Centre Français De Recherche Sur Le Renseignement NOTE Centre Français de Recherche sur le Renseignement NOTE HISTORIQUE N°31 LE RENSEIGNEMENT DANS LA VIE DE IAN FLEMING Herman Matthijs Professeur à la Vrije Universiteit Brussel Ian Fleming n’a pas seulement écrit les James Bond, il est également l’auteur d’un livre pour enfants, écrit en 1964 : Chitty Chitty Bang Bang : the Magical Car. Ce livre a été porté à l’écran en 1968 sur la base du script de Roald Dahl et Ken Hughes. Les rôles principaux étaient tenus par Dick van Dycke, Gert Fröbe et Benny Hill. Mais la personne de Ian Fleming restera toujours indissociable du personnage de « 007 ». Au service secret de Sa Majesté Pendant la Deuxième Guerre mondiale, Ian Fleming est lié à la Naval Intelligence. Dans ce service, qui n’a aucun rapport avec le MI-5 ou le MI-6, il est nommé assistant personnel du directeur, John Godfrey, au début du conflit. À partir de septembre 1942, Fleming prend la tête d’une unité spéciale : la 30 Assault Unit (« 30 AU »). La tâche de cette unité secrète consiste à infiltrer le territoire allemand et la zone occupée. Son but principal étant de se renseigner sur le programme nucléaire militaire allemand1. La « 30 AU » se compose initialement de trois unités différentes qui seront réunies en un seul ensemble au mois de décembre 1942. Cette « 30 AU » est très indépendante et reçoit ses ordres directement des plus hautes sphères de la politique britannique ainsi que de l’Intelligence Community. Dans le cadre de ses missions secrètes, l’unité cherche à découvrir, derrière les lignes allemandes, des codes, des documents, toutes sortes de matériel ainsi que les connaissances des scientifiques allemands en matière de fabrication d’armes nucléaires. Avant le débarquement en Normandie (D-Day, 6 juin 1944), diverses missions sont organisées en Afrique du Nord, en Grèce, en Italie, en Corse et en Norvège. Le 6 juin 1944, la « 30 AU » est affectée aux zones de débarquement Juno Beach (débarquement britannique et canadien) et Utah Beach (débarquement américain). Ces personnes et ce matériel doivent être identifiés à tout prix. Une fois découvertes, les scientifiques sont arrêtés sur-le-champ et emmenés dans les Iles britanniques pour interrogatoire. Dans la pratique, une dizaine de savants sont arrêtés et réunis dans une Safehouse à Farn Hall, près de Cambridge. Cette opération d’interrogatoire porte le nom de Operation Epsilon. Tout le monde s’accorde à dire, jusqu’à ce jour, que personne ne sait rien de précis des résultats de cette opération. Fin 1944, début 1945, Ian Fleming revient d’Extrême-Orient où il travaillait comme officier de liaison à la Naval Intelligence. Le 4 janvier 1945, il est convoqué à Londres pour une opération ultrasecrète : rechercher les fonds et l’or des Nazis1. Sur le plan politique, la lutte financière contre l’Allemagne nazie est l’œuvre de Henry Morgenthau, « secrétaire du Trésor » américain. Ce dernier est le confident du président Roosevelt et fait partie du cabinet américain entre 1933 et 1945. Il s’oppose ensuite au président Harry Truman, parce que le nouveau chef suprême des États-Unis d’Amérique ne veut rien savoir de son idée de faire de l’Allemagne un pays purement agricole après la guerre2. En janvier 1945, les Britanniques arrivent à la conclusion que des opérations secrètes américaines auraient été lancées pour s’approprier les finances nazies. Une autre opération de la « 30 AU » s’appelle Operation Paperclip. Elle a pour objectif de faire passer d’Union soviétique en Grande-Bretagne des savants et autres responsables du régime nazi, dans les semaines qui suivent le 8 mai 1945. Ian Fleming participe également à cette opération secrète. Une autre opération, l’Operation J-B, en mai 1945 a pour but d’exfiltrer Bormann de Berlin. Les Britanniques partent du principe que Bormann sait tout des comptes bancaires suisses ainsi que des pierres précieuses cachées et des œuvres d’art. Christopher Creighton est un des membres de cette opération, dirigée par Ian Fleming. Ce dernier choisit de nommer cette opération ultrasecrète : James Bond (J-B). Ian Fleming a emprunté ce nom de James Bond à un écrivain existant. En effet, il s’agit de l’ornithologue James Bond, l’auteur de l’ouvrage Field Guide to Birds of the West Indies. Ian Fleming a acheté ce livre en novembre 1944, lorsqu’il a visité les îles Caraïbes pour la première fois. Ces opérations sont pratiquement restées inconnues jusqu’à ce jour. Cependant, en 1996, Christopher Creighton3, pseudonyme de John Ainsworth Davis, dévoile que, lors d’une opération secrète, il a exfiltré Martin Bormann, de la partie de Berlin occupée par les Soviétiques, vers les Iles britanniques. Bormann était quasiment le gardien du trésor du IIIe Reich, mais il n’existe aucune preuve de son sort après la Deuxième Guerre mondiale. Martin Bormann a été condamné à mort par contumace en 1946 lors du procès de Nuremberg. Officiellement, il est porté disparu, mais, en 1972, des squelettes sont découverts dans Berlin Ouest pendant les travaux du métro. Un de ces squelettes serait celui de Martin Bormann. Mais d’après Creighton, Bormann séjourne en Grande-Bretagne jusqu’en 1956, pour ensuite disparaître en Amérique du Sud. Le livre de Creighton a suscité de nombreuses discussions. Sa lecture prête à rire pour diverses raisons : Bormann est resté invisible pendant des dizaines d’années, cette opération s’appelle James Bond et c’est Ian Fleming qui la dirige. Surtou, il apparaît que