Applications may be inspected free of charge at the Office of the Traffic Commissioner in Leeds by any person who carries written authorisation to act in that capacity. Objections against published applications may be made in writing by a Chief Officer of Police, a local authority, a planning authority or a prescribed trade union or association within 21 days of the date on which notice of an application is published in Applications and Decisions. Objections must be made either on the grounds that any of the requirements listed in Section 13 of the Goods Vehicles (Licensing of Operators) Act 1995 are not met and/or that a nominated operating centre will be unsuitable for use as such. A copy of the objection must be sent by the objector to the applicant at the same time that it is sent to the Traffic Commissioner. The onus of proof in terms of the grounds on which an objection is lodged lies with the objector. You may fax a copy of your objection to 0113 2488521 but please note that you must send the original signed document through the post. Classification of Operator Licences – There are three classes of licence: • A Restricted (R) licence authorises the use of a goods vehicle on public roads in Great Britain for the carriage of the licence holder’s own goods in the course of his trade or business. The licence holder cannot carry goods for other people for hire or reward; • A Standard National (SN) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward, on public roads in Great Britain. He can also carry his own goods on journeys abroad; • A Standard International (SI) licence allows the licence holder to carry both his own goods and goods for other people for hire or reward. These activities can be undertaken both in Great Britain and on international journeys. Introduction This statement provides Essex County Council’s (ECC) criteria for objecting to the Network Rail (Essex and others crossing reduction) Transport and Works Act 1992 Order (the Order). Structure of this Statement The appendix and references detailed in the Documents section comprise supporting documentation and website links including Network Rail’s (NR) consultation plans showing their proposals including alternative routes which have additionally been annotated with ECC comments, and separate ECC plans illustrating the negative effect of each closure proposal on the public’s access to and enjoyment of the surrounding Public Rights of Way (PROW) network and showing the status of the highways used for NR’s proposed alternative routes, as well as other relevant documentation. ECC’s case is set out under a series of headings below. Objection to the granting of the Order In consideration of the closures presented in the Order ECC gave careful consideration to each proposal and undertook inspections of ten of the crossings proposed for closure as well as the proposed alternative routes* before reaching the decision to object to the nine proposed crossing closures at eight locations listed below, which were then formally adopted as ECC’s objections to specific crossing closures at a meeting of the full council. ECC also undertook Road Safety Assessments of the proposed road/verge alternatives proposed by the Order making authority, NR, who have advised that their own Road Safety Audits are to be provided by them as part of their Statement of Case and be available thereafter via DfT’s website.

    Billericay Tree Warden News-sheet for December 2020 Here’s hoping that we, and our households, get through Christmas and into the New Year all Covid-19 free. What 2021 holds for us all, with respect the pandemic is an unknown. However, the vaccines that are soon to be on stream may hold the key to it. Planting Projects – Adjacent Norsey Wood. Planting projects have been altered and rescheduled several times by Covid-19 lockdown and other unforeseen reasons. However, they are going ahead. Pictured here are Nathan and Neil planting 10 “standard” trees, a mixture of Oak and Horse Chestnut, spread out alongside the Outwood Common Road adjacent to Norsey Wood. The Norsey Wood Society is to plant a hedge mix between the “standards” and then go on to plant up their Norsey Meadow project with an additional hedge mix. It has long been recognized that this edge of farmland location will greatly benefit from a plant- ing project; for both wildlife and for the aesthetic value. One of Nathan’s neighbours kindly donated several of the “standards”. Please note that social distancing was observed throughout! Barleylands Covid-19 lockdown rules strikes again but we are not defeated. Nathan is leading a team of six on Saturday the 5th December for another planting project at Barleylands. We hope to plant a hedge mix of c.420 “whips” kindly supplied by the Woodland Trust (WT). “National Tree Week” is from the 28th November to the 6th December! South Green We are to plant two “standard” Maple trees on the Village Green funded by their Village Council.
