Are they the end of evidence as we know it? The answers to these questions require us to understand what is truly new about contemporary AV manipulation and what is simply an old struggle for power in a new guise. The first widely-known examples of amateur, AI-manipulated, face swap videos appeared in November 2017. Since then, the news media, and therefore the general public, have begun to use the term “deepfakes” to refer to this larger genre of videos—videos that use some form of deep or machine learning to hybridize or generate human bodies and faces. -

International Journal of Communication 11(2017), 3880–3898 1932–8036/20170005 Digital Platform as a Double-Edged Sword: How to Interpret Cultural Flows in the Platform Era DAL YONG JIN Simon Fraser University, Canada This article critically examines the main characteristics of cultural flows in the era of digital platforms. By focusing on the increasing role of digital platforms during the Korean Wave (referring to the rapid growth of local popular culture and its global penetration starting in the late 1990s), it first analyzes whether digital platforms as new outlets for popular culture have changed traditional notions of cultural flows—the forms of the export and import of popular culture mainly from Western countries to non-Western countries. Second, it maps out whether platform-driven cultural flows have resolved existing global imbalances in cultural flows. Third, it analyzes whether digital platforms themselves have intensified disparities between Western and non- Western countries. In other words, it interprets whether digital platforms have deepened asymmetrical power relations between a few Western countries (in particular, the United States) and non-Western countries. From television programs to films, and from popular music to video games, cultural flows as a form of the export and import of cultural materials have been increasing. We hoped the companies, who have spent the last decade collecting new and increasingly detailed points of information from their customers, would realize the importance of implementing meaningful privacy protections. But this year’s Cambridge Analytica scandal, following on the heels of many others, was the last straw. Corporations are willfully failing to respect the privacy of technology users, and we need new approaches to give them real incentives to do better—and that includes updating our privacy laws. EFF welcomes the opportunity to work with the Department of Commerce in crafting the federal government’s position on consumer privacy. The Request for Comment published in the Federal Register identifies seven main areas of discussion: Transparency, Control, Reasonable Minimization, Security, Access and Correction, Risk Management, and Accountability. NOTICE OF PREPARATION OF AN ENVIRONMENTAL IMPACT REPORT FOR THE AVALON WEST VALLEY EXPANSION PROJECT April 2018 Introduction The purpose of an Environmental Impact Report (EIR) is to inform decision makers and the general public of the environmental effects of the proposed project that an agency may implement or approve. The EIR process is intended to provide information sufficient to evaluate a project and its potential for significant impacts on the environment; to examine methods of reducing adverse impacts; and to consider alternatives to the project. The EIR for the proposed project will be prepared and processed in accordance with the California Environmental Quality Act (CEQA) of 1970, as amended. In accordance with the requirements of CEQA, the EIR will include the following: A summary of the project; A project description; A description of the existing environmental setting, environmental impacts, and mitigation measures for the project; Alternatives to the project as proposed; and Environmental consequences, including (a) any significant environmental effects which cannot be avoided if the project is implemented; (b) any significant irreversible and irretrievable commitment of resources; (c) the growth inducing impacts of the proposed project; and (d) cumulative impacts Project Location The 18.9-acre project site is comprised of six parcels (APNs 299-37-024, -026, -030, -031, -032, and -033) located east of Saratoga Avenue, between Blackford Avenue and Manzanita Drive in the City of San José. The cool culture of new tech industries will be argued in this essay, and the cool culture will be assumed as a culture that satisfies employees and to help them work effectively. Google will be analysed because Google is one of few and representative new tech companies with the fastest growth, meanwhile, famous for its culture (Tran 2017, p.2). For analysing this cool culture and what beyond of cool culture, the Schein’s iceberg model and Maslow’s (1954) hierarchy of needs will be selected as tools to reveal cool culture of google. This analysis on the basis of two perspectives which as culture and motivation. Schein’s iceberg will be used by analysing culture parts, and Maslow’s hierarchy of needs will concentrate on the motivation part. The anal- ysis of cool culture is composed of motivation and culture. Maslow’s hierarchy of needs will be the foothold of criteria for evaluating whether Google’s organisational culture is cool. The Schein’s iceberg models for analysing Google’ culture, which from three aspects to evaluate its associated with motivations in order to evaluate its culture. Companies in this business hope to capitalize on the huge market of interested consumers seeking online health information and controlled health spending. The newest entry is Google Health with its technical know-how, deep pockets, and familiarity to consumers. A trial of Google's program with Cleveland Clinic patients was quickly oversubscribed, quelling fears that patients would worry about the security of their records. Google Health users will create their own electronic medical record online, with the capability to enter and manage health information and access it online from anywhere. This portable medical record will be accessible regardless of doctor, moves, insurance changes, etc. The record can be set to send reminders to refill prescriptions and schedule return medical visits. Permission from the patient is required to access the patient's record; however, there are important exceptions noted in the Google Health Terms of Service and Sharing Authorization to which users must agree when they sign on for the service. Google Health is free to users. Experts have long touted electronic medical records as a way to overcome the lack of coordination among health care providers. In addition, electronic records provide patients and providers with search capability linking information in the patient's records with information about health care alternatives, thereby giving patients more control over their health care choices. Access is available to patients, and to providers with patient consent. Google Health allows the patient to determine what information is shared with medical providers and pharmacies. -

Testimony of Marc Donner, Director of Engineering, Google Health National Committee on Vital and Health Statistics Executive Subcommittee on Privacy, Confidentiality & Security Hearing on Personal Health Records May 20, 2009 Good afternoon and thank you for the opportunity to testify before the subcommittee on the important issue of Personal Health Records (PHRs). My name is Marc Donner and I am the Engineering Director for Google Health™. I have over thirty years of experience in engineering of hardware, software, and complex systems, and I hold a Ph.D. in Computer Science from Carnegie-Mellon University. My role on the Google Health team is to supervise the infrastructure and product design of Google Health. The focus of my attention is on ensuring our ability to scale, receive standards-compliant data from as many sources as possible, protect the integrity and privacy of PHR information, and increase the usefulness of Google Health data for our users. In my testimony today, I would like to focus on three main points: First, I'd like to discuss PHRs and their role in the healthcare industry. Second, I'll describe Google's health-related initiatives including Google Health, our own PHR product. Finally, I will make a handful of policy recommendations based on the experience that Google™ has had to date with health information technology generally and PHRs specifically. PHRs and how they fit into the bigger picture Google Health launched its PHR in the spring of 2008.
