Statistik & Info-Media (Bda) SEKREATARIAT DAN JAWATANKUASA KHAS DOSM MENANGANI COVID-19: STATISTIK & INFO-MEDIA (BDA) BIL 1/2020 RUJUKAN : 18 MAC HINGGA 23 MAC 2020 RINGKASAN MUTAKHIR KESAN COVID-19 KEPADA EKONOMI NEGARA 1. PENDAHULUAN. COVID-19 telah diisytiharkan sebagai Pandemik atau wabak oleh Pertubuhan Kesihatan Sedunia (WHO) pada 11 Mac 2020. Penularan virus COVID-19 semakin meruncing di Malaysia seperti yang dilaporkan oleh Kementerian Kesihatan Malaysia (KKM). Merujuk kepada statistik yang diterbitkan pada 23 Mac 2020 jam 12.00 tengahari sejumlah 212 kes baharu COVID-19 disahkan positif menjadikan jumlah kumulatif sebanyak 1518 kes dengan 4 tambahan kes kematian (jumlah terkini 14 kematian) manakala bilangan kes sembuh ialah 159 kes. Bilangan kes COVID-19 telah pun menular ke semua negeri dengan kawasan lembah klang (Selangor & WP Kuala Lumpur) merekodkan kes tertinggi dengan sumbangan sebanyak 40 peratus dari jumlah keseluruhan di Malaysia diikuti Johor (158 kes) dan Sabah (169 kes) seperti Jadual 1. Di peringkat dunia, Itali merupakan negara selain China (81,454 kes) yang mempunyai kes tertinggi iaitu 59,138 kes dengan kadar kematian 9.3 peratus atau 5,476 kes sehingga 23 Mac 2020. Secara keseluruhannya, kes COVID-19 telah mencatatkan 339,831 kes dengan 14,530 kematian dan Malaysia ketika ini merupakan negara yang mencatatkan kes positif COVID-19 yang tertinggi di Asia Tenggara dan merupakan negara ke-19 dunia daripada 172 negara yang disahkan dijangkiti COVID-19 – Jadual 2 (rujukan jadual selepas laporan liputan). Penularan pantas COVID-19 ternyata telah memberikan kesan signifikan kepada ekonomi. OECD dalam “Interim Economic Assessment Coronavirus : The world economy at risk” pada 2 March 2020 COVID-19 telah menyatakan bahawa ekonomi dunia akan berkembang pada kadar 2.4 peratus pada 2020 dan sekiranya wabak COVID-19 masih gagal dibendung dijangka ekonomi dunia akan mengalami kemelesetan seawal suku pertama 2020. Ekonomi Malaysia tidak terkecuali daripada menerima kesan daripada kelembapan ekonomi ini. Langkah-langkah proaktif telah diambil bagi mengimbangi impak pandemic global ini dengan kebanyakkan negara mengisytiharkan pakej rangsangan ekonomi antaranya Amerika Syarikat dengan sejumlah 1 trilion US Dolar telah diumumkan, Perancis (USD 49b), Britain (USD 38.5b), Italy (USD 28.3b), Japan (USD 23b), Thailand (USD 12.7b), Korea Selatan (USD 11.4b), Indonesia (USD 8b), Singapore (USD 4.6b) dan Malaysia (USD 4.5b). Jumlah pakej rangsangan di Malaysia terus meningkat dengan beberapa pengumuman inisiatif tambahan terkini yang diumumkan oleh pihak kerajaan seperti pembiayaan RM500 juta untuk membiayai pembelian peralatan perubatan antaranya ventilator, peralatan ICU dan keperluan makmal kepada KKM bagi menyokong usaha menangani COVID-19. Selain itu, pihak kerajaan telah meluluskan kakitangan baharu secara kontrak melibatkan tambahan jururawat serta kakitangan hospital. Pihak kerajaan turut menambah saluran peruntukan sebanyak RM130 juta kepada kerajaan negeri dengan peruntukan sama rata serta memberi bantuan kepada penjaja dan peniaga kecil yang terjejas akibat krisis COVID-19 ini. PENEMUAN UTAMA PETIKAN AKHBAR. 1) Harga kebanyakkan barang dijangka tidak akan mengalami kenaikan difaktorkan bekalan masih lagi mencukupi dan penurunan harga minyak. Namun begitu, kenaikan harga beberapa jenis sayuran seperti bawang telahpun mengalami kenaikkan unruk beberapa bulan yang lalu dan ianya masih berterusan sehingga kini. Pada masa yang sama, media semasa melaporkan harga sayur-sayuran seperti tomato, kacang panjang dan bendi telah meningkat serta barangan berkaitan E & E. Sebagai maklumat tambahan, item topeng tidak diambil kira dalam pengemaskinian bakul 2018 kerana mepunyai jumlah penggunaan yang relatifnya adalah kecil. Namun begitu item ini merupakan item penting ketika ini dan mendapat liputan yang signifikan sejak penularan COVID-19 2) Pengeluaran i-Lestari bagi pencarum Kumpulan Wang Simpanan Pekerja (KWSP) berjumlah RM40 billion dijangka dapat memanfaatkan pencarum KWSP terutamanya bagi pekerja yang mempunyai pendapatan terjejas dengan meningkatkan disposable income semasa tempoh Perintah Kawalan Pergerakan sepanjang tempoh 18 – 31 Mac 2020. Sementara itu, Bursa Malaysia ditutup rendah dengan ketara hari ini susulan penyusutan harga minyak yang berterusan di tengah-tengah kebimbangan akibat kes kematian yang meningkat akibat pandemik koronavirus (Covid-19). 