Country Report: Serbia 2016 Update Acknowledgements & Methodology This report was written by Pavle Kilibarda and Nikola Kovačević at the Belgrade Centre for Human Rights (BCHR), and was edited by ECRE. The first update was written by Nikola Kovačević at BCHR, and was edited by ECRE. This report draws on the BCHR’s experience in representing asylum seekers and refugees in Serbia, engaging the asylum authorities and monitoring the respect for the right to asylum in the country. The information in this report is up-to-date as of 31 December 2016. The Asylum Information Database (AIDA) The Asylum Information Database (AIDA) is coordinated by the European Council on Refugees and Exiles (ECRE). It aims to provide up-to date information on asylum practice in 20 countries. This includes 17 EU Member States (AT, BE, BG, CY, DE, ES, FR, GR, HR, HU, IE, IT, MT, NL, PL, SE, UK) and 3 non-EU countries (Serbia, Switzerland, Turkey) which is easily accessible to the media, researchers, advocates, legal practitioners and the general public through the dedicated website www.asylumineurope.org. Furthermore, the project seeks to promote the implementation and transposition of EU asylum legislation reflecting the highest possible standards of protection in line with international refugee and human rights law and based on best practice. This report is part of the Asylum Information Database (AIDA) funded by the European Programme for Integration and Migration (EPIM), a collaborative initiative of the Network of European Foundations. The national Turkish Party was founded prior to the 1919 election. In a sense; it aimed at maintaining policies of the national Constitutional monarchy Party and the movement of Turkism in the period of the armistice and of an occupation and cosmopolitan climate. The party participated in the pre-election work and elections and made some name for itself. The party dissented in opinion from other parties at the national Congress. Abdulhak Adnan (Adıvar), hamdullah Suphi (Tanrıöver), mehmet emin (erişirgil) and Ahmet ferit (Tek), party’s nominees, got into parlia- ment in the elections in which the party participated with an independent list. In order to better understand the cosmopolitan pluralistic capital in a political way, we can consider that a newly established party, which formally adopted ”Turkish national- ism“, was able to win a parliamentary seat in armistice Istanbul. The national Turkish Party was not able to open any branch office except in Istanbul. They tried to explain themselves to the masses through the newspaper İfham. The party sent Ahmet hikmet and hamdullah Suphi as delegates to the national Congress. -

We hardly find a reference to the economic ideas of Muslim scholars who lived in the 16th or 17th century, in works dealing with the history of Islamic economic thought. The period after the 9th/15th century remained largely unexplored. Dr. Islahi has ventured to investigate the periods after the 9th/15th century. He has already completed a study on Muslim economic thinking and institutions in the 10th/16th century (2009). In the mean time, he carried out the study on Muslim economic thinking during the 11th/17th century, which is now in your hand. As the author would like to note, it is only a sketch of the economic ideas in the period under study and a research initiative. It covers the sources available in Arabic, with a focus on the heartland of Islam. There is a need to explore Muslim economic ideas in works written in Persian, Turkish and other languages, as the importance of these languages increased in later periods. -

NEED FOR THE PROJECT Albania is a key country in a region of conflict and emerging economic, cultural, and political significance. Albanian is, therefore, a strategic language but, as a less commonly taught one (LCT), lacks sufficient instructional resources, much less a comprehensive introductory program delivered with modern technology. The primary target groups for which the materials are to be developed are language teachers and their students in colleges and universities; U.S. government agencies and similar organizations; students undertaking independent language study; and English-speaking heritage speakers of Albanian. Nearly 6 million people speak Albanian, the official language in Albania. It is also the main official language in Kosovo, a minority official language in Montenegro, and the language of significant minorities in other Balkan countries and migrant communities in places as disparate as the UK, Egypt, and Ukraine. Nearly all of these people speak one of two mutually intelligible dialects: Tosk and Gheg, with Tosk being official in Albania and Kosovo. Derived dialects are spoken by communities descended from 15th and 16th century settlers in Greece, along the eastern coast of southern Italy, and on Sicily. -

