The Bowling Green Independent School Board of Education met at Bowling Green, Kentucky at 6:30 p.m. on the 13th day of July 2020 with the following members present: (1) Ms. Jane Goodin Wilson, Chair (2) Mr. Frank H. A public hearing was conducted on Monday, July 13, 2020 at 6:15 p.m. to discuss Internet Safety ​ and Data Security and Breach Notification. The hearing was properly advertised. Data on file ​ in the Superintendent’s Office.

The Bowling Green Board of Education met in regular session at 6:30 p.m. on Monday, July 13, 2020. The meeting was held in the Joel C. Brown Administration Building located at 1211 Center Street, Bowling Green, Kentucky.

ORDER # 20168 APPROVE MINUTES Motion was made by Ms. Williams and seconded by Mr. Moore to waive the reading and approve the Bowling Green Independent Board of Education meeting minutes for the regular meeting of 8, 2020, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20169 APPROVE MONTHLY FINANCIAL REPORT Motion was made by Mr. Moore and seconded by Ms. Williams to approve the Monthly Financial Report for June 2020 for the Bowling ​ Green Independent School District General Fund, Bowling Green Junior ​ ​ High School, and Bowling Green High School, as presented. ​ ​ ​ Upon a show of hands, all members voted “yes”.

ORDER # 20171 AMEND 2020-2021 SCHOOL CALENDAR FOR THE BOWLING GREEN INDEPENDENT SCHOOL DISTRICT Motion was made by Mr. Bishop and seconded by Ms. Dressler to ​ ​ approve an amended school calendar for the Bowling Green Independent School District for the 2020-2021 school year, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20172 APPROVE ADMISSIONS AND RELEASE COMMITTEE (ARC) CHAIRPERSONS Motion was made by Ms. Williams and seconded by Mr. Moore to ​ ​ approve the following as Admissions and Release Committee (ARC) chairpersons: principals, Early Childhood Intervention Coordinator, guidance counselors, special education facilitators, education consultant, and Special Education Director. Upon a show of hands, all members voted “yes”.

ORDER # 20173 APPOINT SICK LEAVE BANK TRUSTEE Motion was made by Mr. Moore and seconded by Mr. Bishop to ​ appoint Nikarma Moore, T.C. Cherry Elementary, Elizabeth Brown, Dishman-McGinnis Elementary, and Kyle McGraw, Bowling Green High School, to the Board of Trustees for the Certified and Classified Sick Leave Bank. This term will expire June 30, 2023, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20174 APPROVE GRANT FUNDING FOR BOWLING GREEN INDEPENDENT SCHOOL DISTRICT Motion was made by Ms. Dressler and seconded by Mr. Moore to approve grant funding from No Kid Hungry by Share our Strength, in the amount of fifteen thousand dollars ($15,000.00), as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20175 APPROVE STUDENT HANDBOOK REVISIONS EFFECTIVE JULY 1, 2020 Motion was made by Mr. Dressler and seconded by Mr. Moore to ​ approve the Bowling Green Independent School District Student handbook revisions effective July 1, 2020, as presented. Copy on file in the Superintendent's office. Upon a show of hands, all members voted “yes”.

ORDER # 20176 APPROVE CONTRACT FOR ATHLETIC TRAINER Motion was made by Ms. Williams and seconded by Ms. Dressler to award the bid for Athletic Trainer to Med Center Health, at no cost to the district, as recommended by the staff as the responsive and responsible bidder with the lowest bid price and to reject all other bids. Bid tabulation on file in Superintendent’s office.. Upon a show of hands, all members voted “yes”.

