This week a reader got in touch with the Voice to raise concerns that long-delayed restoration of the park’s lakes had started in the middle of breeding season. The reader, who wanted to remain anonymous, feared nesting ducks were being put in danger by the fl attening of vegetation on part of the eastern island. On Monday afternoon the Voice found a family of grebes, including young chicks, standing amidst the destroyed undergrowth, looking like confused survivors of a drone attack. by STEPHEN POLLOCK AN 82-year-old man is having his twilight years ruined by illegal dumping in Mt Lawley. Bill Sullivan and his wife relocated to the suburb from Palmyra last year, downsizing and moving closer to family. But rubbish keeps getting dumped on a block of private land opposite Bill’s new garden in Ingleton Lane, spoiling his retirement vista. “Dumping is contagious: once one person does it, other people start to copycat at the same site and it becomes endemic,” he says. “I’ve noticed a lot of illegal dumping in Mt Lawley since I moved here, especially in places like Fourth Avenue. “There are lots of high density developments here with a high turn over of occupants—that causes a lot of dumping when people move in or out.” Mr Sullivan lives in Stirling city council, which reported thousands more incidents of littering than neighbouring councils Bayswater, Vincent and Perth in 2011. Stirling reported 2442 incidents and issued 34 infringements, while Vincent had 394 (in 101 cases the off ender was identifi ed and cleaned up the mess without prosecution), Perth had 35 incidents and issued 10 infringements, while Bayswater had the best record with 33 incidents and 19 fi nes. The Good Samaritans estimate illegal dumping at its clothing bin sites costs it around $300,000 a year to clean up. Mt Lawley Michael Sutherland says illegal dumping is on the rise. “Unfortunately the problem of illegal dumping on verges and vacant blocks is increasing,” he says. “There are a small minority of people who are making it unpleasant for their neighbours and community generally. “I am constantly having to phone the Stirling city council to request them to collect dumped rubbish