Central Asia can be roughly described as the region to the north and the north-west nf the China Wall. The China Wall was built to koopthe namadie peoples -ineloding the Tuikic peoples- out of China. The Wall also roughly corresponded to the frontler of feıtile iand wbere agriculture could be practised. In Centtal Asia the tand was generally not suitable for qriculıure. but could sustain the animal hents of the nomads. The fmt "state" of the Turlcicpeoples was the Empiıe of the Hmıs. for which the apprOximate dates 220 BC-216 AD are given. But whether or not this formatian can be considered a state or empire in the proper sense of the word is not clear. because the Hmıs did not use the written word. Probably this fonnatian was a coofederation of tribes. raiher' than a state. The same can probobly he said for the Göktürks (552-745). though at the end of their primacy they hegan to use writing. The third important poIitical formation of the Turkic peoples was the Uygur State (745-940). By the end of the 8th century. two important developments took place among the Turkic peoples. 1) A great number of them hegan to move west, Lo Transoxania and contiguous regions and 2) they began to . adopt Islam. It seems that the proces of Islamization was a rather loog. -

2137 THE OTTOMAN POLICY TOWARDS NON-MUSLIM COMMUNITIES AND THEIR STATUS IN THE OTTOMAN EMPIRE DURING THE 15TH & 16TH CENTURIES: INTERACTION OF CIVILIZATIONS MUGHUL, M. Yakub* PAKİSTAN/PAKISTAN/ПАКИСТАН ABSTRACT This paper focuses on Ottomans liberal policy and tolerance towards the non- Muslims and other religious communities during 15th, 16th century. In particular, it explores the key role of Sultan Mohammad-II in consolidating and harmonizing different cultures and religions across Europe and Asia. The paper also addresses the Islamic attitude towards inter-religious relations, which was at that time quite unknown in rest of Europe, where they were burning its heretics at the stake, whereas races and religions coexisted under the Ottoman rule. It will highlight how the advent of Ottoman Rule in Eastern Europe brought the Muslim and European Civilizations face to face, which ultimately created an interaction among them. Finally, it will describe the image of the millet system introduced during this period, which brought all non-Muslim communities within the Turkish commonwealth, and allowed them to govern itself by its own laws and live in peace in the Ottoman Empire. INTRODUCTION The Ottoman Empire1 would be defined as a mosaic of different cultures and religions, which provided peace and harmony among members of society without distinction between Muslim and non-Muslim, race, and color. The story of Ottoman history involves not only the Ottoman dynasty but the many peoples who ruled the Empire and were ruled by it: Turks, Arabs, Serbs, Greeks, Armenians, Jews, Bulgarians, Hungarians, Albanians, North Africans and others. -

No. 2, Üsküdar, Istanbul 34662, Turkey; [email protected] or [email protected] Received: 7 November 2018; Accepted: 16 January 2019; Published: 18 January 2019 Abstract: In this article, I examine religion-state relations and religious pluralism in Turkey in terms of recent changes in the religious landscape. I propose that there is a growing trend in the religious sphere that has resulted in a proliferation of religions, sects and spiritual approaches in Turkey. I argue that although the religious market model might not be applicable to the Turkish religious sphere during the republican era until the 2000s due to the restrictions applied by the state’s authoritarian secularist policies, it is compatible with today’s changing society. Different religious groups as well as spiritual movements have used the democratization process of the 2000s in Turkey as an opportunity to proselytize various faiths and understandings of Islam, with both traditional and modernist forms. In this period, new religious movements have also appeared. Thus, the Turkish religious landscape has recently become much more complicated than it was two decades earlier. I plan for this descriptive work firstly to provide an insight into the history of religious pluralism and state policies in Turkey. Secondly, I will discuss the religious policies of the republican period and, thirdly, I will evaluate recent developments such as the increasing number of approaches in the religious sphere within the scope of the religious market model. -

