    Premier of Tasmania - Anniversary of June 2016 floods a time for reflection Search Home News About Cabinet Speeches Budget Contact Will Hodgman Premier of Tasmania 5 June 2017 Jeremy Rockliff, Minister for Primary Industries and Water Anniversary of June 2016 floods a time for reflection In marking the 12-month anniversary of last June’s devastating floods, it is a time to reflect on the tragic loss of life and the many families, farms and communities that were impacted. Once in a century floods swept across 20 of Tasmania’s 29 municipalities with enormous speed and causing catastrophic damage to farms and infrastructure and people’s livelihoods. It is difficult to adequately describe the heartache of missing family members, farmers losing stock or a family seeing their home go under water – it has a different impact on every individual. The community, including the Tasmanian Government, stood beside these families and communities as they rebuilt and we continue to help with rehabilitation grants, loans and financial advice. The total damage bill is estimated in excess of $180 million and my thanks go to the many organisations like the local councils, TFGA, Dairy Tas, Rural Business Tasmania, Rural Alive and Well, and DPIPWE who all worked magnificently together to help affected families and communities. The Tasmanian Government quickly responded with a series of Emergency Assistance Grants, Community and Primary Producer Clean-up Grants, funding to the Rural Relief Fund, established the Flood Recovery Taskforce, the Flood Recovery Loan Scheme and also successfully liaised with the Australian Government for the affected regions to be covered by the National Disaster Relief and Recovery Arrangement.

    DRAFT SECOND READING SPEECH HON WILL HODGMAN MP Constitution Amendment (House of Assembly Electoral Boundaries) Bill 2018 *check Hansard for delivery* I move – That the Constitution Amendment (House of Assembly Electoral Boundaries) Bill 2018 now be read for the second time. The Commonwealth recently reviewed the House of Representatives boundaries in Tasmania. This review was part of an independent redistribution of federal electoral boundaries, required under the Commonwealth Electoral Act 1918. The previous redistribution of the federal electoral boundaries in Tasmania was completed in 2009. The redistribution of electoral boundaries usually reflects population changes to ensure an even and fair allocation of voters among the electorates. Having even electorates is an important element of retaining ‘fairness’ in our voting system and indeed our democracy. On 14 November 2017, the Commonwealth augmented Electoral Commission for Tasmania announced new boundaries for the federal electorates in Tasmania. The augmented Commission consisted of the three members of the Australian Electoral Commission, the Australian Electoral Officer for Tasmania, Mr David Molnar, the Surveyor-General of Tasmania, Mr Michael Giudici, and the Auditor-General of Tasmania, Mr Rod Whitehead. The augmented Commission also announced that the division of ‘Denison’ be renamed to the division of ‘Clark’. This name change recognises the role of Andrew Inglis Clark in the creation of the Australian Federation. The new name and boundary changes will apply from the next federal election. However, these Commonwealth changes do not automatically apply as State electoral boundaries in Tasmania. In the past, the Tasmanian Parliament has chosen to adopt the Commonwealth House of Representatives boundaries for the purposes of House of Assembly divisions by amending the Constitution Act 1934 to ensure they coincide.

