Serbian Orthodox Church in the USA Church Assembly—Sabor 800 Years of Autocephaly of the Serbian Orthodox Church: “Endowed by God, Treasured by the People” August 1, 2019 Holy Despot Stephen the Tall and Venerable Eugenia (Lazarevich) LIBERTYVILLE STATEMENT OF THE PRESIDENTS OF THE CHURCH ASSEMBLY-SABOR REGARDING THE CONSTITUTION AND RELATED GOVERNING DOCUMENTS To the Very Reverend and Reverend Priests and Deacons, Venerable Monastics, the Members and Parishioners of the Church-School Congregations and Mission Parishes of the Serbian Orthodox Dioceses in the United States of America Beloved Clerics, Brothers and Sisters in Christ, As we have received numerous questions and concerns regarding the updated combined version of the current Constitution, General Rules and Regulations and Uniform Rules and Regulations for Parishes and Church School Congregations of the Serbian Orthodox Dioceses in the United States of America, that was published and distributed to all attendees and received by such on July 16, 2019 during the 22nd Church Assembly-Sabor, we deemed it necessary and appropriate to provide answers to our broader community regarding what was updated and why. The newly printed white bound edition is a compilation of all three prior documents, inclusive of past amendments and updated decisions rendered by previous Church Assemblies and the Holy Assembly of Bishops of the Serbian Orthodox Church. This was done in accordance with the May 7/24, 2018, HAB No. 45/MIN.171 decision of the Holy Assembly of Bishops of our Mother Church, the Serbian Orthodox Church, to whom we are and shall forever remain faithful. By Felix Corley, Forum 18 News Service Since late May, mobs of non-Muslims have obstructed Muslims in the eastern Georgian village of Samtatskaro from praying freely, human rights defenders have told Forum 18 News Service. The mob threatened to burn down the imam's home and drive him from the village. Guliko Nadirashvili, head of the village, "mentioned publicly that if the majority decides that there must not be a mosque in the village, that this is Christian land and the whole village is against Muslims' prayer, we won't allow them to pray," a human rights defender told Forum 18. Nadirashvili claimed to Forum 18 that Muslims have "no problems praying". The local police chief refused to discuss the violence and threats with Forum 18 and the Interior Ministry in the capital Tbilisi was unable to say if anyone has been prosecuted over this and two similar mob attacks on Muslims in late 2012. Police and local authorities in the eastern Georgian village of Samtatskaro have failed to defend the rights of local Muslims to meet for prayer together in the face of mob violence and threats, human rights defenders and local Muslims have complained to Forum 18 News Service. However, the head of the village dismissed any complaints. "Christians and Muslims have the right to pray here," Guliko Nadirashvili, head of the village, claimed to Forum 18 on 2 July. -

Georgia Transport Sector Assessment, Strategy, and Road Map The Asian Development Bank (ADB) is preparing sector assessments and road maps to help align future ADB support with the needs and strategies of developing member countries and other development partners. The transport sector assessment of Georgia is a working document that helps inform the development of country partnership strategy. It highlights the development issues, needs and strategic assistance priorities of the transport sector in Georgia. The knowledge product serves as a basis for further dialogue on how ADB and the government can work together to tackle the challenges of managing transport sector development in Georgia in the coming years. Further information on UA: 61/16 Index: EUR 56/3993/2016 Georgia Date: 10 May 2016 URGENT ACTION BILL BANNING SAME-SEX MARRIAGE MOVES FORWARD The bill which would amend the Constitution introducing a definition of marriage as a union exclusively between a man and a woman, received the endorsement of the Parliament’s Human Rights and Civil Integration Committee on 5 May. Now the bill has to go through other committee hearings after which it will be voted by the parliament. On 5 May the Parliament’s Human Rights and Civil Integration Committee endorsed the bill which would amend the Georgian Constitution introducing a definition of marriage explicitly as a union between a man and a woman. The committee hearings follow weeks of public discussions on the bill organized by the parliament across Georgia. According to the Parliament’s First Vice Speaker the bill has received overwhelming public support. Georgian Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) activists could not attend the discussions, citing security reasons and a hostile atmosphere in the discussion venues. The bill has now to go through other committee hearings, after which it will be voted by the parliament. The First Vice Speaker of the parliament told Georgian media on 5 May that should the bill not receive enough support among parliamentarians, a referendum on the banning of same-sex marriage in the Constitution might be organised. The Central Election Commission of Georgia already registered a request for such referendum on 28 March. This request was the initiative of a citizens’ group and now needs a minimum of 200,000 signatures supporting the referendum, after which the President of Georgia will decide on the matter. -

