Morales’ first House bill, HB 855 Learning Subcommittee REPORT: $101.5 BILLION STATE BUDGET *, 58 BILLS SIGNED INTO LAW I represent Florida House District 48 in Orlando, and this report highlights my legislative accomplishments for the 2021 Legislative Session and the Special Session on Gaming and Seminole Compact. The Florida Legislature voted to approve a $101.5 billion state budget ($36.3 billion General Revenue; $65.2 billion Trust Funds). I also casted my vote on the House floor to approve it. As a new State Representative, I was told that passing legislation as a freshman lawmaker and a Democrat in a Republican-controlled House and Senate is just not going to happen. Well, I sponsored or co-sponsored 129 bills, including 2 House Resolutions. 58 bills became law with bipartisan support from my colleagues. Reaching across the aisle puts the needs of Floridians first. The Florida Legislature reconvened May 2021 to consider the new gaming compact the governor reached with the Seminole Tribe of Florida. Florida would potentially receive $20 billion over the next 30 years. I was appointed to serve on the Select Subcommittee on the Seminole Gaming Compact. Orange County State Legislation Delegation Representatives Kamia Brown (D-45), Anna Eskamani (D-47), and Keith Truenow (R-31) also received committee assignments. I filed House Amendment 737115 on the Floor regarding my concerns of the negative impact gambling would have on families. The amendment states in part: “The amount paid to the state by the Seminole Tribe of Florida and deposited into the General Revenue Fund shall be used to increase funding to support victims of domestic violence through prevention and public health awareness.” The amendment was ruled out of order for consideration on how the new revenue generated should be spent. My Floor Vote: Yes, Implementation of the 2021 Gaming Compact (97 Yeas-17 Nays) Yes, Gaming Enforcement (108 Yeas-7 Nays) Yes, Public Records and Meeting for Florida Gaming Control Commission (114 Yeas-2 Nays) No, Gaming (73 Yeas- 43 Nays) STATE REPRESENTATIVE DAISY MORALES 2021 LEGISLATIVE REPORT LEGISLATIVE ACCOMPLISHMENTS As of July 1, 2021, I had nearly 60 bipartisan bills that I sponsored or co-sponsored signed into law, championing 57 bills with other members of the Florida House. 32 bills signed into law were Florida House bills, 25 were Senate companion bills. Fellow lawmakers, constituents, organizations, even government agencies typically urge lawmakers to co-sponsor bills that are important to or directly impact them. Out of a whopping 3,096 total bills out of the Florida House and Senate this Legislative Session, Governor Ron DeSantis signed just 267 of them into law. Members congratulate Rep. Daisy Morales after the passage of H B 85 5 on the House floor, later signed into law. House Bill 855 Barber Services: Authorizes barber to shampoo, cut, or arrange hair in location other than registered barbershop without specified arrangements. House Bill 857 Commercial Telephone Solicitation: Prohibits commercial telephone seller or salesperson from using automated dialing or recorded messages to make certain commercial telephone solicitation phone calls; revises timeframe during which commercial telephone seller or salesperson may make commercial solicitation phone calls; prohibits commercial telephone sellers or salespersons from making specified number of commercial telephone solicitation phone calls to person over specified timeframe. Wording from my Commercial Telephone Solicitation bill (HB 857) was amended into Rep. Mike Beltran’s (R-Lithia) Telephone Solici tation bill (HB 1307). Sen. Audrey Gibson’s (D -Jacksonville) companion bill (SB 1120), which also used wording from my bill, was signed into law. HB 1347 passed on the House Floor House Bill 1347 Educational Opportunities for Disabled Veterans: Provides that disabled veterans receiving certain federal educational assistance benefits are eligible to receive award for remaining cost of tuition and fees at state universities and Florida College System institutions.
