The most common use of a firework is as part of a fireworks display. A fireworks event (also called a fireworks show or pyrotechnics) is a display of the effects produced by firework devices on various occasions. Fireworks competitions are also regularly held at a number of places. The biggest fireworks event in the world is held in Madeira, Portugal at the New Years' Eve celebrations, as referred in the Guinness World Records. They may be designed to burn with colored flames and sparks. Comp. Laws §§ 28.451–471 (enacted effective January 1, 2012), requires that firms selling certain types of fireworks purchase liability insurance. Specifically, firms selling “consumer fireworks” (such as roman candles, bottle rockets, and other fireworks of like construction) are required to purchase a liability insurance policy providing coverage “in an amount not less than $10,000,000.” § 28.455(d)(3). The issue in this case is whether the particular amount of liability insurance required, $10 million, has any possible rational justification. As explained below, this is answered in the affirmative. Eight fireworks vendors bring a constitutional challenge to the Act, contending that the insurance requirement violates their substantive due process rights. The plaintiffs concede that the legislature acted rationally in requiring some liability insurance — their challenge, instead, is focused on the specific amount of insurance required. Printed in the United States of America Preface to the Third Edition The idea of this book took place thirty years ago, and it is gratifying that it still has a place in the firework world. The original intention was to produce a straightforward description of firework manufacture in the Western World. It was an attempt to describe what had happened in the past and to make suggestions for good practice at the present time. It was also an attempt to be fairly basic and thereby not offend friends and competitors in the trade who had to make an attempt to make a living at fireworks. Amateurs have wonderful enthusiasm and like true scientists need to know everything—for its own sake. They also want to share findings with everyone else.

    CITY WIDE IMPLICATIONS CITY OF HAMILTON HAMILTON EMERGENCY SERVICES Administration Report to: Mayor and Members Submitted by: Jim Kay City Council General Manager / Chief Hamilton Emergency Services Date: October 18, 2005 Prepared by: John Verbeek ext 7763 SUBJECT: Application to Amend City of Hamilton Fireworks By-law 02-285 (HES05003(a)) (City Wide) RECOMMENDATION: (a) That the proposed amendment as outlined in Appendix “A” to Report HES05003(a)) to the existing City of Hamilton Fireworks By-law 02-285 as amended by By-law 05-128 (Appendix “B” to Report HES05003(a)) permitting the sale of family fireworks during the year 2006 on Victoria Day and Canada Day, and during the fourteen (14) day period immediately preceding each of those days be passed and enacted. (b) That this amendment to the Fireworks By-law be passed and enacted again, as per 2005, on a trial basis for the year 2006, with expiration date of July 2, 2006. (c) That Hamilton Emergency Services (HES) report back to Council following July 2, 2006 with a future strategy/proposal regarding allowable sales periods for family fireworks.
