REPORTS FROM COMMITTEE OR STAFF 5.1 Official Community Plan 2008 Monitoring Report: Vancouver Campus Designated Speaker: Joe Stott, Director, Campus and Community Planning, University of British Columbia Recommendation: That the GVRD/UBC Joint Committee receive for information the report dated March 27, 2009, titled “Official Community Plan 2008 Monitoring Report: Vancouver Campus”. April 1, 2009 GVRD/UBC Joint-1 5.2 Metro Vancouver Support for the UBC Farm Designated Speaker: Hugh Kellas, Manager Policy and Planning Department Recommendation: That the GVRD/UBC Joint Committee: a) advise on UBC’s proposals on the future use of the UBC Farm and determine the implications for the UBC Official Community Plan; b) evaluate the merits of requesting the Agricultural Land Commission to include the UBC farm in the Agriculture Land Reserve following the assessment of the implications for the UBC Official Community Plan; and c) advise the Metro Vancouver Board and UBC Governors on how the two organizations might work collaboratively to support and enhance UBC Farm as a regionally significant asset providing broad-based educational programs, community involvement, and research in cooperation with Metro Vancouver’s Sustainability Academies. 5.3 Truck Traffic Management Update Designated Speaker: Al Poettcker, President & CEO Planning, UBC Properties Trust, University of British Columbia Oral Presentation and Handouts. 6. RESOLUTION TO CLOSE MEETING Staff Recommendation: That the GVRD/UBC Joint Committee close its regular meeting scheduled for April 15, 2009 pursuant to the Community Charter provisions, Section 90 (1) (i) as follows: “90 (1) A part of a committee meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following: (i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose. 9. ADOPTION OF THE AGENDA 1.1 April 16, 2008 Regular Meeting Agenda It was MOVED and SECONDED That the GVRD/UBC Joint Committee: (a) amend the agenda for its regular meeting scheduled for April 16, 2008 by: i. adding Item 3.1 Delegation Matt Filipiak; ii. adding Item 3.2 Late Delegation Diane King; iii. adding Items 6.7 to 6.11: Correspondence regarding the UBC Farm; iv. varying the agenda to consider Item 5.4 after Item 3.1; and (b) adopt the agenda as amended. ADOPTION OF THE MINUTES 2.1 December 5, 2007 Regular Meeting Minutes It was MOVED and SECONDED That the GVRD/UBC Joint Committee adopt the minutes of its regular meeting held December 5, 2007 as circulated. DELEGATIONS 3.1 Matt Filipiak, Friends of the Farm Matt Filipiak, Friends of the Farm, emphasized that the UBC Farm is an integral part of the campus and the broader community. He noted that 14 Faculties participate in farm-integrated academic activities, and that the farm’s activities utilize 12 hectares. Comments were also offered on the Main Campus Plan workshops in terms of their impact on the UBC Farm, and on the importance of consultation with farm users. The Committee was requested to acknowledge the function of the UBC Farm site, clarify the scope and size of the farm site, and clarify how public input will shape the UBC Farm in the long term. Presentation materials were distributed at the meeting and are retained with the April 16, 2008 GVRD/UBC Joint Committee agenda package. Agenda varied Pursuant to Item 1.1, the agenda was varied to consider Item 5.4 at this point. 5.4 Review of the Wesbrook Place (South Campus) Neighbourhood Plan Report dated March 28, 2008 from Joe Stott, Director, Campus and Community Planning, University of British Columbia, updating the GVRD/UBC Joint Committee on the commencement of a planning process by Metro Vancouver and UBC staff that would examine the opportunity to revise the South Campus Neighbourhood Plan. Members were updated on the Westbrook Place development, and assured that the plan would take into consideration the UBC Farm. Discussion ensued with respect to the following: • impact of delays in the planning process on the development; and • public participation in the planning process, generally and also specifically with respect to the UBC Farm. Agenda varied The order of the agenda resumed, with Item 3.2 before the Committee. 3.2 Diane King Diane King expressed concerns with the UBC Fall 2007 Transportation Status Report, particularly in terms of a discrepancy in the report related to truck traffic that is different from information in the transportation study. Members were informed that no mention of targets or distribution of trucks appears in the report, but were reminded that 77% of truck trips were on SW Marine Drive when 50% is the target. Discussion ensued with respect to reviewing the report in terms of truck targets, and to a recent meeting of the SW Marine Drive Residents Association, attended by Stephen Owen, Vice President External, and Nancy Knight, Associate Vice President, Campus and Community Planning, UBC. REPORTS FROM COMMITTEE OR STAFF 5.1 Metro Vancouver Referral Regarding Review of the South Campus Neighbourhood Plan Report dated March 20, 2008 from Tina Atva, Electoral Area Planner and Administrator, Policy and Planning Department, updating members on the planning process related to the South Campus Neighbourhood Plan. It was MOVED and SECONDED That the GVRD/UBC Joint Committee receive for information the report dated March 20, 2008, titled “Metro Vancouver Referral Regarding Review of the South Campus Neighbourhood Plan”. CARRIED 5.2 Metro Vancouver Referral Regarding UBC Farm Report dated March 20, 2008 from Tina Atva, Electoral Area Planner and Administrator, Policy and Planning Department, informing members of a Land Use and Transportation Committee resolution in respect of public input for the UBC Farm. It was MOVED and SECONDED That the GVRD/UBC Joint Committee receive for information the report dated March 20, 2008, titled “Metro Vancouver Referral Regarding UBC Farm”. CARRIED 5.3 UBC Fall 2007 Transportation Status Report Report dated March 25, 2008 from Joe Stott, Director of Planning, UBC Campus and Community Planning, providing an update on the transportation commitments in the UBC Strategic Transportation Plan and the UBC Official Community Plan. Richard Drdul, Transportation Planning Consultant, provided an overhead presentation describing travel patterns and trends for trips to and from UBC over the last 10 years, and summarized factors affecting each mode of travel: transit, automobile, bicycle, pedestrian, and heavy truck. Discussion ensued with respect to heavy truck targets and truck management plans to mitigate impacts of heavy truck travel from construction projects. Members identified that 77% of truck trips are on SW Marine Drive which exceeds the 50% target. City of Vancouver staff, Mr. Jerry Dobrovolny and Mr. Lon Leclaire, joined the discussion and noted that the City requires trucks to use the shortest designated truck route between the truck origins and destinations and the construction sites.
