part of the winning team!) and attending Art in the Park at Spylaw Park. 5. The next Pentlands Neighbourhood Partnership will be 15th November. 6. Recent Bailie duties include the Conde Nast Readers’ Traveller Awards 2018 where Edinburgh was voted runner-up UK city (to London) and the Festival Mass at St Mary’s. 7. The Buckstone Crescent abandoned property was raised at Housing and Economy Committee under a report on Empty Homes. Elaine was active over a number of years in trying to get a resolution. The case is due to call in court later this month. 8. A third SNP Councillor has left the SNP Group over the summer meaning the current council composition is 17 Conservatives; 16 SNP; 12 Labour; 8 Greens; 6 Lib Dems; 4 Independents. 9. I have questioned the recruitment of a further Head of Service at the Council on a six figure salary.
