March - 2016 Monthly summary

On the following pages we highlight a few of the more notable cases along with statistical information. We also will highlight various ways we are connecting with the community and how volunteers play a role in policing. Roseville Police Department – Monthly Summary 1. PATROL INCIDENT SUMMARIES

Assault Date: 03-01-2016 Time: 1938 Location: Rosedale Center; 1595 Hwy 36 CN: 16005986 Officers were dispatched regarding two female suspects fighting with Rosedale Security. Officer Jones and Sgt. Arneson arrived and observed two security guards physically engaged with two female suspects. The females had a 9-year-old child with them and they were screaming obscenities at the security guards. Officers were told the women had just assaulted several people. Sgt. Arneson ordered the suspects to stop. Instead of complying they paced angrily back and forth, screaming obscenities and filming everyone with a cell phone. Eventually they complied and officers placed them in cuffs. Officers spoke with victims and witnesses and determined the suspect’s had assaulted a store employee and the security guards. When told they were under arrest one of the suspects stated she was having trouble breathing and requested medics. Allina medics examined her and determined she showed no signs of distress. Officers contacted the father of the 9-year-old to take custody of her. One adult female from Minneapolis and one adult female from Robbinsdale were arrested for 5 th Degree Assault and Disorderly Conduct.

Accident Hit & Run Date: 03-02-2016 Time: 1331 Location: 2100 Block of Rice Street CN: 16006051 Officer Craven was dispatched on a report of a vehicle striking a house and then fleeing the area. He arrived and spoke with the homeowner who stated his neighbor called him to alert him of the crash, he called 911 and drove home to find significant damage to the corner of his house. Officer Craven spoke with the witness who stated she was inside when she heard a loud crash, she looked out the window and saw a red minivan crashed into the neighbor’s house and then drive away. She was able to provide a suspect description but not a license plate number. Officer Craven located various broken plastic auto parts, some with part numbers. He collected evidence and took photographs of the scene. Officers checked the area for the suspect without success. Officer Craven checked a few local businesses to see if they had video footage that might help. He ultimately worked with the Cub Foods on Rice Street who was able to identify the suspect entering their business and leaving in the suspect vehicle just before the accident occurred. They were also able to look back at the purchase records and determine his name. Officer Craven was also able to match the part numbers from the recovered pieces to that of a mid 2000s Chevy Uplander minivan. On 3/9/16, Officer Craven traveled to the suspect’s address where he observed the suspect vehicle with heavy damage inside the open garage. The suspect immediately admitted he was waiting for the police to show up. He stated he was at Cub Foods and driving north on Rice when “everything went fuzzy”. He stated he was not intoxicated but thought he passed out. The next thing he remembers is driving home and laying down. He went to the doctor the next day and was admitted to the hospital for a couple days. He said he made no attempt to report the accident or attempt to figure out who or what he may have hit once he realized he had been in a crash. One adult male from Little Canada was issued a citation for Leaving the Scene of a Crash.

Warrant Arrest Date: 03-11-2016 Time: 0526 Location: Motel 6; 2300 Cleveland Avenue CN: 16006951 Officers had confirmed the guest in room 208 had a Felony Warrant out of Ramsey County. Officers had attempted to make contact via phone but the suspect hung up on them and refused to open the door. The suspect had an extensive history of weapons related offenses. Officer Nelson observed the suspect open the door and peer out, however, when he saw officers he quickly shut the door. Officers forced entry into the room and found the suspect locked in the bathroom. Officers knocked loudly and ordered the suspect to exit the bathroom. Officer Nelson began pushing the door open and he could feel the

Officers were eventually able to enter the bathroom at which point they observed the suspect on the floor. Officers were able to take custody of the suspect without further incident. One officer sustained a minor injury during this incident. One adult male from St. Paul was arrested for Failure to Obey Lawful Order, Obstructing Legal Process and an outstanding Felony Warrant.

Suicide in Progress Date: 03-13-2016 Time: 0128 Location: Hwy 36 and Victoria Street CN: 16007132 Officers were dispatched to a juvenile on the bridge near the railing. Officers Eckert and Wiesner arrived and located a juvenile female standing outside the railing leaving no barrier between her and the highway below. Officer Eckert attempted to engage her in conversation. The female looked at him and then back at the traffic below. Officers began coordinating and shutting down the traffic in both directions of the highway. Officer Christensen arrived on scene and took over verbal communication with the female. Officer Christensen was able to build a relationship with her after over an hour of talking. He was eventually able to get her to climb onto the safe side of the railing where he continued to speak with her. Sergeant Adams was in a position to move freely behind the victim without her seeing him as she was speaking with Officer Christensen. He moved slowly closer to her until he was able to grab her and move her away from the railing. The female refused to identify herself but Officer Christensen was ultimately able to locate her mother’s phone number and make contact with her. One juvenile female from Roseville was transported to the hospital.