ORDER # 20177 APPROVE CONTRACT FOR OCCUPATIONAL THERAPY WITH SARAH MOODY Motion was made by Mr. Moore and seconded by Ms. Dressler to approve a contract with Sarah Moody for occupational therapy, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20178 APPROVE CONTRACT FOR PHYSICAL THERAPY WITHBOWLING GREEN-WARREN COMMUNITY HOSPITAL CORPORATION d/b/a THE MEDICAL CENTER Motion was made by Mr. Moore and seconded by Ms. Dressler to approve a contract with Bowling Green-Warren County Community Hospital Corporation d/b/a The Medical Center for physical therapy, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20179 APPROVE AGREEMENT FOR ORIENTATION AND MOBILITY TRAINING Motion was made by Mr. Moore and seconded by Ms. Dressler to approve an agreement for orientation and mobility training between the Bowling Green Independent School District and Tim Nelson, as presented. Upon a show of hands, all members voted “yes”. ORDER # 20180 APPROVE INDEPENDENT CONTRACTOR AGREEMENT FOR MUSIC THERAPY SERVICE PROVIDER Motion was made by Mr. Moore and seconded by Ms. Dressler to approve an Independent Contractor Agreement between the Bowling Green Independent School District and Paula Roberts and Associates d/b/a Music Therapy Services of Central Kentucky, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20181 APPROVE CONTRACT WITH DEAF & HARD OF HEARING INTERPRETER, REFERRAL AND ADVOCACY SERVICES, LLC (DHHIRA) Motion was made by Mr. Moore and seconded by Ms. Dressler to approve a contract with DHHIRA, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20182 APPROVE MEMORANDUM OF UNDERSTANDING WITH THE OFFICE OF VOCATIONAL REHABILITATION COMMUNITY WORK TRANSITION PROGRAM Motion was made by Mr. Moore and seconded by Ms. Dressler to approve a Memorandum of Understanding between the Bowling Green Independent School District and the Office of Vocational Rehabilitation Community Work Transition Program, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20183 APPROVE LOCAL HEAD START MEMORANDUM OF AGREEMENT Motion was made by Mr. Moore and seconded by Ms. Dressler to approve a Local Head Start Memorandum of Agreement between the Bowling Green Independent School District and Community Action of Southern Kentucky Head Start Grantee Program, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20184 APPROVE AMERICA READS AGENCY AGREEMENT Motion was made by Mr. Moore and seconded by Ms. Dressler to approve an agreement between the Bowling Green Independent School District and the Western Kentucky University Federal Work Study-America Reads Agency, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20185 APPROVE HEALTH SERVICES AGREEMENT WITH GILBERT, BARBEE, MOORE & MCILVOY PSC d/b/a GRAVES GILBERT CLINIC Motion was made by Ms. Williams and seconded by Mr. Moore to approve a contract for student health services with Gilbert, Barbee, Moore & McIlvoy PSC d/b/a Graves Gilbert Clinic for the 2020 - 2021 school year, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20186 APPROVE REQUEST FOR USE OF BOWLING GREEN INDEPENDENT SCHOOL DISTRICT FACILITIES Motion was made by Ms. Dressler and seconded by Mr. Bishop to approve the following facilities requests, pending the return of the signed contract and Certificate of Liability and COVID 19 guidelines, as presented. ORDER # 20190 APPROVE REVISED BG-1 FOR BOWLING GREEN HIGH SCHOOL CONSTRUCTION/RENOVATION PROJECT PHASE 2 Motion was made by Mr. Bishop and seconded by Ms. Williams to approve a revised BG-a for Bowling Green High School Construction/Renovation, Phase 2, in the amount of twenty million five hundred three thousand two hundred twenty-four dollars ($20,503,224.00), as required by the Kentucky Department of Education, as presented. Upon a show of hands, all members voted “yes”.

ORDER # 20191 AUTHORIZATION FOR CLOSED SESSION TO CONDUCT PRELIMINARY DISCUSSIONS RELATING TO THE EVALUATION OF THE SUPERINTENDENT PURSUANT TO KRS 61.810(1)(f) and KRS 156.557(6) Motion was made by Ms. Dressler and seconded by Ms. Williams to go into closed session for preliminary discussions relating to the evaluation of the Superintendent by the Board or between the Board and the Superintendent prior to the Superintendent’s summative evaluation pursuant to KRS 61.810(1)(f) and KRS 156.557(6). Upon a show of hands, all members voted “yes”.

ORDER # 20192 OPEN SESSION Motion was made by Ms. Williams and seconded by Mr. Moore to return to open session. Upon a show of hands, all members voted “yes”.

ORDER # 20193 ADOPT SUMMATIVE EVALUATION OF THE SUPERINTENDENT PURSUANT TO KRS 156.557(6) Motion was made by Ms. Dressler and seconded by Ms. Williams to adopt the summative evaluation of the Superintendent pursuant to KRS 156.557(6) after discussion. Upon a show of hands, all members voted “yes”.

ORDER # 20194 AMENDMENT TO SUPERINTENDENT’S CONTRACT Motion was made by Mr. Moore and seconded by Ms. Williams to amend the Superintendent’s Contract effective July 1, 2020 to reimburse the Superintendent for his contribution to the Kentucky Teachers’ Retirement System not to exceed $30,000.00 each fiscal year. Upon a show of hands, all members voted “yes”.
