    January 12, 2004 CITY HALL INAUGURAL MEETING The first meeting of the City Council of Charleston was held this date convening at 12:10 p.m. on the steps of City Hall. A notice of this meeting appeared in The Post and Courier on January 9, 10 and 11, 2004 and in The Chronicle on January 7, 2004. The Honorable Joseph P. Riley, Jr., Mayor, called the meeting to order. Mayor Riley was joined on the steps of the first floor by The Most Reverend Robert J. Baker, S.T.D., Bishop of Charleston, Catholic Diocese; Rabbi Anthony Holz, Kahal Kadosh Beth Elohim Synagogue; Rev. Alma Dungee; D'Jaris Whipper-Lewis, members of City Council; and Clerk of Council Vanessa Turner-Maybank. Chairs had been set up on Broad Street for approximately 800 people. In addition to those who were seated, a number of people stood. At the Mayor's invitation everyone stood for the invocation offered by Bishop Baker. Following the invocation the Mayor asked everyone to remain standing for the presentation of the colors by the City of Charleston Police Department Color Guard and the singing of The National Anthem by Ms. Whipper-Lewis. The Mayor thanked Bishop Baker, the City of Charleston Police Department Color Guard and Ms. Whipper-Lewis for participating in the ceremony. He also expressed his appreciation to the Ashley River Creative Arts Elementary School Unichorus and its director, Ms. Ann Cheek. Mayor Riley welcomed everyone and noted the presence of a number of dignitaries and special guests attending this meeting.
