COMMISSION'S FINAL REPORT AND PROPOSALS INTRODUCTION 1. On 11 December 1985, we wrote t*3 your predecessor endorsing, with modifications, the proposals made by Cotswold District Council in the report of its. parish review conducted under Section 48(8) of the Local Government Act 1972. One of these modifications was made to -meet the wish of the' owner of a property called Fyfield Manor that his property should not be transferred, as the District Council had suggested, from the parish of Eastleach to the parish of Southrop. Your predecessor accepted our .recommendations on 8 September 1986. The Cotswold (Parishes) Order 1986 nevertheless provided for Fyfield Manor to be transferred from Eastleach to Southrop, and it has accordingly been transferred. 2. Your predecessor subsequently noted the error in the Order, . and that Section 69 of the Act precludes the varying or revocation of a boundary change Order by him except as regards supplementary, provisions. He concluded that the Commission should review the area concerned afresh, and on 4 July 1990 directed us, under the powers conferred on him by Section 49(1) of. the Act, to carry out a review of those parts of the parishes of Eastleach and Southrop which are adjacent to, or are included in, the area marked as A18 on Map 9 of the boundary maps as defined in the Cotswold (Parishes) Order 1986. - PROGRESS OF THE REVIEW 3. On '27 December 1990, we wrote to Cotswold District Council announcing our intention to undertake a review of the area referred to in the direction from the Secretary of State; at the same time publishing our draft proposal to transfer Fyfield Manor from the parish of Southrop to - the parish of Eastleach. Copies of our letter were sent to Gloucestershire County Council, to the parish councils of Eastleach and Southro'p, to interested bodies, and to the owner of Fyfield Manor. The District Council was asked to'assist us in publicising the review by advertising the issue of our letter by means of notices displayed at places where public notices are customarily displayed. A notice was placed for two successive weeks in the local press. .In addition, the District Council was asked to place a copy of the letter and accompanying maps on deposit for inspection at its main offices for a period of six weeks. Representations were invited by 28 February 1991. OUR FINAL PROPOSAL , 4. No representations have been received by us. We therefore commend to you our proposal to transfer Fyfield Manor from the parish of Southrop to the parish of Eastleach as our final recommendation in the interests of effective and convenient local government. PUBLICATION 5. A separate letter, enclosing copies of this report, is'being sent to Cotswold District Council and to Gloucestershire County Council. It asks them to deposit copies of the report at their main offices for inspection for- six months, and to put notices to this effect on public notice boards., The Commission will itself insert a notice in the local press. The text of the notice will explain that the Commission has fulfilled its statutory role in the matter and that it. now falls to you^ to make an Order implementing the proposal, if you see^fit, though not before six weeks from the date it is submitted to you. Copies of this report, with small-scale maps of our recommendation, are also being sent to the parish councils of Eastleach and Southrop, to interested bodies, and to the owner of Fyfield Manor.
