SINGH): Mr. Chairman, Sir, I beg to lay the Statement on the status of implementation of recommendations contained in the 9th Report of the Standing Committee on Petroleum & Natural Gas (15th Lok Sabha) on ‘Challenges of Under-recoveries of Petroleum Products’ in pursuance of directions of the hon. Speaker, Lok Sabha under the provisions of Rule 73A of the Direction by the Speaker.… (Interruptions) The Ninth Report of the Standing Committee on Petroleum & Natural Gas (15th Lok Sabha) was presented to the Lok Sabha on 23.12.2011. The Report related to the examination of the subject 'challenges of under-recoveries of petroleum products'. Action Taken Notes on the recommendations/observations contained in the Report of the Committee had been sent to the Standing Committee on Petroleum & Natural Gas on 23.03.2012. There are 17 recommendations made by the Committee in the said Report where action is called for on the part of the Government. These recommendations mainly pertain to rising trend of under-recoveries, refinery gate price - APM prices vs. TPP/IPP, operating efficiencies of refineries, retail selling prices and under recoveries of petroleum products, revenue from oil sector, custom duty on petroleum products, differential in State taxes, subsidy on diesel, LPG and PDS ∗ Laid on the Table and also placed in Library. See No.LT 7165/15/12. 23.08.2012 12 Kerosene, burden sharing mechanism and impact of under-recoveries on financial health of OMCs, cost of production of ONGC/OTL, etc. Present status of implementation of various recommendations made by the Committee is indicated in the Annexure to my Statement, which is laid on the Table of the House.     > Title: Need to check the spread of mysterious viral disease in Jalgaon district of Maharashtra. SHRI HARIBHAU JAWALE (RAVER): A mysterious viral disease has affected over 700 students in the age group of 10 to 17 years at school level in Northern Maharashtra specifically in Jalgaon district. For the last 15 days schools have declared holidays. The Students have complained of vomiting, headache, suffocation and giddiness. This was observed when some of the students during school's prayer, suddenly collapsed and started complaining. Due to lack of proper facilities at the Primary Health Centre and Gramin Hospitals of the villages, the students were brought to the nearby town hospitals. The symptoms of illness observed were sudden collapse with heavy vomitting sensation, highly suffocating with high fever. The parents of the students are in the frightened state and not sending their children to school. All the school education in the district had been hampered. The National Institute of Virology, Pune has given NIL Report by examining the samples taken from the affected students of different schools. The Government Health Department should work had for the detection of so called mysterious Viral Infections, might be spreading through air. I through this august House request the Government to please detect the problems and take necessary steps urgently to trace & locate the cause for this Viral disease, as the infection is spreading very rapidly in the area of Northern Maharashtra and has now started in Marathwada. .

    Title: Processing of Banana Pseudo-stem into Value Added Products: Attempt for waste to Wealth Category- Agriculture, Horticulture Challenges: Maharashtra is the 2nd largest grower of banana in the country with 71072 hectors, out of this, Jalgaon district alone has 55000-60000 hectares of banana plantation each year having the highest banana average productivity of 55-60 MT/hectare. Nearly 300000-325000 people earn their living on banana cultivation, harvesting, handling and transportation of banana. The banana pseudo-stem after harvesting of Banana bunch generating approximately 70-80 MT per hector is thrown on boundaries and burnt after drying wasted presently by the banana grower. The farmers are having disposal problems with the pseudo-stem and incurring heavy expenditure on the disposal without getting any income. Jalgaon district alone generates about 38,50,000 MT of biomass from banana pseudo-stem every year. The biggest challenge is convert this huge Biomass of Banana Pseudo-stem into value added products Second challenge was to convince the farmers for extraction of their biomass into Fibre, Sap, and scutcher i.e. basic products from Banana Pseudo-stem. Third challenge was to convince the farmers for utilization of Sap as plant growth promoter and conversion of scutcher into Compost . It is very difficult to change the mind set of farmer in context to: o Banana pseudo stem is a gold mine o Compost made out of scuture is very good compost for soil. o Banana sap has high valuable nutrients for crop growth. Transportation of banana stem is a laborious as well as expensive After seeing the results of the project farmers are becoming partners of this project.
