  • Introduction Lobbying and Advocacy
Introduction This Legislative Handbook is designed to provide guidance and assistance to representatives of the New Jersey Association of Mental Health and Addiction Agencies, Inc. (NJAMHAA) member organizations who participate in legislative activities. Specifically, the Legislative Handbook presents the Association’s legislative policy and procedures, simplifies the complexities of the legislative process, and provides an orientation to grassroots lobbying for all members. On behalf of its members, NJAMHAA meets with legislators, policy makers and business leaders in order to influence legislative, regulatory and funding decisions in ways that have the most positive outcome on its members. Through increased visibility and a stronger presence, NJAMHAA ensures that members’ concerns are expressed and that their interests are represented. This allows members the peace of mind of knowing that legislative or regulatory changes that are made will occur with their views expressed. NJAMHAA is committed to facilitating meaningful exchange both within the Association and with other industry stakeholders to achieve mutual advocacy. While NJAMHAA aggressively lobbies state and federal legislators on behalf of its members, these lawmakers need to hear from you, their local constituents, those who elect them. The louder and stronger the voice, the more impact that it has on all who hear it. Please use and refer back to this valuable resource to familiarize yourself with legislative advocacy procedures and to contact key legislators to collectively join other NJAMHAA members in advancing the cause for an improved community behavioral health system. Lobbying and Advocacy Oftentimes, the words “lobbying” and “advocacy” are used interchangeably. The legal definition of lobbying usually involves attempting to influence legislation.

  • Honor Final Draft
Advocating for Students with Exceptional Needs in Public Education By: Cassandra Fenton Project Description When creating this project, my goal was to combine my knowledge and experiences from my major in political science and my participation in the teacher certification program. To that end, this project is a political activism campaign that seeks to empower those in the education field, specially advocates for students with exceptional needs, to exercise their political voice. I have too often felt the sentiment of disenfranchisement by those are not actively involved in politics. In order to address this negative perception of politics and government, my project strives to inform professionals in the education field of their ability and right to exercise their political voice. Those in the field are the most equipped to advise policy surrounding special education, and this expertise can be of great use for politicians. The primary component of my project are two issue letters that can be sent to representatives to advocate for the rights of students with exceptional needs. The first letter tackles the issue of lack of adequate funding for special education by the state. The second letter addresses the general disrespect for the teaching profession as well many of the obstacles teachers must overcome to educate their students effectively. While these letters can be sent as is, they are meant to inspire professionals in the field to share their own expertise with their representatives. I have also included a graph to demonstrate that a vote carries more weight at lower levels of government, for which less people come out to vote, as opposed to the highest offices, which attract the greatest voter turnout.

Sweeney Senator Thomas H. Kean, Jr. Assembly Speaker Craig J. Coughlin Assemblyman Jon M. Bramnick New Jersey State House 145 West State Street Trenton, NJ 08625-0068 RE: A4402–S2902 An Act imposing a tax on high-quantity processors of financial transactions Dear Honorable Gentlemen, I am writing to you on behalf of the Security Traders Association of New York, Inc. (“STANY”), an association representing thousands of trading and financial services professionals in New York and New Jersey, to express concerns about the recently proposed NJ Financial Transaction Tax (FTT)- A4402 and S2902. We urge you to vote against the tax. Many of our members live and work in New Jersey. They are acutely aware of the state’s needs at this most difficult time and are sympathetic to the desire of the Assembly and Senate to seek new sources of tax revenue. However, we are strongly opposed to an FTT as it is wrong for New Jersey and wrong for its citizens. The tax is nominally aimed at businesses with data centers or servers located in New Jersey but as acknowledged in the bill and born out by experience with other FTTs1 the tax will be passed along to the purchaser or seller of securities. The FTT will have a significant impact on retail and institutional investors, 401K and retirement accounts and pension funds including the largely unfunded public pensions held by the state itself.

MEMORANDUM FROM: Riker Danzig Scherer Hyland & Perretti LLP DATE: November 9, 2011 SUBJECT: New Jersey 2011 General Election Results On Tuesday, November 8, 2011, New Jersey voters went to the polls for the legislative and local elections. All 120 seats in the New Jersey Legislature were up for election. As a result of the election, the Democrats retained control of the Assembly where they presently hold a 47-33 margin. Going into the new session in January, the split in the Assembly will by 48-32 given the loss of one Republican seat (Domenick DiCicco). The other two competitive races in the State Senate saw the Democrats hold on to both seats. In District 2, incumbent Democrat Senator Jim Whelan won the election by a 54 to 46% margin over Republican Assemblyman Vincent Polistina. This race may break fundraising and spending records as a result of close to a $4 million tab. In what was touted as having the greatest potential for a Republican victory, in District 38, incumbent Democrat Bob Gordon retained his seat and defeated Bergen County Republican Freeholder Chairman John Driscoll by a 53 to 47% margin. Although originally targeted as a competitive race, the 14th District race saw incumbent Senator Linda Greenstein defeat Republican challenger Richard Kanka by a 55 to 45% margin. Kanka did not carry his hometown of Hamilton. As a result, the Democrats current control (24-16) of the Senate will remain in tact. - 1 - There were only a handful of contested Assembly races in the 40 legislative districts, but a significant number of new legislators will nonetheless be sworn in on January 10, 2012.