Narcotics Date: 03-21-2016 Time: 0505 Location: 2800 block of Long Lake Road CN: 16007966 A female victim called police to report a suspect male threw her out of his vehicle and threatened to kill her and was now driving past her repeatedly. She gave Dispatch the suspect’s name, description of his vehicle and told them it had a flat tire. Officer Jones arrive and observed the suspect vehicle in a nearby parking lot with a flat tire. As squads approached it turned to exit the lot. Officers gave the driver commands to exit the vehicle to which he complied and was taken into custody. The suspect appeared to be under the influence of as he constantly jerked and moved his body around and was twitching. His speech was fast and repetitive. Officers confirmed the suspect had an outstanding warrant for OFP Violation. Officer Cox spoke to the victim who reported they had been hanging out in St. Paul when they decided to go somewhere else so as to not get into trouble for loitering. She said she was driving when she hit a pothole and they got a flat tire. At this time the suspect became angry and took over driving. She said she observed the suspect steal a new tire/rim for the car and a jack so they could change it. She said she told him she would rather have someone else fix it and that was when he got angrier and shoved her out of the car and threatened to kill her. While officers searched the vehicle they observed multiple signs of narcotics use throughout the vehicle. Officer Lopez removed a towel and a blanket from the backseat and found a clear plastic Tupperware covered in saran wrap with what appeared to be cups inside. As he moved the container an unknown liquid spilled and produced a very strong chemical odor. Sergeant Arneson believed what they found to be a “rolling meth lab” and ordered everyone to stop searching the vehicle. He requested assistance from the appropriate agencies to assist with the chemicals. He evaluated Officer Lopez to make sure he was not in direct contact with any of the chemicals. The vehicle was determined to be a rental car. Officers established the possible meth lab belonged to the female. One adult female from Bloomington was arrested 5th Degree Violation of Controlled Substance Law. One adult male from St. Paul was arrested for Terroristic Threats.

CN 16001719 – Theft of Dog: On 1/19/16, Officer Stefani was dispatched to The Pet Store at Har Mar on a theft of a dog. Per dispatch, the suspects had fled in a red Pontiac which registered to Pedro Uribe out of Minneapolis. A witness told Officers she heard a dog yelping and observed a male running to the exit and then into a red Pontiac. The pet store employee stated a black male & Hispanic male entered the store, looking at puppies. Due to the high prices of these dogs, their policy is to obtain picture ID from anyone handling a dog. After giving back the ID, the suspect requested to see one more puppy. The employee gave him the 3 lb. Shih Tzu and he ran from the store. IMPACT Officers and Det. Mooney reviewed this case for follow up. On 1/25/16, the two went to the Minneapolis address where the suspect vehicle registered to. When officers knocked on the door, they heard the puppy barking and saw a dog matching the description of the stolen one, in the window. While officers were there, the red Pontiac pulled in the driveway occupied by the two male suspects, Pedro Calderon Uribe and Stephan Holmes. Uribe admitted the theft and said they were planning to sell the dog for extra money. Holmes refused to answer questions. Both males were booked at the LEC for theft. The puppy was returned to the store. On 3/29/16, both suspects were charged with Felony Theft.

CN 16005215 – Fraud: On 2/23/16, Officer Jennings was dispatched to Rosedale Talbots on a female attempting to pass a counterfeit $100 bill. The same female was suspected in similar incidents at the mall in past weeks. Upon arrival, Officer Jennings spoke to the suspect, Laurel Streed in the security office. Streed was hysterical. The employee at Talbots explained that Streed attempted to purchase a pair of socks with a $100 bill. Upon inspection, the employee noticed the bill said, “For Motion Picture Use Only.” Streed told Officer Jennings that she had purchased the fake bills on Ebay and admitted to passing several of them at Rosedale. She would typically purchase something small and take the change, using it to pay bills. Streed turned over three remaining bills. Det. Kim was assigned this case for follow up. Further investigation revealed several fraudulent transactions at seven different stores. Det. Kim visited each store and obtained additional information. On 2/29/16, Streed came to the police dept. to meet with Det. Kim. She turned over several more bills and admitted to the fraud. The total loss to all stores was $900. On 3/2/16, Streed was charged with Gross Misdemeanor Uttering Counterfeit Money.

CN 16006493 – Domestic Assault: On 3/6/16, Officers Jones & Lopez were dispatched to the 2800 block of Pascal St on a domestic. There were multiple 911 callers and the two were believed to be physically fighting in the hallway. The victim was located in her apartment and stated the suspect had fled. Earlier, the victim told her boyfriend, Nicholas Elex that she was going out and he was going to have to leave since he doesn’t live there. Elex became upset and tried to forcefully take the victim’s keys from her. During the incident, Elex ripped her hat off her head, pulled her hair, broke two nails, and cut her finger. He began calling the victim names and said he was going to kill her. Elex put his hands

Page 3 Roseville Police Department – Monthly Summary around her neck and pushed her into the wall, making her feel dizzy. While she tried to call 911, Elex grabbed the phone from the victim’s hand and it fell to the ground. A witness saw the assault and was interviewed by Officer Lopez. Det. Baker was assigned this case for charging. On 3/7/16, Elex was charged with Gross Misdemeanor Domestic Assault, 911 Interference, and Disorderly Conduct. On 3/28/16, apartment management called 911 to report the suspect was in the building and had a known warrant as a result of the assault. Several officers responded. Officers located Elex in the victim’s bedroom preparing to exit out the window. Elex was booked on his warrants.