les pièces concernées ont été rendues illisibles dans les archives du service secret britannique. L’avant-guerre Ian Lancaster Fleming naît à Londres le 28 mai 1908. Il suit une formation au prestigieux Eton College et à l’académie militaire britannique de Sandhurst. Son grand-père – Robert Fleming – est né dans la ville écossaise de Dundee. Il est à l’origine de la fortune familiale constituée grâce à des investissements dans les chemins de fer américains. Le père de Ian s’appelle Valentine Fleming. Il a étudié également au Eton Collège et à l’université d’Oxford. Valentine Fleming est membre de la maison militaire britannique pour le Parti conservateur et meurt avec le grade de major pendant la Première Guerre mondiale en France (1917). Valentine était un grand ami de Winston Churchill1. À partir de ce moment, Ian Fleming est élevé par sa mère, Evelyn Saint Croix Rose. La famille compte quatre fils : Peter, Ian, Richard et Michael. Le frère aîné, Peter, étudie à Eton et y jette les bases d’une carrière d’écrivain/journaliste. Ian Fleming quitte Eton et va à Sandhurst pour son dix-huitième anniversaire. Dans cette académie militaire, il ne termine pas sa formation. Sa mère l’envoie alors à Kitzbühel en Suisse, chez Ernan et Phylis Forbes. Ernan Forbes est ancien diplomate et collaborateur du service secret étranger britannique, le MI-6. Phylis a écrit plusieurs romans. Pendant ce séjour dans les Alpes suisses, Ian Fleming apprend le français et l’allemand. Son talent d’écrivain, qui se déclarera plus tard, se développe également en cette occasion. En 1928, Ian s’inscrit à un cours de russe à l’université de Munich. À son retour dans les Iles britanniques, Ian essaie de passer l’examen diplomatique, mais il échoue et travaille alors pour l’agence de presse Reuters. À cette époque, celle-ci livre une rude bataille contre sa concurrente américaine, United Press. En mars 1933, un des nombreux procès-spectacles organisés sous la dictature de Staline débute à Moscou. Plusieurs collaborateurs britanniques, entre autres, y sont accusés d’espionnage. L’agence Reuters ne compte pas vraiment beaucoup de personnes connaissant le russe parmi ses collaborateurs et Ian Fleming se retrouve donc à Moscou pour assister aux procès. Ce procès redonne courage à Reuters dans sa lutte médiatique impitoyable contre d’autres agences de presse. Et Ian Fleming se fait connaître en Union soviétique ainsi qu’en Occident, parce qu’il est le seul journaliste britannique au procès. En octobre 1938, il surprend tout le monde en démissionnant de la Reuters et en devenant associé dans une banque commerciale. Plus tard, il devient même courtier en bourse. Cette partie de sa vie lui apporte la prospérité nécessaire et se traduit par une vie de luxe. L’approche de la Deuxième Guerre mondiale pousse les services de renseignement britanniques à rechercher des personnes possédant des connaissances en cryptologie, en télécommunications et en langues étrangères. The dissertation thus seeks not only to provide a more robust account of this crucial passage in the political history of America’s largest city, but also to shed new light on the history of the national New Deal—in particular, its relation to the urban social reform movements of the Progressive Era, the long-term effects of short-lived programs such as work relief and price control, and the roles of federalism and localism in New Deal statecraft.

Cordell Hart In describing Machiavelli, Bergen Evans once wrote: “he undertook 23 missions abroad, but he was never the top man, not one of those who sit on the lawn and have their pictures taken, but just next to that, one of the top men behind the scenes, one of those who have to do the practical work and achieve the real ends for which the fine public utterances of the men at the top are often merely a smokescreen.” Ernest L. Cuneo played a similar role for Mayor Fiorello LaGuardia in New York, for the Roosevelt White House, the OSS, and the CIA. Also like Machiavelli, Cuneo died without receiving any formal recognition for his many fine contributions to the United States of America. In mid-1986, several men in the intelligence and military communities of US government vowed to correct the oversight while Cuneo still lived. They called their group “Ernie’s Gang”, and themselves “handy guys”, terms taken from a piece of writing by Cuneo discussing his 1920’s career as a professional football player for the Orange Tornadoes (corporate predecessor of the Washington Redskins). Cuneo had written “Like the other teams, we weren’t great, but we weren’t slouches, either. We were, in the Damon Runyan vernacular, ‘handy guys’.” And so this modern group of “handy guys” set to work, not at Cuneo’s request, or even with his specific approval, but solely to satisfy an ideal. Donovan On May 24, 1979, a 14 ft. bronze statue of General William J. Donovan was dedicated in front of Columbia University’s Law School. The dedication speech was delivered by John J. McCloy, who had been Asst. Sec. of War when Donovan founded the Office of Strategic Services in World War II. When Donovan died on Feb. 8, 1959, the Director of the Central Intelligence Agency, Allen W. Dulles, sent a message to all CIA stations around the world, “Bill Donovan was the father of central intelligence. He was a great leader.” International intelligence, or, as it was formerly known, espionage, was not founded by either Donovan or Dulles, who were merely employees of the World Order.