INTRODUCTION While the outcome of the March 2018 Tasmanian State Election was predictable,1 the controversies that dogged the campaign were not. Yet it was the aftermath of the election that was most astonishing—not only to the public but also to members of Cabinet. Tasmania is different. Its parliamentary institutions are unusual and its electoral system is distinctive. So were the issues on which the March 2018 state election was fought. In the lead up to the election both major parties campaigned to govern alone or not at all—neither in minority nor in coalition with the Greens. As well as this apparently overarching concern, there were three other major issues prominent during the campaign—an acute housing shortage, the thousands of poker machines in pubs and clubs, and the surprise matter of gun control. Health, education, law and order, the economy and who would best manage the budget were, as usual, also policy battle grounds; however, the minority government fear campaign, a television blitz on the benefits of poker machines and considerable 1 N.     LABORLABOR NEWSNEWS OctoberOctober 2008 2012 PREMIER’S MESSAGE An Abbott Federal Government would be a disaster for Tasmania. It’s difficult to overstate the damage that the federal Opposition leader’s policies would do to the Tasmanian economy and government services if he is ever elected Prime Minister. The single biggest threat is the Liberal Party’s stance on the distribution of GST revenue. Mainland Liberal Premiers are united in pushing for a per capita distribution of GST revenue, which would strip up to $700 million per annum from Tasmania’s budget. That’s the equivalent of $5000 for every Tasmanian household. Mr Abbott has consistently expressed sympathy and support for his Liberal colleague’s campaign. His claims that such an approach would not disadvantage Tasmania are laughable. Liberal Premiers are pursuing a change in the way GST revenue is distributed because they PREMIER LARA GIDDINGS want to get their hands on more of it. With a finite amount of cash available, giving more to WA, Victoria, Queensland and NSW must mean there’s less available for the smaller States. The impact on public services in Tasmania of a further massive reduction in GST revenue would be devastating. But the potential damage to Tasmania of an Abbott government does not end there. Mr Abbott’s pledge to repeal the price on carbon would strip a further $70 million per annum from Tasmania, as we benefit financially from our strong advantage in renewable energy. He has also pledged to abandon the NBN, which would cost Tasmania 800 jobs in the roll-out phase and jeopardise our place in the new digital economy.

    JOINT SELECT COMMITTEE PREVENTATIVE HEALTH CARE The Parliament of Tasmania has established a Joint Select Committee to inquire into and report upon — (1) The current impact of inequalities in the major social determinants of health on the health outcomes, including mental health outcomes of Tasmanians and including current evidence describing social gradients in health, and the capacity for health and community services to meet the needs of populations adversely affected by the social determinants of health; (2) The need for an integrated and collaborative preventative health care model which focuses on the prevention, early detection and early intervention for chronic disease; (3) The need for structural and economic reform that promotes the integration of a preventative approach to health and wellbeing, including the consideration of funding models; (4) The extent to which experience and expertise in the social determinants of health is appropriately represented on whole of government committees or advisory groups; (5) The level of government and other funding for research addressing social determinants of health; Any other matter incidental thereto.     Barton Deakin Standing Brief: Gutwein Ministry 24.01.2020 Following the resignation of Will Hodgman MP as Premier of Tasmania, Peter Gutwein MP was appointed the 46th Premier on the 20th January. In addition to serving as Premier, Mr Gutwein will continue as Treasurer. Mr Gutwein will also serve as Minister for Climate Change, the first in a Tasmanian Liberal Government. Sarah Courtney MP will take on a new portfolio as Minister for Strategic Growth. Michael Ferguson MP will assist the Treasurer as Minister for Finance. Jane Howlett MLC will be promoted to the Ministry, serving as Minister for Sport, Recreation, and Racing. A number of serving ministers will take on additional portfolios: Elise Archer MP will take on Heritage; Sarah Courtney MP will take on Strategic Growth, Small Business, Hospitality and Events; Roger Jaensch MP will take on Environment and Parks; Jeremy Rockliff MP will take on Trade, Advanced Manufacturing and Defence Industries, Disability Services and Community Development. QUESTIONS Royal Hobart Hospital - Emergency Department Issues Ms WHITE question to PREMIER, Mr HODGMAN [10.02 a.m.] Did you know that yesterday there were 63 patients stuck in the emergency department at the Royal Hobart Hospital, patients were being treated in three corridors, and there were 10 ambulances ramped? This is bad for patients and bad for stressed staff. If anything, it looks like this winter will be worse than last winter. Why was the hospital not escalated to level 4, as staff were asking for? Was there political pressure not to escalate due to the parliament resuming? ANSWER Madam Speaker, I thank the Leader of the Opposition for the question but would cast a very healthy level of scepticism over any suggestions from her as to what this Government might do other than ensure we get on with the job of delivering on our record level of investment and commitments that will go to delivering the health service, which is improving under our Government and that we promised in the election. That is what we are focusing on. We recognise that there are pressures on the health system. That is why, with our budget back in balance, we have been able to commit a record amount over the last four years, $7 billion in the last budget and $750 million, to boost our efforts to improve the health system Tasmanians need. We will need to not only build the health system and the infrastructure to support it - Members interjecting.
