Commonwealth of Kentucky Transportation Cabinet Frankfort, Ky COMMONWEALTH OF KENTUCKY TRANSPORTATION CABINET FRANKFORT, KY OFFICE OF THE SECRETARY OFFICIAL ORDER NO._________ SUBJECT: DECLARATION OF EMERGENCY FOR DAMAGE CAUSED BY STORMS WHEREAS, beginning on April 12, 2020, Kentucky experienced an extraordinary outbreak of severe weather consisting of hurricane force winds, super cells, tornadoes, and flash flooding, all resulting in injuries, loss of life and significant damage and destruction across the Commonwealth; and WHEREAS, these conditions continue to endanger public health and safety and threats to public and private property; and WHEREAS state and local governments share in the protection and restoration of the public health, safety, and security of its citizens and to take appropriate actions to ensure essential public service; WHEREAS, 49 CFR, Part 395, KRS 251.730, 601 KAR 1:005 impose maximum driving time upon drivers of motor carriers delivering certain relief supplies; NOW, THEREFORE, pursuant to the authority vested in me by virtue of KRS 281.730, 49 CFR 390.23, and by the emergency declaration of the Governor, I hereby declare: 1. That a state of emergency exists requiring relief from the hours of service imposed upon the transporters of relief supplies, to include food, water, medicine and other commodities within the affected areas. This shall also include any utility vehicle responding to affected areas in response to power restoration and debris removal. This shall only apply to those truck drivers transporting goods or the restoration of utilities as part of the relief effort. 2. That commercial motor vehicles and their operators transporting relief supplies to the affected areas shall be exempt from permit fees for overweight/overdimensional vehicles during the period of emergency; 3. That commercial motor vehicles and their operators transporting needed hay, water, forage and other supplies to the affected areas for livestock needs shall be exempt from permit fees for overweight/overdimensional vehicles during the period of this emergency; 4. That the Kentucky Transportation Cabinet, Department of Vehicle Regulation is authorized to waive certain size and weight restrictions as they determine to be appropriate to meet the needs of the affected areas. In order to insure the safety of the traveling public and its infrastructure, the carrier must obtain all necessary permits for route verification. 5. That the IRP Registration Requirements for vehicles providing relief services and relief supplies to the affected areas shall be waived; 6. That all other safety requirements shall remain in full force and effect; 7. That any driver operating under authority of this Declaration of Emergency shall have a copy of this Declaration in the cab of the vehicle; 8. This Declaration of Emergency shall remain in effect until 12:01 AM E.S.T., ______________________, 2020. It has two main objectives: to significantly improve bandwidth speeds and service reliability to government sites throughout entucky,K and promote growth by making the network’s excess capacity available to commercial users. This capacity commercialization will be on an open access basis, making it far easier for Internet Service Providers (ISPs) to service customers in rural and remote areas of the commonwealth. In 2015, the Commonwealth of Kentucky entered into a 30-year public-private partnership (P3) with Macquarie Capital along with five other private sector partners to design, build, finance, operate and maintain the broadband network. Project Description In 2012 and 2013, the Shaping Our Appalachian Region (SOAR) Broadband Working Group recommended that the state should invest in an expansive, high-speed fiber optic infrastructure to promote connectivity across Kentucky’s rural, urban, and suburban communities.1 In the past few years, Kentucky saw a considerable increase in the number of individual budget requests for funding for high-speed fiber network upgrades. Following the recommendation of the SOAR report, Kentucky’s Finance and Administration Cabinet began a screening process to find the best way to improve internet access and speed across the commonwealth.

Events that took place before recorded history are lost to time. With the advent of recorded history, some events played out on an international stage, as in the mid-1700s during the war between the French and English for control of the Ohio Valley region. Others took place on a national stage, as during the Removal years of the early 1800s, or during the events surrounding the looting and grave desecration at Slack Farm in Union County in the late 1980s. Over these millennia, a variety of American Indian groups have contributed their stories to Kentucky’s historical narrative. Some names are familiar ones; others are not. Some groups have deep historical roots in the state; others are relative newcomers. All have contributed and are contributing to Kentucky's American Indian history. The bulk of Kentucky’s American Indian history is written within the Commonwealth’s rich archaeological record: thousands of camps, villages, and town sites; caves and rockshelters; and earthen and stone mounds and geometric earthworks. After the mid-eighteenth century arrival of Europeans in the state, part of Kentucky’s American Indian history can be found in the newcomers’ journals, diaries, letters, and maps, although the native voices are more difficult to hear.

    Just the Facts: U.S. Foreign Trade Zones – Kentucky Tax Advantages U.S. Foreign-Trade Zone (FTZ) status is given to designated sites, within or near communities possessing a U.S. Customs and Border Protections port of entry, which provide the transportation and infrastructure amenities necessary for the manufacture and distribution of goods on a global scale. Foreign-Trade Zones in Kentucky include the Louisville & Jefferson County Riverport Authority, the Greater Cincinnati FTZ, Inc., and the Paducah McCracken County Riverport Authority. A Subzone is a special-purpose type of ancillary zone authorized by the U.S. Foreign-Trade Zones Board, through grantees of public zones. Individual firms that cannot be accommodated within an existing zone may be classified as a Subzone when it can be demonstrated that the activity will result in a significant public benefit and is in the public interest. There are more than a dozen businesses with Subzone status in Kentucky according to the U.S. Foreign-Trade Zones Board. Congress created the FTZ and Subzone programs to facilitate international trade and increase the global competitiveness of U.S.-based companies. By lowering effective duty rates, allowing special entry procedures, and encouraging production closer to market, FTZ use can benefit companies by removing certain disincentives associated with manufacturing in the U.S. and ultimately lead to economic growth.     CRIDER -- KENTUCKY STATE SOIL The Crider soils are extensive, making up about 500,000 acres in Kentucky and occurring in 35 counties in the state. Most areas are used for crops or pasture. Corn, small grain, soybeans, tobacco, and hay are the main crops. Crider soils are highly productive. Many acres of these soils are prime farmland. The Crider series consists of very deep, well drained, moderately permeable soils on uplands. They formed in a mantle of loess and the underlying limestone residuum. Slopes range from 0 to 20 percent. The average annual precipitation is about 48 inches, and the average annual temperature is about 57 degrees F. The Crider series was established in Caldwell County, Kentucky, in 1957. It is named after a community in the county.
