Then, in a section with the heading “Confession of Sins Regarding Division and Hatred,” the authors delivered their central message. The Protestant denominations affiliated with the NCCK confessed “that the deep and long-held hatred and enmity toward the other side, within the structure of [national] division, was a sin.” Unprecedented in the history of Christianity in South Korea, representatives of mainline Protestant denominations cast South Korea’s anti-communist ideology as akin to religious idolatry, repudiated hatred and enmity toward North Korea as sinful, and characterized the division of Korea in 1945 as “the sinful fruit of the present Henry EM is associate professor of Asian Studies at Underwood International College, Yonsei University. Raphael Clinic, which provides free medical treatment to immigrant workers, has made continuous progress in quality of medical services. In 2017 alone, Raphael Clinic was able to treat 17 thousand patients. On Sundays, Raphael Center in Seongbuk-dong offers free medical care in 18 clinical departments, while opening its dental clinic on Wednesdays and Saturdays. A special clinic that deals with patients’ chronic diseases is also being operated. At our Dongducheon branch, which is mainly focused on treating African laborers, we are attempting different approaches to clinical departments, such as running a mobile clinic and an Oriental Medicine clinic. Around 1,300 patients, who required medical examinations and operations that Raphael could not perform firsthand, were able to be treated and regain their health at our affiliated hospitals.

    The Changing Nature of the Korean People’s Perspective on National Issues, and Fellow Koreans Living Abroad Lee Junsik This paper intends to examine the relationship between Korean people’s per- spective upon the national issues today and the problem of ethnic Koreans over- seas, especially the “Joseon-jok” (people of Korean descent) living in China, with regard to enactment and amendment processes of the Law for Ethnic Koreans. The Law for Ethnic Koreans prior to the recent amendment bears spe- cial meaning as it was the law that “officiated” the government’s discriminatory treatment upon specific groups among the ethnic Korean society. How could such significantly flawed bill have been enacted? It must have been made possi- ble because of the misunderstanding regarding issues on ethnic Koreans over- seas (especially the issue of China-based ethnic Koreans) that the Korean public has been carrying for a long time. There is a particular perspective within the Korean society of the concept of a single ethnic group, the concept of a single culture, and the concept of a single state to be the same. This kind of specific consciousness regarding the people’s own sense of being members of a single ethnic group makes the people more sensitive of the “difference” between “us” and “them.” When other factors such as the scale of the state are added to the equation, the people tend to separate even their own overseas brethrens from themselves and take them out of the boundary of “us.” The ethnic Koreans living in China are being perceived dif- ferently and ultimately excluded from the Korean ethnic group because they live in China.