Ethem Nejat (1887-1921) Gazeteci, yazar, eğitimci, siyaset adamı Yeni Fikir, Sayı 21, Mayıs 1914 Ethem Nejat Bey’in hangi tarihte dünyaya geldiği tam olarak bilinmemekte olup bu konuda farklı görüşler ileri sürülmektedir. İstanbul Üsküdar’da bulunan Ahmet Çelebi Mahallesi’nde 1882 yılında dünyaya geldiğini ileri sürünler olduğu gibi edenler doğum tarihinin 1887 yılı olduğunu iddia edenler de vardır. Babasının adı Hasan, annesinin adı Cavide’dir. Ethem Nejat, anne tarafından Çerkes’dir (Beseney) ve soylu bir aileye mensuptur. I. Dünya Savaşı sırasında Osmanlı Devleti’ne sığınarak Sivastopol’ü top ateşine tutan Goeben (Yavuz) zırhlısının komutanı olan Bahriye Albayı Cevat Bey (Toydemir), Ethem Nejat’ın dayısıdır. Annesinin amcasının oğlu ise Atatürk’ün yakın arkadaşlarından olan General Cemil Cahit Toydemir’dir. Ethem Nejat’ın ilköğretimini nerede aldığı konusunda bir bilgi bulunmazken kendisi okuma yazmayı annesinden öğrendiğini ifade etmektedir. Üsküdar İdadisi ve Ticaret Mekteb-i Âli’sinden mezun olan Nejat Bey, II. Abdülhamid Dönemi’nde gazetecilik yapmıştır. Osmanlı Ziraat ve Ticaret Gazetesinde düzenli yazıları yayınlanan Nejat Bey, İttihad ve Terakki Cemiyeti ile bağlantı kurduğu için II. Meşrutiyet öncesinde zorunlu olarak yurt dışına kaçmıştır. Yazılarında hangi tarihlerde hangi ülkelerde bulunduğunu tam olarak belirtmese de yazdıklarının satır aralarından bazı ipuçlarına ulaşılmaktadır. Kesin olmamakla birlikte yurt dışına ilk çıkışında Amerika’ya, Newyork’a gittiğini düşünülmektedir. Çünkü 1909 yılında Osmanlı Ziraat ve Ticaret Gazetesinde yazdığı bir makalede iki sene önce Amerika’da olduğunu ifade etmektedir. Buna göre 1907 yılında Ethem Nejat Amerika’da bulunmaktadır. II. Meşrutiyet’in ilanından önce ise Nejat Bey’in Fransa’da olduğunu bilinmektedir ve Meşrutiyet’in ilanından yaklaşık iki ay sonra İstanbul’a dönmüştür. -

33 Between neo-Ottomanism and NEW PERSPECTIVES ON TURKEY Ottomania: navigating state-led and popular cultural representations of the past Murat Ergin and Yağmur Karakaya Abstract In contemporary Turkey, a growing interest in Ottoman history represents a change in both the official state discourse and popular culture. This nostalgia appropriates, reinterprets, decontextualizes, and juxtaposes formerly distinct symbols, ideas, objects, and histories in unprecedented ways. In this paper, we distinguish between state-led neo-Ottomanism and popular cultural Ottomania, focusing on the ways in which people in Turkey are interpellated by these two different yet interrelated discourses, depending on their social positions. As the boundary between highbrow and popular culture erodes, popular cultural representations come to reinterpret and rehabilitate the Ottoman past while also inventing new insecurities centering on historical “truth.” Utilizing in-depth interviews, we show that individuals juxtapose the popular television series Muhteşem Yüzyıl (The Magnificent Century) with what they deem “proper” history, in the process rendering popular culture a “false” version. We also identify four particular interpretive clusters among the consumers of Ottomania: for some, the Ottoman Empire was the epitome of tolerance, where different groups lived peacefully; for others, the imperial past represents Turkish and/or Islamic identities; and finally, critics see the empire as a burden on contemporary Turkey.
