    Appendix 4 Detailed proposals for each Ward – organised by Local Area Partnership (LAP) Proposed Wards within the Knutsford Local Area Partnership Knutsford Local Area Partnership (LAP) is situated towards the north-west of Cheshire East, and borders Wilmslow to the north-east, Macclesfield to the south-east and Congleton to the south. The M6 and M56 motorways pass through this LAP. Hourly train services link Knutsford, Plumley and Mobberley to Chester and Manchester, while in the east of this LAP hourly trains link Chelford with Crewe and Manchester. The town of Knutsford was the model for Elizabeth Gaskell's novel Cranford and scenes from the George C. Scott film Patton were filmed in the centre of Knutsford, in front of the old Town Hall. Barclays Bank employs thousands of people in IT and staff support functions at Radbroke Hall, just outside the town of Knutsford. Knutsford is home to numerous sporting teams such as Knutsford Hockey Club, Knutsford Cricket Club, Knutsford Rugby Club and Knutsford Football Club. Attractions include Tatton Park, home of the RHS Flower show, the stately homes Arley Hall, Tabley House and Peover Hall, and the Cuckooland Museum of cuckoo clocks. In detail, the proposals are: Knutsford is a historic, self-contained urban community with established extents and comprises the former County Ward of Knutsford, containing 7 polling districts. The Parish of Knutsford also mirrors the boundary of this proposal. Knutsford Town is surrounded by Green Belt which covers 58% of this proposed division. The proposed ward has excellent communications by road, motorway and rail and is bounded to the north by Tatton Park and to the east by Birkin Brook.

It does not determine whether any site is acceptable for future housing development as that will be determined through the Local Development Framework. The study includes sites with a capacity for 10 or more dwellings (generally sites of approx 0.3ha or more), both previously developed (PDL) and greenfield, within settlements and adjacent to their limits. The Strategic Housing Land Availability Assessment has been undertaken to: • Provide a consistent assessment of potential sites that have been submitted by land owners and developers; • Consider factors affecting the developability of the site (e.g. flood risk, access); • Assess the sustainability of the site in terms of accessibility to services; and • Consider the deliverability of the site in terms of the need for / timescales for delivering infrastructure required (e.g. highway schemes). MAIN ISSUES The main issue is whether or not there have been any significant material changes in policy/circumstances since the application was previously approved. 1. REFERAL This application is included on the agenda of the Southern Planning Committee as the proposal involves extending the time limit on a scheme which comprises of more than 10 dwellings and is therefore a small-scale major development. 2. DESCRIPTION OF SITE This application relates to a 0.5 hectare parcel of land located at the junction of Middlewich Road and Knutsford Road in Cranage. The site lies entirely within the Open Countryside and is in the freehold ownership of Cranage Parish Council. This is a rural site currently used for grazing and is highly prominent within the surrounding area. The site is bound to the west by residential properties, to the north and south by Open Countryside, and to the east by Knutsford Road followed by several residential properties. The site is currently accessed from an agricultural access off Middlewich Road and the boundaries consist of traditional Cheshire railings and substantial trees and hedges. 3. DETAILS OF PROPOSAL This application seeks permission to extend the time limit attached to outline approval 07/0662/OUT, which was subsequently kept alive by the later approval of the reserved matters referenced 11/0748C.