3) Sektor pertanian di Malaysia, lima operasi komoditi akan diteruskan bagi memastikan kecukupan bekalan sepanjang tempoh PKP antaranya meliputi penuaian hasil kelapa sawit oleh syarikat dan pekebun kecil, prosesan buah tandan segar dikilang, prosesan crude palm oil di kilang penapisan bagi pembekalan minyak masak, aktiviti menoreh getah bagi stok menghasilkan alatan perubatan seperti sarung tangan dan lain-lain; dan aktiviti pembalakan. 4) Sektor Perkhidmatan merupakan salah satu sektor utama yang terjejas akibat daripada Perintah Kawalan Pergerakan (PKP) bermula 18 - 31 Mac 2020. Pada masa yang sama, Majlis Keselamatan Negara (MKN) telah mengeluarkan garis panduan terhadap perkhidmatan essential dan non- esential yang dibenarkan beroperasi sewaktu PKP ini berlangsung. 5) Jualan runcit barang farmaseutikal, perubatan dan ortopedik dijangka akan mengalami peningkatan berdasarkan kenyataan oleh Presiden Farmasi Komuniti Malaysia bahawa penjualan penutup hidung dan mulut meningkat 3 kali ganda kerana permintaan yang tinggi. Menurutnya lagi, permintaan 500 juta unit dalam sehari di seluruh negara, namun pembuatan hanya mampu dihasilkan dalam 100 juta sehari. Hasil jualan bagi hypermarket/supermarket dijangka meningkat pada bulan Mac 2020 berbanding bulan sebelum ekoran panic buying oleh pengguna. 7) Jualan secara online terutama melibatkan groceries (barangan runcit) dan makanan dijangka akan meningkat bermula Mac ini. Berdasarkan kenyataan beberapa pasar raya tempatan yang merekodkan lonjakan dalam pesanan online, menyebabkan mereka menggantung perkhidmatan penghantaran dalam talian buat sementara waktu sehingga notis selanjutnya (Jaya Grocer, Happy Fresh Malaysia dan Lazada Malaysia). 8) Aktiviti pengangkutan udara terjejas kerana Malaysia Airlines telah membatalkan penerbangan dari Semenanjung ke Sabah dan Sarawak manakala Malindo Air telah menggantung semua penerbangan antarabangsa. Selain itu, PKP Covid - 19 juga mengakibatkan pengurangan kapasiti penerbangan semua destinasi antarabangsa. 9) Perkhidmatan hotel dibenarkan beroperasi tetapi perlu mematuhi garis panduan yang telah dikeluarkan oleh MKN. Persatuan Hotel Budget Malaysia (MyBHA) menyatakan impak lebih besar adalah kepada pengusaha hotel resort berbanding hotel bajet kerana jumlah pekerja yang lebih ramai dan kos operasi yang lebih tinggi. 10) Aktiviti keagamaan, sukan dan riadah serta sosial dan budaya yang melibatkan perhimpunan, persembahan, konsert, busking, zumba, kelab malam, disko, bar, karaoke, panggung wayang, pusat hiburan keluarga, taman tema dan fun fair adalah dilarang dan ditutup. Tahun Melawat Malaysia juga telah dibatalkan dengan serta merta. 11) Kejatuhan harga minyak akan memberi kesan kepada eksport dan import negara; turut menjejaskan jualan dan pengeluaran syarikat FDI dan DIA yang berkaitan oil & gas. 12) Jualan pelabur asing, penurunan nilai bursa tempatan dan aliran keluar modal akan menjejaskan akaun Kewangan. Impak kepada Akaun Barangan dan Pengangkutan serta Akaun Kewangan di bawah penyusunan Statistik Imbangan Pembayaran. Pada tahun 2019, Petroleum menyumbangkan 14.5 peratus kepada jumlah Eksport Barangan dan 14.6 peratus kepada jumlah Import Barangan. 13) Tangguh bayar balik pinjaman PTPTN akan memanfaatkan kira-kira 1.5 juta peminjam yang melibatkan jumlah kutipan sebanyak RM750 juta. SEKREATARIAT DAN JAWATANKUASA KHAS DOSM MENANGANI COVID-19: STATISTIK & INFO-MEDIA (BDA) Page 4 14) Kerajaan telah memberi kelulusan kepada pihak industri pembuatan terutama yang mengeluarkan produk-produk ditakrifkan sebagai kritikal untuk beroperasi dengan syarat tertentu dalam tempoh Perintah Kawalan Pergerakan berkuat kuasa. 