RUSSIAN ORTHODOXY AND WOMEN’S SPIRITUALITY IN IMPERIAL RUSSIA* Christine D. Worobec On 8 November 1885, the feast day of Archangel Michael, the Abbess Taisiia had a mystical experience in the midst of a church service dedicated to the tonsuring of sisters at Leushino. The women’s religious community of Leushino had recently been ele vated to the status of a monastery.1 Conducting an all-women’s choir on that special day, the abbess became exhilarated by the beautiful refrain of the Cherubikon hymn, “Let us lay aside all earthly cares,” and envisioned Christ surrounded by angels above the iconostasis. She later wrote, “Something was happening, but what it was I am unable to tell, although I saw and heard every thing. It was not something of this world. From the beginning of the vision, I seemed to fall into ecstatic rapture Tears were stream ing down my face. I realized that everyone was looking at me in astonishment, and even fear....”2 Five years later, a newspaper columnistwitnessedasceneinachurch in the Smolensk village of Egor'-Bunakovo in which a woman began to scream in the midst of the singing of the Cherubikon. Professor PhD., University of Piteşti, Faculty of Theology, Letters, History and Arts/ Centre for Applied Theological Studies, ROMANIA, [email protected] Abstract The acknowledgment of autocephaly represents a historical moment for the Romanian Orthodox Church, it means full freedom in organizing and administering internal affairs, without any interference or control of any church authority from outside. This church act did not remove the Romanian Orthodox Church from the unity of ecumenical Orthodoxy, but, on the contrary, was such as to preserve and ensure good relations with the Ecumenical Patriarchate and all other Sister Orthodox Churches, and promote a dogmatic, cult, canonical and work unity. The Orthodox Church in the Romanian territories, organized by the foundation of the Metropolis of Ungro-Wallachia (1359) and the Metropolis of Moldavia and Suceava (1401), became one of the fundamental institutions of the state, supporting the strengthening of the ruling power, to which it conferred spiritual legitimacy. The action of formal recognition of autocephaly culminated in the Ad Hoc Divan Assembly’s 1857 vote of desiderata calling for “recognition of the independence of the Eastern Orthodox Church, from the United Principalities, of any Diocesan Bishop, but maintaining unity of faith with the Ecumenical Church of the East with regard to the dogmas”. The efforts of the Romanian Orthodox Church for autocephaly were long and difficult, knowing a new stage after the Unification of the Principalities in 1859 and the unification of their state life (1862), which made it necessary to organize the National Church. -

With a history of strong economic aid and security cooperation, the United States Cory Welt has deepened its strategic partnership with Georgia since Russia’s 2008 invasion of Analyst in European Affairs Georgia and 2014 invasion of Ukraine. U.S. policy expressly supports Georgia’s sovereignty and territorial integrity within its internationally recognized borders, and Georgia is a leading recipient of U.S. aid in Europe and Eurasia. Many observers consider Georgia to be one of the most democratic states in the post-Soviet region, even as the country faces ongoing governance challenges. The center-left Georgian Dream party has more than a three-fourths supermajority in parliament, allowing it to rule with only limited checks and balances. Although Georgia faces high rates of poverty and underemployment, its economy in 2017 appeared to enter a period of stronger growth than the previous four years. 16. The Georgian–Abkhazian conflict Alexander Krylov I. Introduction The Abkhaz have long populated the western Caucasus. They currently number about 100 000 people, speak one of the languages of the Abkhazo-Adygeyan (west Caucasian) language group, and live in the coastal areas on the southern slopes of the Caucasian ridge and along the Black Sea coast. Together with closely related peoples of the western Caucasus (for example, the Abazins, Adygeyans and Kabardians (or Circassians)) they play an important role in the Caucasian ethno-cultural community and consider themselves an integral part of its future. At the same time, the people living in coastal areas on the southern slopes of the Caucasian ridge have achieved broader communication with Asia Minor and the Mediterranean civilizations than any other people of the Caucasus. The geographical position of Abkhazia on the Black Sea coast has made its people a major factor in the historical process of the western Caucasus, acting as an economic and cultural bridge with the outside world. Georgians and Abkhaz have been neighbours from time immemorial. The Georgians currently number about 4 million people. The process of national consolidation of the Georgian nation is still far from complete: it includes some 20 subgroups, and the Megrelians (sometimes called Mingrelians) and Svans who live in western Georgia are so different in language and culture from other Georgians that it would be more correct to consider them as separate peoples. Some scholars, Hewitt, for example,1 suggest calling the Georgian nation not ‘Georgians’ but by their own name, Kartvelians, which includes the Georgians, Megrelians and Svans.2 To call all the different Kartvelian groups ‘Georgians’ obscures the true ethnic situation.