CN 16007293 – Indecent Exposure / Disorderly Conduct: On 3/14/16, IMPACT Officers were searching Craigslist for illegal activity in Roseville, when they located an ad for casual encounters titled “Rosedale mall Kohls” in which the suspect was looking to meet another male in the restroom for a sexual encounter. He gave specific instructions on how they would meet. IMPACT Officers responded to the ad and began communicating with the suspect. At approximately 1645 Officer Gehrman entered the restroom at Kohl’s and waited in the middle stall. A short time later, he heard the door open and an individual entered the last stall next to him. As the ad requested, Officer Gehrman balled up a piece of toilet paper and dropped it on the floor. The person in the stall grabbed the toilet paper and Officer Gehrman observed his shorts fall to the floor. The male, later identified as Cameron Krohn, got on his knees, slid forward, and exposed his genitals under the stall divider. Officer Gehrman identified himself as a police officer and asked Krohn to exit the stall. He was taken into custody and interviewed. Krohn admitted to placing the ad. Krohn was trespassed from Kohl’s for one year and issued a citation for Indecent Exposure and Disorderly Conduct.

CN 16008470 – Arson : On 3/25/16 at 2301 hours, Roseville squads were dispatched to the 800 block of Co Rd B on a report of smoke coming from inside the residence. Officer Steinberg arrived on scene within 30 seconds of the call. The neighbor who called 911 was standing in the driveway and told officers he didn’t know if anyone was home. Officer Steinberg began pounding on all windows of the residence and yelled in through an open front door, not getting any response. Because of the smoke, officers could not enter. Roseville Fire arrived and extinguished the house fire, finding nobody inside. At 0300 hours, Detectives Baker and Mooney, and Investigative Tech Griffin executed a search warrant at the home along with RFD and the State Fire Marshall. The fire appeared to have been set in 3-4 different places in the home, suggesting arson. Det. Baker was able to contact the renters of the home and determine that they were out of state. On 4/1/16, Det. Baker interviewed two renters at RPD. This investigation is ongoing.

Search Warrants:

During the month of March, VCET Detectives executed 4 search warrants in St Paul. They confiscated a total of 28 pounds of and and $98,000 cash.

On March 25, Detective Baker authored a search warrant reference an arson. Detectives Baker, Mooney, and Inv. Tech Griffin executed the warrant.

• Community Relations Coordinator (CRC) Corey Yunke Presented ID Theft & Fraud Prevention to the North Suburban & Maplewood Lion’s Clubs. • CRC Corey Yunke attended and performed at the Roseville Volunteer Recognition Event. • CRC Corey Yunke met with the Department of Education on Commerce Street to discuss employee safety plans and active shooter training. • CRC Corey Yunke spoke with a group of caregivers to discuss best practice for missing persons and wandering scenarios. • CRC Corey Yunke, Chief Mathwig, and Service Learning Intern Ruben Cortes hosted four soccer open-gyms at Fairview Alternative High School. Roseville Fire assisted with the camps. • Opening night of Citizens Police Academy. Chief Mathwig, Lt. Rosand, and CRC Corey Yunke presented. 27 participants this year for the 8 week program. • Chief Mathwig, Lt. Rosand, Lt. Scheider, Sgt. Engh, Ofc. Pitzl, Ofc. Nelson, and CRC Yunke hosted another with a Cop at Grateful Table. • Citizens Police Academy. Ofc. Jorgenson and his K9 Partner Otis presented. • CRC Yunke coordinated a meeting with the management and residents of Hillsborough Apartments on 2345 Woodbridge to discuss recent nuisance activity. 2 Block Captains joined Neighborhood Watch. • Citizen Police Academy. Ofc. Aaron Craven, Detective Sean Mooney, Property Room Technician Julie Griffin, and CRC Corey Yunke presented. • Chief Mathwig, Sgt. Engh, Ofc. Pitzl, CSO Ku Tee, and CRC Corey Yunke attended the screening/release party to the ECHO Project Rental Rights and Responsibilities. CRC Yunke serves on the Karen Interagency Group. • CRC Yunke and Ofc. Tom Pitzl coordinated the 4th Annual Northeast Youth and Family Services vs. Roseville Police basketball game. Each year 10-12 Officers and police staff play against participants in NYFS’s Diversion Program then host a pizza party afterward where participants can hang out and ask questions with Roseville Officers.

5. VOLUNTEERS

Roseville Police Department utilizes the assistance of volunteers in our everyday course of work. The Reserve Unit are uniformed civilians who drive a marked squad and assist officers by directing traffic when needed, transporting prisoners, etc. The Roseville Police Citizen Park Patrol enlists the help of several residents to patrol our parks daily helping to deter crime and pass out information to park visitors. We also have a steady stream of student interns who are helping us out by running errands for investigations, assisting with paperwork for administration, analyzing statistical data and so much more.
