To a station, or a network, it is a commodity to be sold, existing not so much for its own value, but so that the time it occupies may be sold and adjacent blocs of time may rise in market value. To the advertising agency, it is a camouflage or carrier of commercials which seek to induce and direct spending. To the "talent" it presents, it is a forum, or a stage, or a market. And to the Federal Communications Commis- sion, it should be a contribution to the public interest, convenience, and necessity.' I will try to picture the spawning ground of these programs, the way in which their content and quality are affected by federal and private regulation and influence, how their value is gauged, and then conclude with some suggestions for their im- provement. Since television is an infinitely more important factor in our economic and cultural life than radio is or ever was, it is of television that I will speak the more I INFLUENCES ON PROGRAMMING Who makes television programs? The average television station, affiliated with a network, produces less than ten per cent of the programs it carries. Dear Colleagues, Writers and directors, working in the kind of collaboration that dignifies both of our profes- sions, stand together once again in our official identities as the Writers Guild of America, west and the Directors Guild of America, to present the Preston Sturges Award in recognition of a career achievement in filmmaking. Our honoree is Blake Edwards, the third artist to be so selected, preceded by Richard Brooks and Billy Wilder. How proud we are to have been in their presence and to be working at the same crafts! Somewhere, Preston Sturges is smiling; surely Blake Edwards is a talent after his own heart. Consider Blake's body of work, outlined in detail elsewhere in this publication. It is the journey of an instinctive artist learning his craft. A journey through the latter days of the legendary Hollywood studio system, writing low-budget westerns and romantic comedies, then directing his own scripts. Then the gradual development of a personal style, a "touch." Then, in 1963, his script (with Maurice Richlin) and his direction of The Pink Panther,and film buffs throughout the world knew that they had another stylist to enjoy. (Remember the spinning globe of the earth, and Inspector Clouseau inadvertently touching it, and spinning himself right to the floor?) After that, Blake's work, unaffected by the storytelling fads of the moment, showed the maturing of a master. He developed into one of those rare creative minds who holds true to his unique talent and to the cinematic tradition of the great era of visual comedy of Chaplin, Keaton and Harold Lloyd, and later, Preston Sturges himself.

The year is 2215. The earth is parched and ahandoned, inhabited by only two groups of people: the Dwellers and the Drivers. The Dwellers, who are white, work the Drivers, who are Native American, in pursuit of the one last profitable enterprise on Earth: the reclamation of scrap metal for the planet's colony on the New Angeles asteroid. In the town of Carbon, a scrap-depot and smelting-center located on the high desert plains west of the radioactive ruins of Los Angeles, a Driver (Tommy Tallbear) has been accused of attempting to rape the wife of Carbon's head Dweller (Jerry Paul) and Paul is now seeking his own brand of vigilante justice. Witness to all this is Hannify, a reporter for Interstellar Television who is sent to Carbon to cover another story only to find himself in the middle of a lynch mob. Just moments before the violence begins, a member of the mob confiscates the miniature DVD Hannify is using to record the event; he is unaware, however, that Hannify's digital imager has a backup camera that allows him to capture everything that is going on. Here is what the camera captures. A mob drags Tommy TaUbear out of the town jail and into an abandoned industrial site. With the desert sun cutting through the rooñess frame of the building, the air is red with dust and hate.

    UCLA FESTIVAL of PRESERVATION 2019 FROM THE DIRECTOR This year for the first time, we decided to organize our UCLA Festival of Preservation We begin Friday morning with a delightful early 1930s musical comedy, My Lips as a weekend event, instead of one spread out over a whole month, as in previous Betray (John G.