15) Perkhidmatan logistik dan pengangkutan bagi syarikat dalam sektor pembuatan penting dan kritikal diberi kebenaran beroperasi sepanjang tempoh Perintah Kawalan Pergerakan (PKP). 16) SESB memberi diskaun sebanyak 2 peratus kepada sektor perindustrian mulai 1 April sehingga 30 September. 17) Pemberhentian aktiviti pembinaan termasuk projek-projek mega seperti pembinaan MRT laluan 2, LRT3, Pan Borneo Highway, ECRL, Genting dan lain-lain akan merencatkan pertumbuhan sektor pembinaan pada untuk jangka masa yang panjang. 18) Perbincangan kemasukan pekerja Malaysia seramai 300,000 orang pekerja di Singapura telah diadakan oleh Perdana Menteri Singapura dan Malaysia. Hal ini adalah untuk memastikan pekerja Malaysia di Singapura mendapat jaminan tempat tinggal bagi meneruskan perkerjaan di sana. Langkah ini diambil adalah untuk memastikan pengurangan penularan wabak Corona Virus 2019 (COVID-19) ekoran Malaysia sedang dalam tempoh Perintah Kawalan Pergerakan (PKP). Oleh yang demikian, statistik penduduk dan demografi akan diberi perhatian sewajarnya berikutan migrasi dan tempat tinggal. These aviation industries are categorized as low-cost car- rier, however safety and security are absolute factors because these are rights for consumers. This article will describe further about safety and security standard; protecting the rights for consumers in connection with safety aviation in Indonesia and Malaysia from the Consumer Protection Law and the Aviation Law. As a result of the research shows that safety standard passenger for air transportation in airport covers information and safety facility in the shape of availability of the emergency safety tools (fires, accidents and natural disasters); information, area and health facility; and healthcare workers. Moreover, safety standards for passenger in an aircraft include information and safety facility in the shape of availability information and the emergency safety tools for passenger in an aircraft.     , POSITION PAPER SEQUENCING LIBERALIZATION FOR JULY 2019 THE MALAYSIAN AVIATION SERVICES SECTOR This Position Paper discusses the Malaysian Aviation Commission’s position and recommendations on the aviation services sector liberalization. EXECUTIVE SUMMARY The Malaysian aviation services sector has undergone significant liberalization, consistent with international trends for sector liberalization since the 1970s. While the understanding of liberalization tends to focus on the promotion and increase of foreign investment and ownership in the domestic industry players, the concept of liberalization is wider. Both the Malaysian and international experiences highlight that liberalization also extends to the negotiations for greater air traffic rights (ATRs) via air service agreements (ASAs), promoting private ownership, as well as, reducing and dismantling barriers to entry, thus, promoting competition in the sector. Sector liberalization is an evolutionary rather than a revolutionary process, but its pace is hastened by technological changes. Both the Government of Malaysia (GoM) and industry players must appreciate that market liberalization process penalizes inefficient industry players, which may be forced to exit the market in the long term. Sector liberalization has been accompanied by deregulation but this does not mean unfettered access to and unbridled (potentially anti-competitive) behaviour in the market. Traditional economic regulations are no longer sufficient to regulate the more competitive market environment. Hence, the Malaysian Aviation Commission (MAVCOM) was established to be the economic regulator with the power to regulate competition matters for the sector. This model is based on international best practices on economic regulation, which emphasize independence, transparency, accountability, and professionalism. These principles must be upheld and respected by all relevant stakeholders in the sector.
